APC gov’t has no option than perform visibly – El-Rufai
Kaduna State Governor, Mallam Nasir Ahmad El-rufai has said that the All Progressives Congress (APC) has no option but to perform to the admiration of Nigerians.
In a keynote address at the Stakeholders Conference on Public Service Delivery, held at Arewa House on Wednesday, governor El Tutsi said politics should not be allowed to interfere with service delivery to the people.

According to him, “performance is directly related to capability and capacity, that is why there should be continuous self assessment of the system, structure, and staffing, understand the challenges affecting performance, strength, weaknesses and identify areas for improvement.
“Government has no choice but to visibly perform. This federal government was credibly elected by people of this country in 2015, and has continued to enjoy unwavering support and solidarity all the way.
“Having given so much to our government, including our state government, the people have legitimately had even unrealistic expectation, unless we can find a sustained way of building government capability and capacity for improving service delivery in all facets of public live, am afraid this will leave our people who elected us to serve them feeling frustrated and disappointed and unfulfilled.
“It is in this respect that, I am of the strong view that public service delivery must be needs driven and governed by a coherent service charter with well articulated performance and target, with appropriate sanctions for failure to deliver.
“Our public service must be energized in order to fulfill government’s capability and capacity to serve and deliver effectively.
“I think it is Albert Einstein who said that insanity is doing the same thing and expecting different result. Therefore if we are that things are not working as they should in Nigeria, it means that we must change our way of doing things and the new paradigm must therefore focus on result and not how much effort we put in place,” he concluded.
Speaking to journalists shortly after the opening of the event, the executive director of African Development studies Center, ASDC Ambassador Victor Oluwafemi called on National Assembly to enact SERVICOM Bill in order enable effective service delivery to Nigerians.
He said The focus of the conference is largely to review the present state of service delivery in the public sector and to particularly identify existing obstacles to effective service delivery.
Adding that “The Conference would serve as a public hearing/stakeholders’ forum to highlight challenges of implementation of the SERVICOM compact in MDAs from inception. It would also serve as a forum for feedback to Government on key issues to be addressed in the process of passing the SERVICOM Bill.
“It shouldn’t be a political wish, the will is that, we have the Servicom department, they go ahead and enact the law, to empower the servicom department to do their job, the will is to make sure they are well funded, to able to do what they are suppose to do.
Representative of Acting President, Permanent Secretary in the office of the Head of Service, Mr. Chinyaka Oha said service delivery has been of concern to President Muhammad Buhari, saying that the President was very committed to reivew and resotre the public service delivery to become more effective and more seviceable.
“To address this challenges, President Muhammad BUHARI on 8 September 2015 launched a change begins with me campaign, targeted at impacting on service delivery”, he added.
