The Nigerian petroleum sector has never had such a verifiable result oriented administration as that witnessed under the present minister – Mrs. Diezani Allision Madueke. This is despite the historical challenges of corruption, bureaucracy, ineptness, etc that has plagued the industry since after the oil boom period of the mid 70's to which no previous petroleum minister has achieved the monumental strides for the good of the industry and the Nigerian economy as Mrs. Diezani Allison Madueke has so far achieved positively impacting on immediate, short, mid, and long term outcomes.
Following the submission of the Lawan Farouk Committee Report,  which on its own has become plagued with controversy because of reported omissions and all what not, there have been plans by sinister groups to abort the on-going positive transformation of the Petroleum industry under Mrs. Allison Madueke by working to see that these positive strides are halted by unstansiated witch-hunt.
 
We at I PAID A BRIBE NAIJA, say “No” to this wicked, biased, sectionalist, and anti-female plot.  We hinge our endorsement of Mrs. Allison Madueke purely and strictly on facts on the ground rather than sentiments. We hinge our endorsement based on our concern and desire that the giant strides (hitherto quiet) made by Mrs. Allison Madueke (as Petroleum Minister) should not be hijacked again by anti-development forces masquerading in various guises to witch hunt, which throws our nation back into what can only be described as a “Yo-yo” development model.
In our characteristic objective manner, I PAID A BRIBE NAIJA, lists her achievements as Petroleum Minister, a feat which we dare say no previous petroleum minister in Nigeria has ever come near!

Following the recent exposure of the oil subsidy cabal/mafia she fearlessly set up of a panel headed by the renowned anti-corruption crusader Mallam Nuhu Ribadu with membership peopled by persons of the calibre of the ex-NBA President and human rights crusader Olisa Agbakoba whose brief is to cleanse the underhand deals going on in the fuel importation process. This  would surely not endear her to people who have benefited for long from such fraudulent practices and clearly demonstrates her unequivocal, fearless, and transparent commitment to cleansing the augean stables of the petroleum industry. If she is allowed to continue, the petroleum industry will never be the same again. She must see the process through.

Declaration of a 12-month Emergency Plan on Supply of Gas to Power Plants
power-plant-2Concerned by the recent shortfall and challenges in supply of gas to thermal power stations in the country which has subsequently led to significant drop in power generation and supply, under Mrs. Allison-Madueke, the Federal Government has initiated some far reaching measures to address the existing challenges including the declaration of a 12-month emergency plan on supply of gas to power plants across the country as well as the restructuring of the Gas Aggregation Company of Nigeria Limited (GACN) to meet up with increasing demand for gas to power plant. The consequence is that this helps to curb the significant misalignment between power projects and gas supply sources and facilitate the effective rolling out of the National Integrated Power Projects (NIPP)






Establishment of pipeline infrastructure integrity

Greenfield refinery development:

The final report which has been submitted and can only be effectively implemented by the driver of change, Mrs. Diezani Allison-Madueke before it is hijacked and kept in the doldrums again!





Maintenance of National Crude Oil Production Above Budget Production Levels

Diezani2Within the period the nation’s crude oil production has been consistently maintained above the budgeted production level of 2.3 million barrels per day. This is direct fallout of the amnesty programme which has now allowed for the renewal of production activities in wells hitherto shut-in as a result of the Niger Delta crisis. Obviously the influence of her Niger Delta background cannot be overlooked in this particular regard.




Increasing the Nation’s Stock of Crude (In-land basins)

dezEffort at increasing the nation’s stock of crude is constantly & effectively receiving major attention under Mrs. Allison-Madueke with the escalation of oil exploration activities in the Inland Sedimentary Basins especially in the Chad Basin.
Already the Nigerian National Petroleum Corporation and the Federal Ministry of Petroleum Resources are concluding arrangement for contract award for advanced seismic data acquisition and processing
In all, the seven in-land basins of Bida, Gongola, Sokoto, Anambra, Dahomey, Chad and Benue are billed to benefit from the programme.

 

Assignment of New Producing Blocks to Increase Crude & Gas Capacity

diezanigasUnder Diezani, the drive to increase the nation’s crude and gas reserve is not limited to the In-land Basin. As part of the effort at growing the capacity of the Nigerian Petroleum Development Company, NPDC, eight producing blocks have been assigned to the company. With special support by the President for NPDC’s operatorship of the blocks, the impact has been tremendous on the NPDC’s growth aspiration with current production now averaging 80,000 barrels per day.




Increased Gas supply for power generation and industrial use

grid_linesGas supply for power generation and industrial use has been sustained with supply outstripping demand both in the Western and Eastern axes. Available records indicate that the volume of gas available for power generation is unprecedented in the history of oil and gas in Nigeria.



Execution of Gas Supply Purchase Agreements

Diezanigas2Renewed efforts at ensuring relevant Gas Supply Purchase Agreements are being been executed in order to encourage upstream gas development.   As at the last count-Three Gas Supply & Purchase Agreements (GSPAs) have been signed among buyers, gas suppliers and Aggregator Company (Egbin / Shell / Chevron / PanOcean).





Contracts for Critical Pipeline Infrastructure for Gas Supply to Facilitate Generation of 2000MW Electricity

Contracts for the critical pipeline infrastructure for gas supply to Alaoji, Olorunsongo have been awarded with projects’ completion in 2012. Upon completion, this would lead to the availability of additional gas to generate extra 2000MW of electricity.

Expediting of Project Execution – OB3 Project

Approval has also been given to change the contracting strategy for OB3 gas pipeline, in order to expedite project execution.



Fast Tracking of the Brass LNG Project
Nigeria-LNG-CaseUnder the Diezani administration the Brass LNG project is being fast-tracked. Commercial bid evaluation for the Engineering Procurement and Construction contract is currently ongoing. The gas supply challenges have also been resolved.







