Nigerian volunteers on Ebola disease in Sierra Leone and Liberia, who returned home sometime ago are yet to be paid their allowances and BTA,after spending about six months to battle against a virus that ravaged several countries last year, killing over 20,000.

They returned alive and well,but they have been complaining of deprivation and maltreatment, and have accused officials of the Nigerian government and the African Union of stealing money from them while they risked their lives.

We reported here sometime ago how the volunteers were locked up for owing hotel bills,up to this very moment,their allowances have not been paid.

Infact one of the volunteers named George was arrested by the police for releasing details of the fraud committed by the Nigerian !AU officials.

The volunteers have decided to take their cry to the presidency .Please read their letter to President Mohammadu Buhari.

TEXT ON THE MAN DR ABDULSALAMI NASIDI AND FEDERAL MINISTRY OF HEALTH

The person in question served in Federal Ministry of Health as a director for 14years and retired 2008. The public service rule is supreme and clear that is only CONSULTANCY aretired officer can be engaged and only when no competent officer in the federal service. He assumed the duty of the project Director NCDC paid by USA-CDC through FederalMinistry of Health. Suddenly in most National and international forums he addresses himself as DG-NCDC, some other times he calls himself National Coordinator /CEO Nigeria Center for Disease Control and Prevention. This is absurd as NCDC is not an establishment enacted by law yet. The legal process of establishing NCDC is ongoing and has not been presented to Federal Executive Council (FEC) for approval. Only a zero draft of the bill which Federal Ministry of Health (FMOH) and Federal Ministry of Justice (FMJ) are trying to finalized at the moment for FEC approval.

On what grounds therefore is a CEO being appointed to head an Institution that has not been constituted. Reference proposal which was written on Oct 8,2014 on the reappointment of Prof Abdulsalam Nasidi as DG - NCDC whereas no such organization by law existed. The memo for the reappointment ought to have come from the mother Ministry (federal Ministry of Health) but the reverse is the case. Nasidi activities has paralyzed Department of Public health and Family Health and the entire health sector in the nation. Nasidi is setting bad and illicit precedence for younger professionals

Going by the appointment letters (questionable) anyway for the following observations :

1. The memo Reference reads Ref:No SGF:6/X/X/804 ought to have been generated by the federal Ministry of Health andnot the otherwise

2. Letter of appointment as accounting officer/CEO of NCDC reference No SGF. 6/X/X/ indicated first tenure of four year with effect from 2nd Dec. 2014 paragraph 1&2)

3. The second Letter of appointment which dated 9th Dec 2014 Ref:SGF6/X/X/1991.within a month three appointment Letters were issued which is said to be by Mr President of federal republic of Nigeria, this terminates at the end of this administration (29 may 2015) paragraph 2&3

4. He has been on this sit since his retirement and was madesignatory to NCDC account. This should not be, He can only be a consultant NCDC if necessary. He is not the Country Chief Consultant Epidemiologist (CCE). The present CCE for Nigeria is sidelined from the main stream of affair and relegated to the background

5. Nasidi forged AU document Dec 1-5 On ASEOWA mission and should account for over USD 200,000 for travelling allowances for volunteers before they departed to ASEOWA as paid by AU in Lagos

6.He embezzled #63.5millon In Dec 1-5 2014.Fund meant for Pre-depature training and logistics for the ASOEWA Volunteers, the expenses incurred during the training. Instead AU paid us and even him too.

7.Another N149 M Embezzled by Nasidi is currently beinginvestigated by EFCC from Ebola Funds .

He is aided by one Mr John Akintunde Kehinde who embezzled N28.220M Voucher dated 11/8/2014 a director in the Federal Ministry of Health

8.Mr J.A. Kehinde also misappropriated about N8.9M as out of pocket expenses in collaboration with Dr Nasidi-2013-2014 bank evidences available

9. Nasidi embezzled another N30.769 M and retired them with forged Guardian Newspaper receipts, Fake signatures and fake hotel receipts

10. Report on PLAGIARISM of the project, NCDC stating clearly Nasidi Hijacked the project. He should tell Nigerian what happened to N1Billion given to him for the take off of the NCDC. The NCDC has no structure anywhere as the Jabi building was paid for by National Tertiary Hospital funds. For the past eight years there is been budgeter allocations to the turn of #500 million yearly until 2 years ago it was reviewed to #1billion .

NCDC has only 8 staff that have not received salaries for eight months now. Nasidi in collaboration with one Dr Mary Ishaya (a Nigerian) in CDC Atlanta get funds indiscriminately in the name of Nigerian Government and embezzled it.

11.The AVIAN influenza programme which Nasidi presided over is full of fraud and unretired advances . ref world bank

12.The Yellow Fever Vaccine production laboratory YabaLagos collapsed during Nasidi leadership as the CCE. And he has been two times director of public health department.

13. NASIDI should account for N1,992,548,500 Billion of EBOLA INTERVENTION FUND released by Mr President in July 2014

14. Nasidi should account for #119,000,000 Payementvoucher dated 14/05/15 paid to M/S STEPCHO NIG. NIG

15. Nasidi should explain what happened to # 94,060,000 payment voucher MHQ /rc/R/052/2015 paid to MIS ECHITAB study Ltd 15/05/15

16. Nasidi should explain what happened to #53, 695, 040 Payment voucher dated 14/05/15 paidMIS KARAMA PHARM&CHSM.CO.Ltd dated 14/05/15

23. Global funds Malaria, Dr Ezeigwe Nnenna should come forward with all details of transactions

24. Global funds HIV/AIDS Dr wampada Balami should come forward with details of all transactions

25. All document relating to all National Council on Health held in past 5 years Mrs ugu, Dr Esan, Dr Azodo

26. All dealings on anti snake venom be made avilable, Prof Nasidi

27. Donor fundings Dr Azodo should bring to fore all donor contribution to Nigeria and how spent and on what
