Just Stumbled On The New Plate Numbers For Lagos State.Please Help ,Whats the difference ?

I don't see any difference between the old plate number and the new one,the only striking thing is that somebody has hit jackpot from coming up with these idea,there are more important things to spend resources on,plate numbers is the least of our problem in Nigeria right now..
