Goodluck Jonathan Continues Attack On President Buhari




Former president Goodluck Jonathan continued his attack on the Muhammadu Buhari administration on Friday saying that Nigerians only fear Buhari but do not trust him.


Jonathan had earlier described the Buhari administration of being characterised by lies and propaganda while welcoming a chairmanship aspirant of the Peoples Democratic Party (PDP) Professor Tunde Adeniran and his campaign team, in his office in Abuja on Thursday.

The former president continued his blitzering attack on the administration when his media office accused the federal government and the Special Adviser to President Buhari on Media, Mr Femi Adesina of peddling falsehood over claims that Nigerians did not protest the hike in fuel price by the Buhari government because they trusted the government.

In his response to Adesina and the federal government, over the claims, Jonathan’s Media Office said fear, not trust was why Nigerians did not protest en masse against fuel price hike under Buhari, ThisDay reports.

“When Femi Adesina says that it is because of trust that Nigerians did not rise up against the Buhari administration when it increased the pump price of petrol from N87 to N145, he betrays a deep ignorance and arrogance.

“First of all, it was not Nigerians that rose up against the Jonathan administration when that government increased the price of petrol on January 1, 2012. It was actually members of All Progressive Congress who sponsored the protests,” said the statement signed by Mr Reno Omokri on behalf of Jonathan Media Office.

The statement said Nigerians had not so soon forgotten how Mr Nasir El-Rufai led other chieftains of the opposition to Gani Fawehinmi Freedom Park, Ojota, Lagos, where they attracted crowds by inviting top musicians to perform and by giving out free food and drinks.

It continued: “On December 15, 2015, the Nigerian Army, under President Muhammadu Buhari’s command, killed 347 unarmed Shiite men, women, children and infants and buried them in a mass grave as revealed by the panel of inquiry instituted by Kaduna State government.

“The excuse given by the military for this massacre was that the Shiites had blocked a road during one of their procession and this allegedly affected a trip by the chief of army staff. After killing his followers and destroying their place of worship, Mr Ibrahim Zak Zaky, spiritual leader of the Nigerian Shiite community, was illegally and unconstitutionally detained and has not been seen or heard of in public since December 15, 2015.

“So when the Buhari administration increased the pump price of petrol, Nigerians wisely reasoned that if the Buhari administration can kill 347 unarmed Shiite men, women, children and infants for blocking a road, it would be suicidal to give them an opportunity to do the same thing to them on a wider scale,” said the statement from Jonathan Media Office.

Under Buhari administration, it said human life had become so cheap that the military and security services routinely kill innocent Nigerians be it Shiites, peaceful demonstrators or IDPs at the Rann IDP Camp.

“To say Nigerians trust an administration that publicly boasted that it would not tell Nigerians how much of their own money the President spent in treating himself in London when the State House Clinic cannot boast of ordinary Panadol (by his own wife’s testimony) is to speak a lie. Nigerians can judge the nature of the man whose number one campaign promise was that “no Nigerian Public official should receive medical treatment overseas at public expense”. For him lies are cheap even if they are expensive for the Nigerian public who has to pay the price.

“Nor have Nigerians forgotten the promise to end corruption when the $25 billion Nigerian National Petroleum Corporation scam is ringing in their ears along with the denials by the Vice President that he never approved any contracts. How can they trust a government that has still not released or acted on the SGF’s grass cutter contract probe after six months?

“In the five years that he governed Nigeria, President Goodluck Jonathan spent N16 trillion. The economy grew. The Naira was stable. We had the greatest expansion of infrastructure since the Gowon years and inflation was in single figures. In the two years that President Muhammadu Buhari has ruled Nigeria, he has spent N15 trillion. We have had recession. Naira collapsed.

“Inflation has gone back to double digits and the only infrastructure that he has started and completed is the Daura helipad. So Femi should spare us his propaganda and accept the truth that he is the mouthpiece of a murderous regime sustained by propaganda and surviving on corruption,” the statement from Jonathan Media Office said.

Amina Mohammed urges older Nigerians to pave way for youth


Amina Mohammed: UN deputy secretary-general.
Ms Amina Mohammed, the UN Deputy Secretary-General, has asked older Nigerians to pave the way for the youth by creating leadership opportunities for them .

Mohammed stated this at a Cultural Night organised by Nigerians working at the United Nations System and urged  older Nigerians  to stop competing with the younger ones for employment opportunities.

“Whenever there are opportunities, try and pave the way for the young ones; you are getting old and we want to see the young ones in the system.

“We need to give the youth the opportunity because if we don’t give them the opportunities, they can easily fall victims of crimes,” she said.

According to her, the Nigerian employees at the UN system are getting old and there is the need for the Nigerian youth to be allowed to come into the system.

Mohammed has repeatedly stressed the need for Nigeria to create opportunities for its burgeoning youth population  at the UN System through the Junior Professional Officers’ (JPO) Programme, including internship for young Nigerian graduates.

