NHIS boss ignores suspension order, tells Council: I’m answerable only to Buhari

Yusuf, in a memo to the Council of the NHIS, headed by Dr. Enyatu Ifenne, said he was only answerable to President Muhammadu Buhari.
The Executive Secretary of the National Health Insurance Scheme, Prof. Usman Yusuf, has ignored the indefinite suspension handed down to him by the Governing Council of the scheme when he reported for work on Friday.
Yusuf, in a memo to the Council of the NHIS, headed by Dr. Enyatu Ifenne, said he was only answerable to President Muhammadu Buhari.
In the memo, with reference number NHIS/ES/091/1/192, Yusuf told the Council that only Buhari could suspend him.
He said in the memo: “As you are aware, by virtue of Section 8 of the NHIS Act, my appointment, like yours, is at the instance of the President, while the council’s power of appointment is limited to directors and other employees of the scheme.
“It is, therefore, ultra vires or the council to suspend or purport to suspend me from office to the extent that the said suspension is the prerogative of Mr President.”
Reacting, Ifenne said: “Let those who hide under the cover of the Presidency to protect corruption know that Nigerians are keenly watching.
“I am convinced that if President Buhari is fully briefed about a tenth of Yusuf’s atrocities, he will throw him out.”

We are not aware of Adeosun’s forgery case – Police

The Force Public Relations Officer, Acting Deputy Commissioner of Police Jimoh Moshood, stated the position of the police in an interview with the newspaper.

The Nigeria Police on Friday denied it was aware of the case of forgery of certificate by a former Minister of Finance, Kemi Adeosun, Saturday PUNCH is reporting.

The Force Public Relations Officer, Acting Deputy Commissioner of Police Jimoh Moshood, stated the position of the police in an interview with the newspaper.

Adeosun resigned when it was discovered that the Exemption Certificate of the National Youth Service Corps she presented to get clearance as a Commissioner for Finance in Ogun State and as Minister in the Federal Executive Council headed by President Muhammadu Buhari was fake.
She resigned on September 14, 2018 and has since returned to her base in the United Kingdom from where she came home to become Commissioner in Ogun State in the Administration of Governor Ibikunle Amosun and later Minister of Finance.

Speaking with Saturday PUNCH on why Adeosun was not prosecuted, Moshood said: “We don’t know anything about her case because nobody reported any matter to us, we didn’t have any complaint against her, and nobody complained or reported to us.
“The Force has no knowledge of any case.”

“Men go into relationship for money” – Actress Ini Edo

Nollywood actress Ini Edo has dropped a bombshell about what now motivates men to go into relationship.

She made the revelation while expressing concerns over the rate at which men of nowadays jump from one relationship to another for financial gains.

In a recent interview with TheSun, the actress said while young girls engage in one trade or the other for survival, some men move from one woman to the other for money.

In her words:
“Men of these days are not what they used to be. But the issues are not addressed. Nobody is talking about it. Ironically, prostitution has reduced drastically.
Young girls now go into different kinds of small-scale businesses like makeup, hair dressing and creams making. They now hustle more to make a living but I can’t say the same thing for men. I’m sorry but that’s the truth.
For some men, their job is to move around from one woman to another for money. It’s like a full time job for them and nobody is addressing the issue. Don’t get me wrong, not all men do it, but some of them.”