Increased Investor Confidence in Gas Projects

There has generally been increased investor confidence in the Gas Revolution with additional gas utilization projects being pursued. These include:
2.75 metric tonnes per annum Dangote Fertilizer plant in Edo State.
2.4metric tonnes per annum Brass Fertilizer plant in Bayelsa State.
1.34 metric tonnes per annum Indorama Fertilizer and 1.2MTPA methanol plants at Eleme, Rivers State.
450, 000 tonnes per annum methanol plant at Onne, Rivers State.


Boost in Implementation of Critical Gas Projects

The implementation of the critical gas projects as encapsulated in the Gas Revolution was given a boost with the visit of the investors (Xenel of Saudi Arabia and Nagajurna of India) to the proposed site at Koko, Delta State for the 1.3 metric tonnes per annum Petrochemical and 1.3 MTPA fertilizer plants.


Undauntedly Pursuing Pro-poor Kerosene Availability Issues

The issue of kerosene availability has been tackled through NNPC direct distribution programme and she is reviewing the model to ensure that kerosene which is used by a large number of the less priviledge population is available in large quantise, at every nook and cranny, and at all times.


Nigerian Content Initiative

dezand_presjpgSigned into existence on April 22, 2010 by President Goodluck Jonathan, the Nigerian Content Act is designed to ensure that Nigeria achieves the much desired In-country capacity in the oil and gas industry. This would guarantee that a huge chunk of the estimated $20 billion spent annually by the industry is domiciled in the country for the benefit of Nigerians and indigenous Nigerian Companies and Service Providers.
The Nigerian Content Development Board, NCDMB, which has the Honourable Minister of Petroleum Resources, Mrs. Diezani Allison Madueke as Chairman of the Governing Council, the Board has accomplished the following:

  1. Ensured the escalation of the historic use of made-in-Nigeria pipelines by Exxon Mobil recently at its Edop – Idoho Offshore field ·
  2. Secured the placement of over 100 kilometers of pipelines orders in Nigeria’s only pipe manufacturing company, SCC Abuja
  3. Ensured the increase of in-country fabrication tonnage from 1,000,000 in 2009 to 1,200,000 currently ·
  4. Advanced talks with Jiangsu Yulong of China to establish 250,000 tons per annum LSAW Pipe mill in Nigeria
  5. Initiated the establishment of deep water port in a major upcoming project ·         Developed the Nigerian Oil and Gas Employment and Training Strategy, which has resulted in the absorption of over 5000 engineers, geologists, welders and other skill sets into the industry and formed the basis of a national skill database
  6. Nigerian Content activities have already generated over 30,000 direct and indirect jobs and will surpass 300,000 within the next four years
  7. NCDMB has designed and launched the Nigerian Content Joint Qualification Standards, an electronic platform for the Board’s implementation of the NOGIC Act, especially its capacity Building & Monitoring functions. ·
  8. Established the Nigerian Content Development Fund, to be used for investment in Oil & Gas infrastructure, provide partial guarantee for service providers, manufacturers
  9. NCDMB developed Indigenous Marine Vessel and Offshore Assets Acquisition Strategy to promote utilization of marine vessels and offshore rigs/equipment with genuine Nigerian ownership in all O&G operations to increase the participation of Nigerians, empower communities and maximize Nigerian crew.
  10. Developed Original Equipment and Local Component Manufacturing Strategy to promote utilization of materials of Nigerian origin  in oil and gas industry and ensure the establishment of equipment manufacturing plants that will employ thousands



Regulatory Control and Monitoring

Considerable efforts have been made under the watch of Mrs. Alison-Madueke to ensure effective regulatory compliance in the Nigerian oil & Gas industry in the following areas:
  1. Enforcement of flare penalty of $3.50/1000scf to discourage flaring and encourage commercialization of the gas that is being flared. ·
  2. The launch of the “Offshore Safety Permit (OSP)” to account for the safety and competencies of personnel who embark on  swamp, offshore and deep offshore duties in line with the expectation of the Nigerian Content Policy.
  3. The initiation of this program has brought about the establishment offshore training centre within the Nigeria
  4. Completion and implementation of the scheme of the National Production and Monitoring system (MPMS) aimed at ensuring independent real time production monitoring, accurate production accounting and to enhance efficiency in Terminal Operations in the country
 
Petroleum Industry Bill (PIB)
PIBUnder Mrs. Diezani Allison Madueke’s watch, the process of passing the PIB into law (considered very long overdue) has witnessed sustained interaction with the National Assembly to ensure passage into law an oil reform legislation that will stand the test of time to the benefit of Nigeria, and give fair Return on Investment. At this rate, and under her able leadership, it can be expected that the bill will come to reality.
 
Diezani Alison-Madueke has held three significant positions in the Nigerian federal government. She was appointed Transport Minister in July 2007. By the time she was leaving the transport ministry, members of the industry sincerely wished she was left behind to conclude the giant strides she had started and put in place concerning transportation in the country – rail, roads, air, and maritime.
 
On December 23, 2008, she was named as Minister of Mines and Steel Development. After Vice-President Goodluck Jonathan became acting President in February 2010, he dissolved the cabinet on 17 March 2010, and swore in a new cabinet on 6 April 2010 with Alison-Madueke as Minister for Petroleum  Resources.

She has started again very well in a manner now becoming characteristic of her. Her great strides must not be truncated in the interest of the petroleum industry in particular and in the interest of the Nigerian economy, in general.
 
On the basis of these, we at I PAID A BRIBE NAIJA totally endorse her as the best petroleum minister Nigeria has ever had with the industry experiencing motion and movement and true change as has never been experienced before under any previous minister!