According to her, Nigeria has the opportunity to sponsor its youth for UN careers through the JPO.
But Nigeria has not seized the opportunity in a long while, she noted.

JPO is a programme for the young people to come and grow their career at the UN and it has 37 positions for Nigeria – one for each of the 36 States and the Federal Capital Territory.

The JPO programme provides young professionals with hands-on experience in multilateral technical co-operation, and is one of the best ways to gain entry level positions within the UN system.

JPOs are sponsored by their own government, which fund their placement in one of a range of UN organisations.

“Home really does need us; there are leaders and we are trying with the professionals that we see in the United Nations.

“The work we need to do is not just to the world but also to remember that at the root of all that, you are only as good as where you come from.

“And it’s really important that we remember, with what we do here, what we can get back home, that we can encourage those at home, and inspire them.

“It’s not just what we do for the world but can’t we take those expertise back home? Amina said, urging them to make the best use of every opportunity they got.

She condemned what she termed alarming gender-based violence in Nigeria, saying it has increased in dimensions that one could never imagine.

“So when I look back home and I see that there are women that are coming back from Boko Haram captivity, they come back with a type of violence that many, for the rest of their lives, can’t recover from.

“But I also see that what is worse is the kind of violence that is visited upon the young girl. She is indoctrinated and convinced to tie a bomb around her and blow it off; that’s violence against girls; that’s violence against women.

“But what I wanted to say was that as we look at the gender-based violence initiative that we put a spotlight on our own nation; we all have a part to play.

“I know we would spend some money in Nigeria on this initiative but we all have a part to play individually and collectively in trying to bring it to zero,” she said.

Mohammed also lamented how girls were left behind in education, stressing that everyone needs to have an education – the boys and the girls.

“The boys we didn’t educate are the same ones that kidnap the girls that we educated.

“So education for everyone is exposure for everyone; it matters so much; it really does give us the basis, the moral compass to help us navigate through life.”

Nigeria’s Ambassador/Deputy Permanent Representative to the UN, Samson Itegboje, commended the Nigerians in the UN and particularly lauded the appointment of Mohammed as the UN Deputy Chief.

Itegboje said Nigeria was proud of Mohammed, describing her as an “ultimate authority and a reference point when it comes to Sustainable Development Goals’ issues”.

The Nigerian envoy said: “Nigeria is a great country; we are a happy people, you can’t take that away from us; we have gone through difficult times but we are happy that we have a government that is responsive to the yearnings and aspirations of dear people of Nigeria”.

Col. Jolly Abu (rtd), President, United Nations Staff Recreation Club Nigeria Association, said the cultural night was organised to showcase Nigeria’s culture.

According to him, the Nigerians in the UN are very proud of their culture adding, it is also for them to mingle, rekindle and renew their bonds.

“The UN encourages that we should meet and foster unity among ourselves and also enjoy ourselves; so that’s what we’re doing,” Abu said.

Amb. Audu Kadiri, Ambassador/Permanent Representative of Nigeria to the UN Office and Other International Organisations in Geneva and Nicholas Ella, acting Consul-General in New York also attended the event.

A frontline youth and grassroots mobilizer, Comrade Adams Abounu, has described as most laudable the recent second reading of the bill for the establishment of a Federal University Of Health Sciences, Otukpo.

The bill which was sponsored by Distinguished Senator David Mark passed a unanimous second reading on the floor of the senate on Wednesday 18th October 2017, enjoying  overwhelming contributions and support from senators across the aisle. 

Speaking to news men in Abuja shortly after witnessing the proceedings, Comrade Abounu said this has again shown that service to humanity and profound human development is the crux of the David Mark legacy. He described the former Senate President as a true nationalist and a strong believer in the development of his immediate constituency.

Comrade Adams Abounu also used the opportunity to call on all Idoma sons and daughters both at home and in diaspora to continue upholding the undisputed political leader of Benue South in their prayers.

He pointed out that the massive support the bill enjoyed during plenary is not just an endorsement of the bill itself but equally a testimonial of the nationwide acceptance of the sponsor, Distinguished Senator Mark.

Abounu therefore rejoiced with the Idoma nation and Benue State saying the establishment of such a University has all-encompassing benefits for the immediate community and the nation at large. He prayed God to continue guiding the senator and expressed hope that the bill which has been given to the senate committee on tertiary institutions and TET Fund will come out positively.

The astute youth leader, who is seeking to represent APA State Constituency at the Benue House of Assembly also affirmed that he was ready to use his humble earnings to support any APA son or daughter to gain admission into the university  in form of scholarship in appreciation of the noble development. They often say they can't stoop so low to date a guy who doesn't own a car and thus live by this standard. It doesn't really matter whether the car is Peugeot 504, Parsat, Volkswagen Beetle or Volvo, as long as it has four tires and can transport them to the places they want, they are cool with it. When you find yourself entangled with a lady that is obsessed with cars, consider yourself single because you risk a chance of losing her to a car owner especially if you don't have one.