As of today, EFCC has no evidence to prosecute me – Fayose

The immediate past governor of Ekiti state, Ayodele Fayose has said he will not be intimidated by the Economic and Financial Crimes Commission (EFCC), no matter how long they hold him.
Fayose, who made himself available at the EFCC office, a day after ending his tenure as governor and remained in their custody since then, said the EFCC has no evidence to prosecute him.
In a statement by the former Governor’s aide, Olayinka Lere on Friday, it noted that Fayose will defend himself in court because they EFCC is hellbent on prosecuting him, because he was a strong critic of President Muhammadu Buhari. The former governor said it is surprising that the EFCC, that was so desperate to have Fayose in their office, still hasn’t charged him to court, four days after he willingly turned himself in.
See statement below
No amount of sponsored media reports will change the fact that as at today, the Economic and Financial Crimes Commission (EFCC) does not have any evidence to prosecute Ayodele Fayose in court.
Fayose will only defend himself in the law court because EFCC has demonstrated that it is out to persecute him ostensibly because of his criticism of the President Muhammadu Buhari led APC government.
It is a fact that Fayose wrote to the EFCC on September 10, 2018 notifying the commission of his decision to make himself available on October 16, 2018. The EFCC replied by asking him not to wait till October 16 and that he should come on September 20, 2018.
Therefore, isn’t it funny that the same EFCC that was desperate to have Fayose report on September 20 is still keeping him in detention, four days after he willingly submitted himself?
Isn’t it now clear to all discerning minds that EFCC is only acting as an agent of persecution against perceived enemies of the APC and it is helping to keep Fayose out of circulation as desired by the powers that be?
Very soon, the public will still be fed with stories like; “Fayose writes confessional statement and eats it,” “he weeps in detention,” “begs to return loots among other familiar lies of the EFCC.”
Nigerians should just ignore the EFCC sponsored lies and continue to ask why the anti-graft agency has failed to charge Fayose to court despite the overwhelming evidence it claimed to have.
Most importantly, Nigerians should be rest assured that Fayose will not be intimidated even if he is detained for as long as the EFCC will be ready to take him to court. He won’t say more than what he has said which is denying the EFCC allegations.

Nigerian lady’s finger set to be amputated over wedding ring

A Nigerian Facebook user, took to the platform to raise an alarm over moves to amputate a Nigerian lady’s finger because of her wedding ring.

Andre Udoh who asked for suggestions on how to remove the wedding ring, disclosed that the ring is refusing to come off and the finger is getting swollen each day. He wrote;

VERY URGENT PLEASEThis lady’s wedding finger is about to be amputated any moment from now. The wedding ring refuse to come off and the finger is swelling everyday. Any suggestions to remove it?

This is coming after it was reported, that doctors have found that it is very difficult to cut titanium rings off the finger of a patient in an emergency. Whereas traditional gold or silver can be easily snipped away if a finger is swollen or a surgeon needs access to the whole hand, titanium is too hard for conventional equipment.
Surgeons at Sheffield’s Northern General Hospital warn of the problem today in the Emergency Medicine Journal. Andrej Salibi and Andrew Morritt, of the hospital’s plastic surgery department, wrote:
‘Titanium rings are becoming popular because of their strength, durability, low weight and hypoallergenicity.
‘Rings made of gold or silver are easily removed with basic ring cutters; in contrast, titanium rings require specialist cutting equipment such as dental saws, drills or diamond tipped saws.
‘These techniques can take up to 15 min to divide the ring, can burn the underlying skin, require an assistant to provide irrigation and may not be available within all hospitals at all times.’
If not dealt with promptly, constriction from a ring can cut off the blood supply and the tissue can die. In some cases a patient may even lose a finger.

