Lagos State Government Employs 70 Women As Truck Drivers.

The Lagos State Government on Friday said it had just employed 70 women as truck drivers, as part of efforts to empower women in the state.
The Deputy Gov., Mrs Adejoke Orelope-Adefulire, announced this at a news conference in Ikeja organised to mark Gov. Babatunde Fashola`s sixth year in office.
She said that the women had been trained on driving large vehicles before they were deployed to the Lagos State Waste Management Authority (LAWMA) as waste truck drivers.
“We are also considering training and empowering women as Taxi drivers. We are currently examining some security risks that these women might face driving taxis.
“But we hope to partner with some hotels in the state on how we can attach some of these female taxi drivers to them, so that we can track who they are dropping off, in case there is a problem,“ she said.
Orelope-Adefulire, who oversees the Ministry of Women Empowerment, stressed that gender equality and women empowerment were top on the agenda of the Fashola administration.
She said the government had established a number of skills acquisition centres across the state, saying that thousands of women had acquired trade skills at such centres, to set up their businesses.
The deputy governor added that women entrepreneurs who were in need of tools and equipment for their trades had also been assisted by the government with such needs.
She said the government, through the ministry, had facilitated micro-credits for small-scale business women, to assist them grow their businesses.
Orelope-Adefulire said the government was making steady progress at attaining the 35 per cent Affirmative Action with the appointment of more women into top positions in the state.
“Though we are yet to attain 35 per cent Afirmative Action, we are aggressively working towards it.Today. we have more and more women occupying top positions in government.
“68 judges, 92 magistrates and 52 Permanent Secretaries is a indeed progress. We are still working harder and we will surely surpass the 35 per cent target at the end of the day,“ she said.
The deputy governor, however, decried the growing cases of domestic violence in the state, saying that the government was taking appropriate steps to control the trend.

Nigerians Spent N60B On Bullet Proof Cars In The Past 5 Years.


Nigeria has taken over from Iraq, Afghanistan and Latin American countries as the world’s biggest importer of bullet proof (armoured) vehicles. It is estimated that about 30 percent of customers for armoured vehicles worldwide come from Nigeria.
In the last few years, manufacturers of armoured vehicles have exported an estimated 800 to 900 units to Nigeria, at the cost of more than N60 billion.

This was made known to BusinessDay during the launch of the Land Rover Defender (AVM) recently in Kilimanjaro, Tanzania. The British car maker said it will provide maintenance training for the Nigerian Defence forces or any institution that imports more than 200 units of Land Rover Defender Armoured Vehicle Modifier (AVM) vehicles.
In 2011 alone, Nigeria imported 600 and 1,000 armoured vehicles , coming behind Iraq, Afghanistan and Latin America. But recent figures however indicate that Nigeria has overtaken these countries on account of growing insecurity, as well as a seemingly love by the elite for amoured vans.
While the position of Iraq and Afghanistan as major importers of armoured vehicles is understandable because of the war situation in those regions, not a few have wondered why Nigeria should be number one in the world.
Gerald Gho, a security expert who spoke to our reporter on the thriving high profile business said that before and during the 2011 general elections for instance, politicians massively placed orders for heavily fortified anti-ballistic vehicles.
He said, “A lot of politicians and wealthy Nigerians embarked on high level security measures around their residences, particularly in the face of high-profile kidnappings that the country has witnessed.”
The high rate of small arms proliferation in the country may be another reason that armoured cars have become a common sight in Nigeria, he added.
It costs between N60million and N80million to armour an imported Sport Utility Vehicle, depending on the different levels of fortification, while the starting price to armour a saloon cars is put at N45million and above.
Saloon cars can also be fortified up to levels B6 (AK – 47 8M-16 Protection) and B7 Armour-piercing rifle protection” according to manufacturers sources.
Describing the position of Nigeria on armoured vehicle importation rating as no exaggeration, Huan Ka Kyui, a high ranking official of an armoured vehicle manufacturing company in Thailand, said that the first time his company received a request for an armoured car from a Nigerian was as far back as in 2003 and since then, the number has increased steadily.
John Graham, Brand Manager Armoured, Military and AVM (Armoured Vehicle Modifier) Programme for the Jaguar Land Rover group said Nigeria is the emerging market for anti-ballistic vehicles, adding that armoured vehicles are classified into Special Purpose Vehicles (SPVs) which can be used for military operations, Cash-In-Transit (C-I-T), ambulances, mobile clinics and passenger vehicles.
Special Purpose Vehicles are mostly purchased by banks and security operatives, while the passenger vehicles are used by individuals and government at various levels. These armoured cars and specialised vehicles customised from such brands as Jaguar, Mercedes Benz S-Class to the Cadillac Escalade and Toyota Land Cruiser, do not come cheap.
During the tenure of D.I. Abdullahi as the Director-General of the Nigeria Customs Service, importers of armoured vehicles were advised to obtain the End User Certificates (EUC). The EUC is a mandatory requirement for importation of Armoured Vehicles and all defense-related importation into Nigeria.
EUC is issued by the office of the National Security Adviser (NSA). All importers and such imports are to apply to the office of the NSA for certificate, prior to importation. Processing of the application in the office of the NSA does not attract any cost.