3. The Joystick Obsessed  

This may sound weird but believe me, not all girlfriends sleep around for money or material things. Some actually do that because of their insatiable sexual desires. For a girl that so much loves the pleasures of joysticks, this can be a very difficult transition because she will definitely seek out partners to fill her needs in your absence. Some of them can even sleep riff raffs and claim it was rape.

4. The Owambes 

These are party freaks. They always want to be the centre of attention everywhere they go and will always do anything to have it. They attend wedding ceremonies looking 100% artificially dressed. They take more photographs than the bride and won't let photographers rest. The moment they are taking these pictures, they are going straight to their social media page with immediate effect where they tag all these village people. When you're dating an owambe lady, you're only labouring for another man to eat.

5. Feminists 

Feminism is defined as “the advocacy of women’s rights on the ground of the equality of the sexes.” A good thing, right? In theory, yes. But these days, I feel that feminism’s underlying message has been forgotten and replaced with some seriously troubling ideas such as "promiscuity and hypocrisy". Recently, girls are taught by feminism that sleeping around is somehow “empowering,” and that's why they always take side with promiscuous women. The characters they posses are arrogance, pride and they always want to the boss in the relationship. When a lady is claiming to be a feminist but simultaneously and actively participate in infidelity, it's a big sign of “hypocrisy".

6. "I don't put all my eggs in one basket" type of ladies 

It's very shameful that some often say they owe no man loyalty and faithfulness in as much as he has not paid their bride price. Even though they admit to be in relationships yet they keep multiple sex partners under the guise of "I can't put all my eggs in one basket"; what if the guy fuccks up?. Any lady with the mindset that she owes no man loyalty and faithfulness when unmarried usually sleep with other guys as a form of proving to herself that she is still desirable, and thus validating herself.

7. Outing/Food Freaks 

They like food more than every other thing and can eat fifteen wraps of fufu and will still be demanding for more. They find it very difficult to refuse to going on a date with an interested suitor knowing fully well that they stand a very good chance of stomach infrastructure especially in exotic places like Mr. Biggs, KFC, Sweet Sensation, etc. Such girlfriends can easily be lured to bed with a plate of food.

8. Unnecessarily Secretive Ladies 

If your girlfriend typically has a
million complaints about you checking her phone thereby calling you insecure for altering her privacy, this is a red flag. This is a sign that indicates a girlfriend that cheats or permit me to say, sleep around. She could be chatting with another dude about how she enjoyed having sex with him which she doesn't want you to see.

9. Attention Seekers 

Her relationship status changes from single to engaged, married to complicated every week. Her relationship status on social media changes like disco light because she doesn't know what she wants. Even their boyfriends can't question them because they are the boss in the relationship.

10. Celebrity Freaks 

Most ladies that droll over celebrities are usually promiscuous ladies and this is very evident in public shows. When some of them attend shows with their boyfriends, they shamelessly come on stage stripping themselves unclad for a performing artist. This reminds me when I took my ex to a show and she fainted when Saheed Osupa was performing on stage. I just shook my head and that was the end of the relationship.

Gov Ortom vows to depose traditional rulers who frustrate grazing law

Ahead of the November 1st. implementation date of the Open Grazing Prohibition Law in Benue state, Governor Samuel Ortom has vowed to depose any traditional ruler engaging in acts to frustrate the Law in the state.

Speaking yesterday while inaugurating State Advisory Committee for the implementation of the law, the Governor directed the traditional rulers to facilitate easy implementation of the law in their various domains.

Governor Ortom who emphasized that when fully operational the law would protect both herdsmen and farmers warned that cattle rustlers would face the law just as anyone that trespassed into farms with livestock would be prosecuted likewise.

He appealed to herdsmen resident in the state to cooperate with the government and people of the state by exposing the bad elements that stray into the rural communities to create crisis.

He noted that there was no going back on the November 1st. 2017 commencement date for the implementation of the law in the state assuring that the state government was determined to make a success out of the new law.

“I therefore urge all herdsmen residing in Benue over the years and who are familiar with our local terrain to work with the committee to ensure peaceful coexistence with the host communities and success of the law.”

Special adviser to the Governor on Security and Chairman of the committee, Colonel Edwin Jando (rtd.) in his response, said a census of the Fulani resident in Benue was being taken adding that six modern pilot ranches would be established by his committee in the state.


Arewa Youth leader to Buhari: Anti-corruption war is losing steam

Alhaji Gambo Gujungu is the National President of Arewa Youth Forum, AYF, a powerful and vociferous group of young Northerners which influences policies and decisions in the region.

In this interview, Gujungu examines President Muhammadu Buhari’s anti-corruption war, the raging restructuring agitation and the 2019 election. As the race for 2019 election begins to gather momentum, Gujungu says Buhari has not told anyone in the North that he will run again in 2019. Excerpts:


What do you think should be restructured in Nigeria to make it a better, greater country?