Why We Prefer Fairly-used/Okrika Underwears – Nigerian Women

The business of fairly-used female underwear now enjoy high patronage among the womenfolk in Umuahia, Abia, the News Agency of Nigeria (NAN) reports.
The dealers of the materials locally called “okrika’’, are also recording high traffic of customers daily from neighbouring communities to the state capital.
Some of the women, mainly middle-aged, who shoved themselves around to enable them pick their choice of the underwear at Isi Gate Market, Umuahia, told NAN that they preferred the “okrika’’, especially pants, to new ones.
One of them, who made selections of different colours and designs, said she and most women now preferred the fairly-used underwear often imported from abroad.
Asked if she was not ashamed being seen buying the materials, the lady who pleaded anonymity, queried why she should be ashamed of her choice of underwear.
“Ashamed of what? Ashamed of something good? Ask this seller, l am her very good customer. As a matter of fact, she always alerts me whenever she has new consignment. The fairly-used underwear is durable.
“I don’t just buy them because they are cheap, but because they are of good quality.
“I usually buy the sexy ones and I feel very comfortable whenever I wear it. My husband usually tells me they are good on me, too,” she said.
A male passer-by, who spoke to NAN on the issue, on condition of anonymity, attributed the high patronage of the second-hand pants and other briefs to the nation’s bad economy.
“It is not only underwear that our women scramble for, they buy all sorts of fairly used wears. Anytime I pass this place I see them gather round the sellers, picking all manner of used clothes.
“I think this goes a long way to tell how bad our economy is. Nigeria is a dumping ground for all kinds of used products from America, Europe, Asia and other continents”.
But, a lady, who gave her name as Mary, said she did not like the idea of using fairly-used underwear. “I personally don’t like it. I don’t like the ones I saw.
“In fact, I don’t like it for health reasons. One is capable of contracting an infection through this. This is underwear, not outer wears.
“I don’t even know the health status of the person that wore it before now. The body of a woman is very exposed.
“So, why should I buy disease for myself just because I want cheap or so-called quality underwear; I prefer new ones for health reasons,” she said.
In her reaction, one of the sellers of the second-hand pants, dismissed the health hazard fear, saying that the new ones had more health risk “because of the chemicals applied on them’’.
She said: “Okrika (fairly-used) pants are durable and their prices are affordable, too. They don’t have any health risk provided they are soaked and washed in hot water.
“By the way, it is not all that are fairly-used. Those ones that have labels on them are not fairly-used, they are clearance sales (clothes that are out of season).’’
She said that she made a living from the sales as she enjoyed high patronage from women. “This is the only business that I do. I know how much profit I make daily,” she stated.
However, Dr Ifeyinwa Uma-Kalu, Principal Medical Officer I at the Abia Government House Clinic, said that fairly-used underwear could have dangerous health implications, if not properly treated.
According to her, if the underwear has been used by people that are ill, people that have one skin infection or the other and the buyer doesn’t treat it well, it could be a medium to contact infection.
“Common ones among them are fungi infections. So, a lady can be affected with a fungi infection called genital warts. It is advisable to treat the underwear properly, either with hot water or disinfectants, before use,” she said.

FG begs Labour to accept N24,000 new Minimum wage

Wabara and Ngige
The Federal Government has begged the Organised Labour to accept the new minimum wage proposal, considering the capacity and ability of the government and the private sector to pay.
Minister of Labour and Employment, Sen. Chris Ngige, made the call when he received the new Director-General of Nigeria Employers Consultative Association (NECA), Mr Timothy Olawale, on a visit to his office on Friday in Abuja.
Ngige had a few days ago, while labour leaders were threatening to call out workers on a full strike over the minimum wage issue, announced that the Federal Government had offered N24, 000 to the workers.
But, the workers’ leaders countered, saying that N30, 000 was the amount agreed on by the tripartite-partner committee saddled with the responsibility.
The minister told the NECA DG that it was imperative for organised labour to accept the proposed figure instead of the N30, 000 in line with social dialogue and the overall interest of the nation.
He appealed to NECA to weigh its influence on the organisers labour to accede to the new wage offer mutually agreeable to all the social partners.
According to him, Nigeria cannot afford rounds of labour crisis in this country, so it is imperative for organised labour to accept the new national minimum wage figure.
“We need to arrive at a figure which the employers can afford to pay as an employee cannot fix a figure for the employer.
“Rather, it must be based on collective bargaining and mutual agreement by the tripartite partners.
“It is not a function of moving motions or voting at the National Tripartite Negotiation Committee to insist that the figure must be as the organised labour appears to make it look.
“There is, therefore, absolutely no need to heat up the polity,” he said.
He noted that the government’s proposed new wage was based on critical facts and indices incapable of causing disequilibrium in the economy or upturning the national social order.
The minister further charged the new NECA boss to exceed the impressive record of his predecessor, reminding him that he had “enormous task ahead of you’’.
“The need for the establishment of more NECA offices across the country cannot be over-emphasised so that more employers’ associations can register with you.
“This is in line with the focus of our labour administration as well as in tandem with the economic policies of the present administration.
“The numerous private sector employers who are informal need to be brought on board the formalized private sector employers’ body,’’ he said.
Ngige urged NECA to ensure that private sector employers who were its members and those not yet registered but were defaulting in payment of the existing national minimum wage of N18, 000 complied with the law.
He also commended the efforts of the immediate past D G of the association, Mr Olusegun Oshinowo, for contributing immensely to industrial peace and harmony in the private sector.
He lauded him for ensuring that Nigeria was brought back to the Governing Board of the International Labour Organisation (ILO)’s employer section.
Earlier, Oshinowo had said that his successor was the best man to take over the mantle of the leadership of the association.
He noted that since the formation of the group, a DG was for the first time sourced from the organisation.
Oshinowo commended the minister for his open-door policy in spite of opposing positions they had had on issues in the past.
On his part, Olawale, also lauded Ngige for the privilege of the visit and promised to live up to expectation.

