Someone Called Me That INEC Staff Are Jubilating Our 13th Month Salary Right Now.

Someone called my line and informed me that Staffs just received 13th month pay which is fatter than their salary, they are silently celebrating that it has never happened before. 
Do u think it is unconnected with the forth coming elections?