The issue of restructuring the Nigerian polity has always been a recurring decimal.   For me I believe it has to do with the leadership of the country, not just the present leadership but also the past ones in the country.

The issues of restructuring and marginalisation all stem from leadership failure. If the people are comfortable with the leadership of the country no matter where the president is from this issue of restructuring will be reduced to the barest minimum. So if you ask me I will say we need to restructure the minds of our leaders to begin to do the right thing for the majority of the people.

If after 57 years of independence we are still talking about roads, water, hospital and housing when other countries are going to the moon and selling technology, we should begin to examine ourselves and determine where we went wrong and begin to think seriously what will give us an edge as a nation and stop talking about mundane things that cannot take us to anywhere.

Today, some people hammer on devolution of more powers to states without taking cognisance of the misuse of the little powers at the disposal of our governors. If we may ask those calling for the devolution of more powers to the state, what will happen if they are given more powers?

For me, let us restructure the electoral system that will throw up good leaders, leaders who will be accountable to the people, leaders who will have the interest of the people at heart.   With that I believe the issue of marginalisation, the issue of restructuring will be reduced. Restructuring is not going to put food on our table for the common man or increase the status of the average Nigerian.

Is that why the North is opposed to restructuring?

Who said so? It is not true that the North is opposed to restructuring and our leaders have consistently made that point very clear. But this narrative has continued because some people want to paint the north as a region that is opposed to restructuring.   Some people are of the view that the only way they can feather their own nest is to always say that the north does not want restructuring.

However one thing is clear, is restructuring the answer to the myriad of problems bedevilling this country?   You can answer that.   I want to see the advocates of restructuring begin to tell us how it will secure the tomorrow of Nigerian youths, how it will reduce poverty and deprivation in the north,  how it will tackle the security challenges and other challenges plaguing this country.

Do not forget that these same elements had caused Nigeria to spend billions of Naira to organise the last National Conference which they knew would produce no binding results but to enable them to line up their pockets. These advocates of restructuring and national conferences just want to sit down and talk again and share money and go home. For example, some people have said that the report of the National Conference that was convened by former President Goodluck Jonathan should be implemented as part of the restructuring of the country.

Jonathan had the report but refused to implement it. The new government was not part of the conference and it is doubtful whether they will want to implement it. But we are watching.   Others have talked about the Justice Lawal Uwais Electoral Reform Report and the government does not seem to be keen on touching it even with a pole.   Those are issues that we should be talking about because I can tell you sincerely that most of the advocates of restructuring cannot give you a good proposal on how it should be done.

But in Nigeria we like the bandwagon effect.   But Northern leaders have been talking about the kind of restructuring that they want. When the time comes, we will bring out our own stand on the matter to the table. However, let it be known that we are not opposed to restructuring. But our main issue is how to better the lot of Nigerians as a whole in a united and prosperous country.

How would the North want the country to be configured if they were to embrace restructuring and why?

Restructuring is not about shape or size. It should be about giving Nigerians better quality   of life, equitable and just society and a country where corruption is reduced to the barest minimum, to give the average Nigerian a sense of belonging and sense of inclusion no matter where one chooses to reside and do their business. So, my advice is that Nigeria should be restructured to give all a sense of belonging. Nigeria must be restructured to reduce poverty and make sure that the youths can aspire and see their aspirations come to pass.   Nigeria should be restructured to create an enabling environment for people with ideas to thrive, reduce unemployment and make the people secured.

What would you say about the anti corruption war of the Buhari government? Is it working and has it changed the mindset of Nigerians from stealing and looting of public funds?

Many people voted for this government because of the personality of the President and I believe many of them were not disappointed with the way the government started by hitting the ground running in terms of its anti-corruption crusade.   In view of that I will say the president is trying.   However, the vigour with which the President started the war on corruption seems to be losing steam.

Maybe corruption is fighting back.   But President Buhari needs to keep up the steam because the fight is losing steam.   Take for example the case of the suspended Secretary to the Government of the Federation, Babachir Lawal, and Director General of the Nigerian Intelligence Agency, Amb Ayo Oke, who were suspended since April this year and investigated by the Acting President and the Attorney General of the Federation and the National Security Adviser.

The report of the probe has since been submitted to Buhari but he has continued to keep mute over it when Nigerians are dying to see action taken against the officials. Unfortunately, as in other high profile corruption cases, he has chosen to keep silence over the matter, which is generating tension in the land. It is unfair and unhelpful to the anti-corruption fight. The attitude of Mr. President gives the impression that he has given up on the fight against corruption and this is quite unfortunate to say the least.

Buhari must know that many Nigerians are not happy with his government’s response and handling of the controversial issue. Nigerians need to be assured that the President is not shielding his own people, those around him. They want to see him fight corruption no matter whose ox is gored so as to win their support. That is the only way to go. But we are happy because he is trying but he needs to do more.

For the first time in a long time, the North rose in unison to vote massively for President Muhammadu Buhari in 2015, making him the first Nigerian leader to defeat a sitting president. Why did that happen?