Why the Buhari administration engages foreign media –Lai Mohammed

The Federal Government says it is engaging foreign media organisations, networks and think tanks to shape their opinion on the true position of things and to also correct the negative narratives about the country and President Muhammadu Buhari’s administration.

The Minister of Information and Culture, Lai Mohammed, disclosed this in London after an engagement with the Royal African Society, a body founded in 1990 to promote relations between the UK and Africa.
Specifically, the minister said that the engagement was to shape their minds and opinion on the true position of insurgency in the North East, farmers/herdsmen clash and the achievements recorded by the Buhari administration, which were being downplayed.

The News Agency of Nigeria reports that the minister arrived in London on Sunday and delivered a lecture in Chatham House, the UK-based Royal Institute of International Affairs.

He also interacted with foreign and Commonwealth Office officials, All Party Parliamentary Group and featured on Aljazeera television news hour.
The minister also met with the largest global news agency, Reuters, New African and African Business magazines and African Report.
Mohammed said that the essence of the engagements was to correct the negative narratives about the country and place on the table the giant strides of the Buhari government.
He added that “the whole idea of the trip is to engage foreign media organisations, networks and think tanks to actually explain the activities of government.
“As you were aware, we have been to the UK twice and the U.S. on this kind of mission.
“I think generally it has been quite fruitful because it offered us the platform and opportunity to explain to them what this government has achieved in the areas of security, fighting corruption and in revamping the economy.

“It also gives us the opportunity to disabuse the minds of the people about the insecurity in the North-East and how the government has succeeded in returning normalcy in affected areas.
“It offers us the opportunity to explain that the farmer/herdsmen clash is largely due to population explosion, climate change and criminality, as against the naysayers’ position that it is ethnic or religious.

“Really, it has been quite helpful and we will continue with the engagements.”

The minister said he was satisfied with the level of reception and understanding achieved during the visits; even as he has also been scheduled for more engagements before returning to Nigeria.

STAND UP AGAINST IMPUNITY NHRC TELLS INEC

The National Human Rights Commission (NHRC) has called on the Independent National Electoral Commission (INEC) to stand up against impunity and reject the result of any primary that was not monitored by the electoral umpire.

The Executive Secretary of the Commission Tony Ojukwu Esq. stated this while addressing newsmen on the rights of Nigerians to participate in governance at the headquarters of the Commission on Friday.

He said the Commission has watched with dismay the impunity displayed by political parties across board in the process of choosing candidates during the just concluded party primaries preceding the 2019 general elections.

"The Commission has received myriad of complaints on the denial of the rights to participate in governance through free, fair, open and inclusive conduct of party primaries" he said. Ojukwu lamented that the denial of the rights to participate in governance and elections as guaranteed by the Constitution of the Federal Republic of Nigeria as well as other international instrument to which Nigeria is a party is a threat to our democracy.

While commending INEC on the action taken on the Zamfara State Governorship Primaries the NHRC Boss enjoins it to do more, saying if no further serious actions are taken the situation may affect the credibility of elections, overheat the polity, increase conflict, hate speech and election related violence ahead of the 2019 general elections.

The human rights Czar also urged the Judiciary to support the building of a credible, fair, inclusive and open process of selecting leaders in Nigeria and provide the enabling environment for the sustenance and deepening of democracy in Nigeria.

Buhari reveals where his 2019 election votes will come from

President Buhari who spoke on Thursday during an interactive session with a select group of Nigerian professionals based in the United States and Canada, disclosed where his 2019 election votes will come from.
President Buhari who warned the Independent National Electoral Commission, INEC, and the security agencies to ensure that every vote counts in 2019, said he was not hoping to get any vote from the “big men” because they don’t come out to vote during elections.
The Nigerian President who told INEC and security agencies to ensure that Nigerians are allowed to vote, added that they should vote for whoever they want without harassment.
NAN reported that the president also said that he was not slow as some people had assumed, saying he was trying to follow the law, especially as democracy is different from military rule. President Buhari who recalled that he put people in Kirikiri Maximum Prison in Lagos when he was a military head of state and then ensured they remained in custody until they were able to prove themselves innocent, also recognised that Nigerians in the diaspora were talented people and called on them to come to the support of the country, particularly, in education.