Community,Church And Family Drag Over Chinua Achebe's Body.


The Anglican Church has said it will not release the body of the renowned author, Prof. Chinua Achebe, to the Ogidi community, Anambra State for burial.
Similarly, the church and family of the late professor have said that they will not allow his wife, Christy, to go through the traditional widowhood rites that women who lose their husbands in Igboland are made to undergo.
The Archdeacon of Ogidi and Vicar of St. Philip’s Anglican Church, Ven. Obi Ubaka, told Saturday PUNCH that the body of Achebe belonged to the church, which shall perform the final rites for the fallen statesman on Thursday, May 23.
The church’s reaction came as Chief S. Okoli, the Regent of Ogidi, Achebe’s hometown, said the late author would be buried at night because he was a titled man.
Okoli had said, “As a titled man, he (Achebe) will be buried towards evening in line with our culture and tradition. His body will lie in state in the yam barn where daughters of the clan shall pay him their last respects before he will be buried in the night.”
But the archdeacon said, “He (Achebe) is going to be buried immediately after the church service at 1 pm in broad daylight. It is not true that he will be buried at night.
“The church won’t hand over the body to the community. Which one has the upper hand; the church or the community? The church has the upper hand in this case. He was a Christian and should be buried in a Christian way,” Ubaka insisted.
Similarly, the Achebe family said the issue of when and how the late author would be buried was not a subject of dispute.
The head of the Umu Ada Achebe (the female members of the family), and niece of the late author, Mrs. Ngozi Ezedum, told Saturday PUNCH that the story that her uncle would be buried at night according to traditional rites was an unfounded speculation.
“He was from a real Christian family. And in the Achebe family, we do things the Christian way,” Ezedum said.
She said the title that Achebe held did not in any way compromise his religion as a Christian. Achebe’s Ozo title is Ugo Belu N’Orji (Eagle on the Iroko).
Ezedum said Achebe’s wife could feel free to come home without fear that she will be made to undergo traditional widowhood rites.
“I have told my uncle’s wife that I am around, nobody will do anything,” the head of the Umu Ada said.
She, however, said other traditional rites like searching for Achebe and taking care of his body by the women would be performed.
She said the Anglican Church in the Niger Diocese had long abolished the widowhood rites because they were repugnant to good conscience.
Such practices include making the widow to shave her head, drink the water used to bathe her husband’s corpse, sit on the floor and sleep in the same room with the corpse.
“She will not even wear any mourning clothe black or white. The Anglican Church doesn’t want that anymore,” Ezedum said.
Meanwhile, preparations for the burial of the late literary icon are ongoing.
His Ikenga Ogidi country home is a beehive of activities as workers, artisans and builders work round the clock to erect a mausoleum, which would serve as his final resting place and obi, the major reception in his compound.
The compound situated on the Ogidi-Abatete Road was cordoned off and only the people working on the project are allowed in.
The main house is also being given a facelift, while a new coat of paint has been added to the perimeter fence.
The entire Ikenga Ogidi community is also being given a face-lift as the Idemili North Local Government Council has been grading roads leading to the family home of the Achebes and the St. Philip Church, where the funeral service will be conducted.
The church building is also being rehabilitated, with dozens of painters, masons, tile layers, iron benders and electricians working on the new church auditorium, which has been selected to host the burial service.
The Archdeacon of the church, Ven. Obi Ubaka, said the family had provided financial assistance to finish the work on the new church building so that it would be ready to host the event.
“The Primate of the Church of Nigeria will lead the officiating ministers. He will be supported by the Archbishop of the Niger, the Most Rev. Christian Efobi, and the Bishop on the Niger, Rt. Rev. Owen Nwokolo,” Ubaka said.
Secretary to the Anambra State Government, Mr. Oseloka Obaze, who was in Ogidi to monitor the level of work on the projects, told Saturday PUNCH that President Goodluck Jonathan and two other heads of state would be present at the burial.
Oseloka denied claims by some family members that the Anambra State Government had not provided substantial financial support for the burial of the author and playwright.
Though he did not want to go into details, Obaze said, “That is categorically wrong. That impression is wrong. Anybody, who has said that is not being forthright. That is wrong,” he said.

Saudi Woman, 25, Makes History By Reaching Everest Summit

First Saudi female and youngest Arab to make it to Everest summit, Raha Moharrak (BBC)
A Saudi woman has made history by reaching the summit of the world's highest mountain.
Raha Moharrak, 25, not only became the first Saudi woman to attempt the climb but also the youngest Arab to make it to the top of Everest.
She is part of a four-person expedition that also includes the first Qatari man and the first Palestinian man attempting to reach the summit.
They are trying to raise $1m (£660,000) for education projects in Nepal.
Originally from Jeddah, Ms Moharrak is a university graduate currently based in Dubai.
Coming from Jeddah in Saudi Arabia – a conservative Muslim country where women's rights are very restricted – she had to break a lot of barriers to achieve her goal, her climb team said.
A biography on the expedition website said convincing Ms Moharrak's family to agree to her climb "was as great a challenge as the mountain itself", though they fully support her now.
"I really don't care about being the first," she is quoted as saying. "So long as it inspires someone else to be second."