No, it is not correct to say that the North rose in unison to elect Buhari in 2015. It was the whole country that voted for him to defeat President Goodluck Jonathan. So, don’t attribute the victory of Buhari to the North alone because it would not be fair to those who saw some unique qualities in him and voted for him from all parts of the country. Having said that I believe the overwhelming support that President Buhari got in 2015 was because of the state of affairs in the country then.   I think there was an unwritten agreement among majority of Nigerians that after 16 years of the Peoples Democratic Party, power should be given to another party to lead Nigeria.

I think Nigerians were somewhat fed up with the PDP and that was why they elected the APC Government under Buhari. Indeed, the change of power was like a movement across the whole country not only in the north.

Beyond that I think President Muhammadu Buhari just capped up the whole issue on ground then because people saw in him as an incorruptible leader, someone who could rally the country and take it to the next level.   To be honest, I believe that was what happened. President Muhammadu Buhari was a major factor in what happened in the last election, but it was not all about him. So many other factors played out and culminated in what transpired.   So if at any point in time again majority of Nigerians feel bad about any government they will likely repeat the same feat and drive out an uncomfortable government from power through the ballot box.

Given this understanding of Buhari, will the North repeat the same feat in 2019 by voting enmass for Buhari since it is clear he will seek re-election?

That is your own opinion and I am just hearing that from you for the first time and not the president or his minders. You are informing me about his seeking re election, because am not aware that he has said anywhere that he is seeking re-election.   We are not aware of his desire to seek re-election. What I believe is that when the time comes and if he actually decides to run again then we can look at the situation on ground with other stakeholders. But like I said the president has not said anything about the next elections.

However, one thing I can say is that the north will appraise its situation about the performance of the President.   You know he came in based on certain promises which he must fulfil in order to convince the electorate to go for him or not. I suspect strongly that the 2019 presidential election would be based on performance and not on promises because Nigerians are very enlightened and expectant.

How far the President and his party are able to fulfil their manifesto to the people and tackle hunger in the land will be a deciding factor in the next poll. Do not forget that government is supposed to add value to people’s lives and Buhari’s government would be judged along that line when the time comes.

Buhari is being accused of having asked the World Bank President to pay special attention to the North in its development programmes, thereby making some Nigerians to accuse him of promoting sectional interest. What do you make of this claim?

I believe the presidency has explained the stand of Mr. President on the issue and I believe it suffices.   The north east is part of this country and all of us are aware of what is happening there. The crisis in the North east presents a rather very unfortunate situation that I believe all well-meaning Nigerians should genuinely be concerned about.   So it is a normal situation for the preference for the north east.  I believe there was something like that immediately after the civil war and it was meant to tackle the devastating effect of war and its attendant suffering by the people.

Also you know the north east is one of the least developed zones in the country.   So there is nothing wrong with government trying to make it catch up with other zones in the country.   The problem is that some critics will not see anything good in whatever people do. If government had said for instance that the World Bank should focus attention on the South West for instance, the same critics would be the ones to lampoon the government for not focussing on the troubled North East that is suffocating from the effects of the Boko Haram. But for us, when government takes action that is good we commend, when it is bad we tell them and I believe that is the way it should be.

As someone from the north where open grazing is promoted as part of daily living, do you consider that Nigeria is ripe for ranching of livestock to prevent incessant clashes between herdsmen and farmers across the country?

Open grazing has been around for a long time now but the truth must be told by all that the time and dynamics have since changed and we need to adjust accordingly to avoid being caught up by climate change and other challenges of the time. The situation in the country is quite different from what it was in 1960s and 1970s. The herdsmen are used to the way they move their animals around and it has become a way of life.   Also nobody is happy with these clashes between herdsmen and farmers.

My take on this is that government should take all these interests that I mentioned into consideration and come out with a way out.   In view of the rising population and the effect of climate change, land, water and grass are in short supply and we need to devise new methods of feeding livestock using technology as other countries have done so that we are not left behind.

Government should begin to work towards a permanent solution because we need the land to farm and the animals to eat, too.   Ranching can be a way out but it should be done in a way that those involved will understand.   That is where sensitization is key. Let government make the herdsmen understand that things have changed and are still changing.   They must be told to change with the tide so as to continue to remain in the business of raising cattle for living. Am concerned about the clashes and they don’t portray us as a nation that is developing and is concerned about the welfare of its people.   Government needs to stop the bloodshed.

Budget 2018: FG to spend N8.06 trn


President Muhammadu Buhari (M) presents the 2017 National Budget to a joint session of the National Assembly at the National Assembly Complex in Abuja on Wednesday.

The federal government plans to spend the sum of N8.6 trillion in 2018, going by the details of the Medium Term Expenditure Framework, MTEF, submitted to the National Assembly in the week. This indicates about 15.5 percent increase over 2017 figure of N7.44 trillion.