“If I win the next election and I survive the next four years, I will do better”.
“I’m always conscious of the ordinary people because they are the ones that always vote for me. A lot of big men have no time to go and queue on the line for hours.
“There were even pregnant women who were on the line for hours and they delivered. They are my constituencies; they always vote for me,” Buhari said.

This is a reaction to the decison taken by the Lagos State House Of Assembly that PSPs should take over refuse management in Lagos state.

We would like to believe that there is some misinterpretation of the statements being circulated, despite our continued efforts in meeting the performance matrices of our valid and subsisting contract.
We will nonetheless continue to fulfil the terms of our service contract in the face of a sustained negative sponsored media campaign, as well as persistent and systematic sabotage of our efforts and our assets.
We remain open to dialogue, levelling the competitive playing field and participating in a more inclusive process with all stakeholders in the environment.

13 year old girl dies after being sexually assaulted by father and son in Benue State .

A 13-year old childhas died in Benue State after being sexually assaulted by a father and his son.

The child , Ochanya who battled with Vesico Vaginal Fistula (VVF) and other health complications died at the  Benue State University Teaching Hospital, Makurdi.

Ukan Kurugh , Benue Humanitarian who posted this article expressed his saddness and sorrow over the painfull incident which took place in Benue state.

According to Ukan, the 51-year old violator who is said to be the Head of Department, Catering and Hotel Management at the Benue State Polytechnic, Ugbokolo, Benue State, Mr. Andrew Ogbuja and his son, Victor Inalegwu Ogbuja, a final year student of Animal Production at the Federal University of Agriculture, Makurdi, consistently molested little Ochanya since she was 8. The autopsy report also affirmed the cause of her death to be sexual molestation of a minor.

Little Ochanya, who has been living with the pedophilic father and son as a result of family affinity to the man's wife (Mrs. Felicia Ochiga-Ogbuja) who is her cousin for the purpose of accessing education due to the near absence of a school in her remote village, became an object of sexual satisfaction for the pedophilic lecturer and his son who would occasionally drug her before molesting her back and forth with threats of death if anyone got to know of it.

She would take ill but it was difficult for the hospitals in Ugbokolo to detect exactly what was wrong. Occasionally, she would even collapse.

In February 2018, she again collapsed and this time, was bedridden for 2 months because she was terribly sick and couldn't even resume school at the Federal Government Girls College, Gboko.

In June, a caregiver who runs an Orphanage in Otukpo picked interest in her pitiable health status and decided to take her to the Benue State University Teaching Hospital, Makurdi, where it was revealed that she was being sexually abused on all sides and this had affected her badly causing uncontrollable defecation and passing of urine.

Ochanya, after serious interrogation revealed how long the molestation had been taking place and how she was threatened against her life if anyone got to know of what was happening. She explained that she was forced with drugs which made her not to be very conscious of what happened. For the records, she is of humble parents who are resident far in a remote village and who do not have the financial means to pursue to logical conclusion, such adversity against their daughter.

The situation was reported at the Police Headquarters in Makurdi and the man was arrested and the case was charged to court while Ochanya continued to struggle for her life in the hospital.

At the court, the man was ordered to be remanded pending the next adjournment in September 24, 2018 when it was assumed that the son too would have been arrested and charged. But before the adjourned date, the man walked out from the Makurdi jail where he was remanded. On the next adjournment, the lawyers to Ochanya couldn't make it to court and the case was further adjourned to 5th November 2018.

Molested and sodomized, Ochanya, in her condition, couldn't recognize anyone and her eyes remained closed.

On wednesday 16th October 2018,  she couldn't battle further, she took her last breath.

We pray for the peaceful repose of her soul.

In his painful mood , Ukan Kurugh said "I bring this story to the world for the sake of Justice against the spirit of a poor girl.

Is Mr. Andrew Ogbuja and his son, Victor, truly human?

Do they deserve to be alive?

Is he supposed to remain a lecturer?

Is his son supposed to be an undergraduate?

Where is our Justice system?

What are the police doing to foster law and order?

Look at the abhorable evil and its consequences.

