Newly Elected House Of Reps Member Presents Certificate Of Return To Gov. Is That A New Trend?

I really don"t get it oh....newly elected House Of Rep member collected his certificate of return from Inec today...he won his election on saturday 18 oct on the platform of PDP....and did he have to show the Governor.oh the Gov forgot to pop champagne like Gej did for Fayose..couldnt he have done that privately.....is this a new trend.

The Dep Gov receive him on behalf of the gov.