The expenditure would be financed through an estimated federal government’s revenue estimated at N5.65 trillion, about 11 percent or N562.50 billion increase over the 2017 estimate of N5.08 trillion, in addition to a borrowing plan that is expected to fund a budget deficit put at N3.52 trillion in 2018.

According to the MTEF, 43.2 per cent of this is projected to come from oil sources, while the balance is to be earned from non-oil sources.

As contained  in the MTEF, “Fiscal deficit will be maintained within the 3% level stipulated by the Fiscal Responsibility Act 2007 but at an average of about 1.93% of GDP, but declining to less than 1% by 2020.

“Debt financing will be restructured gradually in favour of foreign financing, while domestic financing is deemphasized. Thus, while the proportionate share of foreign financing will increase from the current level of about 28% to almost 72% in 2020, domestic financing will decrease gradually from about 54% in 2016 to about 26% in 2020. This will prevent the crowding out of the private sector, and accord private capital a leading role in driving growth.

“This provision exceeds 2017 aggregate expenditure estimate of N7.44 trillion by 15.5% (or about N1.16 trillion). Of the total expenditure estimates, up to N2.60 trillion (inclusive of capital in transfers) is targeted at capital expenditure, representing 30.0% of the budget.

“The allocation of this resource among the various spending Ministries, Department and Agencies (MDAs) of government is driven by government’s execution priorities and strategic focus outlined in the ERGP. Over the medium term, government will continue to focus on critical sectors that quickly turn-around real sector growth.

“A provision of N1.93 trillion has been made in the medium term to address the constraints which had previously incapacitated the power sector in line with the PSRP. Other key spending includes personnel cost which is estimated at N2.12 trillion and debt service of N2.03 trillion,”

Expenditure Efficiency

The federal government pledged to be efficient in spending, saying procurements would be approved by the Efficiency Unit, before releases would be made.

It said, “Government is committed to improving the efficiency and quality of spending. Thus, public expenditure will be properly scrutinized to ensure value for money. To achieve this, the budget formulation process will be strengthened, while overhead expenditure provisions will be guided by recommendations of the Efficiency Unit, capital projects will be evaluated for consistency with ERGP Implementation Plan (ERGP-IP) as well as set performance indicators.

“Thus, over the next three years, the legal and regulatory framework will be strengthened to improve the relationship between expenditure and outcomes.”

Bench Mark

According to the document, “Crude oil prices rose by 8% in the first quarter of 2017, averaging almost $53/pb. Prices are projected to range from $50 to $60/bbl in 2018 as the market regains balance, with shale production limiting larger price gains.

“The price of Nigeria’s Bonny Light crude oil price rebounded from an average of $44.08 in the international oil market in 2016 to about $51.5 in the first half of 2017 (Figure 5.2). However, the market price declined by $4.21 from $54.98 in January 2017 to $50.77 in May 2017.”

Debt

The federal government admitted that the nation’s debt has risen in recent times but assured that it was still within the limits allowed by the Fiscal Responsibility Act.

“Nigeria’s public debt has increased significantly in recent years as the Federal Government has increased borrowing to finance its budget deficits. Although the country currently has low debt levels relative to total output, its low ratio to revenue poses substantial risk to the public debt portfolio. Yet the country needs additional resources (including debt resources) to fund economic recovery and diversification.

“Government is cautious of the implications of its expansive fiscal policy programme under a tight revenue profile. The fiscal deficit will be maintained within the 3% level stipulated by the Fiscal Responsibility Act 2007 but at an average of about 1.93% of GDP, but declining to less than 1% by 2020.

Oil Benchmark for 2018 is put at $53 per barrel, up from the $44. 5 per barrel in the 2017 budget.  Oil price averaged about $49. 9 in June this year.

Inflation is estimated to fall to 12.42 in 2018 ; while the Gross Domestic Product (GDP)  is estimated to rise to 3.5 per cent, up from the 1.5 per cent in the current budget.

Judge withdraws from Ogun PDP leadership tussle suit



Justice Ibrahim Buba of Federal High Court in Lagos on Friday withdrew from a suit on the leadership tussle in the Ogun Chapter of the Peoples Democratic Party (PDP).

The judge, who announced his withdrawal from the suit no. FHC/L/CS/1556/17 in the open court, said his decision was based on a petition written against him to the Chief Judge of the Federal High Court.

The suit was filed by the Ogun State delegation to the PDP National Convention.

Listed as plaintiffs are a member of the PDP National Working Committee, Alhaji Adewole Adeyanju, the PDP Youth Leader in Ogun and delegates to the convention — Daisi Akintan and Alhaji Idris Muniru.

Others are the Chairmen of Ijebu North, Ijebu East and Sagamu Local Government Areas of state — Chief (Mrs) Tuke Omotara, Alhaji Badejo Abiodun and Otunba Kola Akinyemi respectively.

Among the 31 defendants in the suit are the Independent National Electoral Commission (INEC), the PDP and the PDP National Caretaker Committee and its Chairman, Alhaji Ahmed Makarfi.