Can this nincompoop of an idiot and his illiterate son of an undergraduate know peace? His generation is doomed for life. They will have to pay for their wrong. Friends and fellow humanitarians; let us rise up and fight this evil family to their end. These kind of people have no purpose in a God given life

2019: Nigerian govt projects tighter budget, proposes N8.6tn

Udoma Udo Udoma

Going by the current economic realities, the federal government is targeting a tighter fiscal plan, with a projected budget of N8.65 trillion in 2019.

The move to cut the 2019 budget from N9.12 trillion in 2018 to N8.65 trillion, the government explained, is predicated on the need to ensure prudence, reduce deficit and borrowing while laying greater emphasis on revenue drive.

The Minister of Budget and National Planning, Udoma Udo Udoma, who gave these indications in Abuja Thursday at a public consultation on the 2019 – 2021 Medium Term Fiscal Framework (MTEF) and Fiscal Strategy Paper (FSP), said: “We want to reduce borrowing and deficit in terms of the budget size.”

But he noted that in spite of a reduced budget in 2019, the administration was unwavering in providing for human capital development, education, health, and pension/gratuities.

He specifically pointed out that there will be some provision for possible minimum wage increase, adding that the government was set to redress years of underfunding of pensions and gratuities.

According to him, there is also a significant provision for national health, with one per cent of the Consolidated Revenue Fund (CRF) going to the Basic Health Care Fund as well as provision for counterpart funding for immunisation (GAVI).

Mr Udoma disclosed that the budget will be anchored on an oil production of 2.3 million barrels per day (mbpd), $60 per barrel benchmark as well as N305 per dollar exchange rate.

The GDP growth rate for 2019 is also reviewed downward from the earlier projected 3.5 per cent in the Economic Recovery and Growth Plan (ERGP) to 3.01 per cent.

Mr Udoma stated that with a projected 2.3mbpd oil production, a N3.6 trillion oil revenue was being targeted while independent revenue of N624 billion was being expected, down from about N847 billion in 2018.

He revealed that the 2019 budget would cut deficit by about N300 billion from N1.9 trillion in 2018 to N1.6 trillion.

According to him, the 2018 revenues, up to August 2018, was N2.48 trillion, while the full year 2017 revenue was N2.6 trillion, adding that overall, 2018 revenues current run-rate is 30 per cent higher than last year’s (2017).

This, he explained, is the reason behind cutting the size of the budget from N9.12 trillion in 2018 to N8.65 trillion in 2019.

He said: “2018 revenues up to August 2018 was N2.48tn, while the full year 2017 revenue was N2.6tn. Overall, 2018 revenues current run-rate is 30 per cent higher than last year’s. This is the reason we have cut the size of the budget from N9.12 trillion to N8.65 trillion.”

The minister explained that inflation is beginning to inch up, after 18 consecutive months of decline, standing at 11.23 per cent in August and 11.28 per cent in September as the base effect has begun to wear off.

He expressed concern that the forthcoming 2019 general election may also create concerns for some economic actors, adding that this could have an impact on the rate of foreign portfolio investments.

He however dismissed fears that the economy might relapse into another recession, considering the last quarter growth rate.

Mr Udoma argued that the economy is strong, although “we’re not yet where we are supposed to be”.

He noted that it was not enough to think that the economy could slip into recession because it posted a growth of 1.5 per cent in the last quarter as against 1.95 per cent in the preceding quarter.

He stated that macroeconomic stability has been largely achieved, noting that growth is expected to increase from 0.8% in 2017 to 2.1% in 2018 and 3.01% in 2019 with the continuing implementation of the ERGP as well as an improved outlook for oil prices.

“Employment growth usually slows down during recession and takes some time to recover. Therefore, it is not surprising that the National Bureau of Statistics data shows that unemployment and underemployment remain high in Nigeria.

“We expect more diversified and inclusive growth over the medium-term, and reduction in the rate of unemployment, as we continue to implement the policies and programmes of the ERGP,” he said.

Providing further explanation on his recent pronouncement that the government was dropping the January to December budget cycle, Udoma stated that the decision was done with the election year in mind.

He observed that the National Assembly and the executive would not be disposed to providing the needed synergy for such a cycle with electioneering in full swing.

The cycle, he stated, would be pursued from the 2020 budget.