The plaintiffs are seeking among other reliefs, a court order restraining INEC from monitoring or supervising any congress of the PDP conducted by the second to sixth defendants for election of any person (s) into the Executive Committee of the PDP in Ogun State.

They also want the court to bar INEC from accepting or recognising any person(s) that emerge from such congress conducted by the defendants or any other officer of the PDP until May 2020 when the tenure of the current executive would expire.

But Justice Buba, who had earlier fixed Friday to hear the case, withdrew himself from the suit, saying he had seen a copy of the defendants’ petition against him in the case file.

2019: Buhari hasn’t done enough for re-election — Junaid, Shettima

SOME eminent Nigerians of northern extraction evaluated the performance of President Muhammadu Buhari in the light of recent calls on him to seek re-election by some northern governors and declared that the President had not done enough.

This verdict which was made by a Second Republic lawmaker, Dr. Junaid Mohammed and Chairman of Arewa Youths Consultative Forum,AYCF, Alhaji Yerima Shettima, in a chat with Saturday Vanguard, came as the National President of Arewa Youths Forum Alhaji Gambo Gujunju told Saturday Vanguard that the North was not aware of the President’s perceived second term ambition.

He also said the President’s anti-corruption fight was losing steam, especially as a result of what many considered the inaction towards the report of the panel that investigated a former Secretary to the Federal Government and ex-Director General of Nigeria Intelligence Agency, NIA, Ambassador Oke.

However, the Chairman of the All Progressives Congress, APC, Chief John Oyegun, last Thursday, absolved the President of under-performance allegations, saying the government had done well on economic recovery, anti-corruption, and security.

Oyegun said this when the Ambassador/Head of the Delegation of the European Union EU to Nigeria and ECOWAS, Ketil Karlsen visited him in Abuja.

He said:‘’The President Muhammadu Buhari administration since assumption of office in May 2015 has focused on delivering on election promises, primarily on economic recovery, anti-corruption, and security.”

No evidence to reward someone with another term—Junaid

On his part, Junaid Said: “I have not seen evidence as a Nigerian, who goes to the market that the life of the average Nigerian is getting better. It is either these governors have their ambition or maybe they are beginning to think of what they can do.

‘’They are making noise as if 2019 is achievable on the pages of Newspapers. I have no objection to any politician having an ambition or a politician who is trying to play games with our own situation. In the case of APC, we have not seen any clear sign that they are serious or they mean business. There was a meeting of the leaders of the party in Ibadan, where Bisi Akande said the candidacy of their party in 2019 is an open one. That is a fair comment but  for a Nigerian or an African, who is in power to come to say that he is not going to contest, I don’t know. That is not African.

‘’But as far as I am concerned, I have not seen rational evidence to the effect that somebody has achieved and therefore, deserves to be repaid with another term. Politics has never been a rational game in Nigeria. Sometimes people vote in Nigeria because of primordial sentiment and geopolitics. It is unfortunate,  it stifles our democracy and makes it impossible to have a national dialogue.

I have known Buhari for more than 47 years

‘’Flying a kite is a legitimate trick. I have known Buhari for more than 47 years. I knew him in 1967 during the civil war. I think if Buhari were to fly a kite about re-election, I don’t think he would do it with the governors of Kogi and Benue states. There are governors who are presumably close to Buhari. They are people like Elrufai and if he made such a statement, it could be credible. The governor of Katsina State could be credible because that is Buhari’s home state. Another governor is the governor of Zamfara State, who is close to him.  If they were the people, who made the statement, it deserves to be taken seriously.

Police rescue kidnapped DPO, 4 others in Niger

The Police high command said it has rescued a Divisional Police Officer (DPO) in Niger State, Aliyu Amos, his orderly and four others who were kidnapped earlier this week in the state.

In a text message sent to The Guardian yesterday, Force Public Relations Officer, Jimoh Moshood, said Amos, a Superintendent of Police (SP) and DPO of Sarki Pawa, was rescued along with four others by Police special forces about 6:00 p.m. on Thursday.

Moshood, a Chief Superintendent of Police (CSP), however, did not reveal the identities of the four others rescued by the police special forces from the kidnappers.He added that some suspected kidnappers were also apprehended during the rescue operation and would be arraigned upon completion of preliminary investigation.

The Inspector General of Police (IGP), Ibrahim Idris, on Wednesday in Abuja during a meeting with state commissioners, decried incessant abduction of Police officers as “annoying” and “embarrassing” and urged officers must recognise the perils in their job and adjust their security priorities accordingly.

The Speaker, House of Representatives, Hon. Yakubu Dogara has charged universities in the country to embrace innovation and excellence in their quest to train graduates for national development.

Dogara gave the charge yesterday at the 16th matriculation Lecture of Covenant University, Ota, Ogun State.While delivering a lecture on Leadership By Products: The Role of Universities, he noted that no nation could move forward and achieve meaningful development without innovation and qualitative education.

“It is compulsory for the nation’s tertiary institutions to be innovative and qualitative in its education so as to attract positive global ranking and national development,” he said.

Dogara, who said the role of universities in nurturing leaders could not be overemphasised, said they must be ready to debate pleasant and unpleasant issues to raise the bar in robust academic research and discussions.

He, therefore, charged universities to take the lead in empowering their students and serve as centres of excellence and innovation saying without it, no university could compete with their peers and attain recognition.

He assured that the National Assembly would consider policies that would ensure innovation and qualitative education in the nation’s universities to impact on national development.Dogara also said the House would be willing to consider new laws that encourage productive research between private and public universities in the country.

He called for a new approach to education in the country, adding that Nigeria and other African countries do not encourage students to discover their potentials and skills that would make them employers of labour. He stressed the need for the country to change its old mentality to ensure that the glory of the black race is restored.

VON DG Threatens Goodluck Jonathan - 'Laylow or i will expose you'



As former president Goodluck Jonathan continues to receive flaks from all angles following his criticism of the Muhammadu Buhari administration, the Director General of the Voice of Nigeria and a chieftain of the All Progressives Congress (APC), Osita Okechukwu has vowed to expose him if he continues to attack the president.
Okechukwu asked Jonathan to quietly retire to any part of the country of his choice and stop challenging the APC and the Buhari government to a public debate.

He also threatened to open the pandora box on the former president.

Okechukwu told The Nation in a telephone interview that the former President cannot challenge the current government to any public debate because his government failed the nation, leaving major infrastructure to decay, while public funds were freely diverted.

He challenged the former President to show the nation any project that he was able to complete during his six-year in office as President, adding that even the development he did at the nation’s airport was not commensurate with the money voted for such projects.

Okechukwu who was reacting to a statement by the former President that the APC won the 2015 election using lies and propaganda and challenging the party to a public debate in its achievement in office said: “Mr President was very clear that the man left almost an empty treasury, consequent unpinned which we have a huge infrastructure deficit.

The world knows that almost all infrastructure that Jonathan inherited went bad. We are challenging him to show us one project he completed.

”Is it the Green Field refineries. He told us on May 13, 2010, that he is going g to build three greenfield refineries at $23 billion. The contract was awarded to the Chinese under Public Private Partnership. One was to be located in Bayelsa, one in Lagos and the other in Kogi state.

“We challenge him to show us the three greenfield refineries or tell us where the money he voted for the project is. I am talking at a time when our Excess Crude Account was in the excess of short $17 billion. The Chinese came back and told him they were going to contribute about 80 percent of the three greenfield refineries. We have not seen any of them.

“If we had seen the three greenfield refineries which he publicly announced, the billions we lost in the importation of refined petroleum products and the gross unemployment engendered by the looting of that fund would have been avoided and that is what we are talking about.

“Before and during his regime, there was money voted for the cleaning of Ogoni environment that was degraded by oil spill. It is The Buhari regime that started that project now. Did Jonathan do anything there, did he complete the East/West road? That is a road that covers the nerve Centre of the Niger Delta where he comes from.

“If there is any project that he promised to implement that he has done, he should tell us. Don’t forget that the average price then was about $100 per barrel. I don’t see how he can be calling for a public debate because I am talking of just one region.

“Even the development he did in the Nigerian Airports, is it commensurate with the amount of money voted or the amount of money borrowed? He said he did this or that. Is it commensurate with the amount of money voted?

“If I am in his shoes, I should retire back to the village or any city of my choice and keep my cool because if he talks of a debate, we will bring out what happened during his time.

“The fact that his wife was coming to claim $15 million saying it was out of her handwork borne out of being the First Lady and a Permanent Secretary in Bayelsa state. Is it that other Nigerians are not working hard to be worth $15 million. So, let us not go into Jonathan ‘s matter.

“We are not talking of Dizeani who was Minister of Petroleum under his government who failed to do anything to develop the Niger Delta, rather resorted to an illegal accumulation of wealth. I have great respect for him as a former President and being gracious enough to accept his defeat. But if he wants to open the vault, then we can go back and open the pandora box for him. So, let us leave it at that.”

APC National Publicity Secretary, Mallam Bolaji Abdullahi could not be reached for the party’s official reaction as at the time of this report, but he was quoted as saying that the former President may have been misquoted.

Bolaji was quoted as saying “I doubt that President Jonathan actually said these words you have reported because he would be exposing himself to reactions that would not be edifying of his status as a statesman by so doing. Secondly, I know the former President to be of even temperament.

“Only a few days ago, I read that he was counselling his party on the choice of Chairman and Publicity Secretary. Statements like these wouldn’t represent an example of the kind of attitude he was canvassing. But if he truly said that I will say with due respect that he may need to commission a more dispassionate study of how and why APC won the 2015 Presidential elections.

“To say that APC won the election simply by deceiving the people would be too simplistic and may even be interpreted as an insult to the millions of Nigerians that voted the APC into power.”