State Of Emergency Update: Troops Recapture 17 Borno Towns, Villages

Troops deployed in Borno State by the federal government under the state of emergency declared by President Goodluck Jonathan on Tuesday have captured 17 towns and villages allegedly controlled by suspected members of the Boko Haram sect.
The troops, which started arriving in the state on Tuesday night, headed straight for the communities where the insurgents allegedly removed the National Flag and installed theirs and engaged them in a series of gun battle.
The communities which were identified as hideouts which military sources had been taken over by the troops are New Marte, Kirenuwa, Zabamari, Zambiza Forest, Mafa, Baga, Bama, Banki, Woloji, Gulumba, Gamboru-Ngala, Damasak, Malam Fatori, Abadam, Gashigar, Kukawa, Monguno, among others.
Although top military personnel contacted were not forthcoming on the strength of the troops deployed in Borno, sources said it ranged from 4,000 to 10,000.
As soon as President Jonathan announced the emergency regime, apprehensive residents of the areas suspected to be Boko Haram havens started relocating to neighbouring towns and states.
It was learnt that soldiers had Tuesday night arrived in Maiduguri Air Force Base Terminal and were conveyed to the hideouts of the Boko Haram sect members.
Residents on the outskirts of Maiduguri said that they saw a truck-load of troops heading for Zambiza Forest, Mafa, New Marte, Kirenuwa, Kala Balge, Dikwa, Kukawa, Monguno, Damasak, Malam Fatori and Abadam border towns and villages.
The Joint Task Force (JTF) spokesman in Maiduguri, Lt-Col. Sagir Musa, said that "the troops were special squads from the Defence Headquarters on special assignment and have their separate officers who can speak on their mission in the state.
He said: "The troops cannot expose their plans or strategies on how to flush out the insurgents from their hideouts. This is a security matter that cannot be disclosed to the media."
A senior military official, Brig-Gen. Olu Kolade, from Defence Headquarters, confirmed yesterday that the troops had cleared the Zambiza Forest while other camps were receiving similar treatment.
The actual number of causalities involved in the military expenditure could not be established. The British Broadcasting Corporation (BBC) said yesterday that at least 30 militants had been killed during air raids on their training camps in the north-east.
It said an army spokesman hinted that jets and helicopter gunships had been used to attack several camps, adding that a plane had been hit by anti-aircraft fire but had managed to return to base.
All through Wednesday and Thursday, shops and markets were not opened in Maiduguri as residents feared molestation by the troops but Governor Kashim Shettima assured the people that the soldiers would live by the rules of their engagement.
The residents' fear was heightened by rumours that the soldiers and special squads were mandated by the federal government to "eliminate and trash all the dents of the Boko Haram insurgents anywhere they may be".
The rumour mill also had that the soldiers in Maiduguri metropolis would "roam the streets day and night, conduct stop-and-search or cordon off certain roads and streets as well as restrict entry and exit" from the state capital.
Since the arrival of the troops especially in Maiduguri, socio-economic activities have been paralysed as people move about in fear; commercial and private motorists limited their movement to certain areas.
Consequently, the usual traffic jam disappeared on the roads linking public places and commercial areas like the Leventis-Ramat Shopping Complex area where most of the banks are located, the famous Monday International Market along Ahmadu Bello Way and its adjoining Central Business District (Post Office area), the Tashan Bama–University of Maiduguri route and Customs Area-Baga Road.
But business places and markets recorded large turnout of people, who came out to buy mostly food items, yesterday.

Canadian Company Explains How Amechi's Private Jet Got Into Nigeria.


The Canadian company which arranged how the Rivers State Government’s controversial Bombardier Global 6000 private jet was ferried into Nigeria last year has written to the Federal Government, explaining how the jet got to the country through Senegal, among other details.
The company, ACASS Canada Limited, stated how it assisted the Rivers State Government to take the delivery and possession of the aircraft from the manufacturer, Bombardier of Canada.
The letter dated May 1, 2013 and signed by ACASS’s Executive Vice-President, Mr. David Dorrance, was directed to the Federal Government through the Acting Director-General of the Nigerian Civil Aviation Authority, Mr. Joyce Nkemlokam.
The company, however, said its support service contract with the aircraft culminated in the delivery and turnover of possession of the Canadian-made jet to the Government of Rivers State on September 28, 2012, in the United States of America.
The letter reads in part, “ACASS Canada Ltd is a Canadian, incorporated company, working in the business aviation industry. We offer our expertise to clients around the world, including assisting new aircraft owners with the entry into service of their new aircraft and sometimes, providing temporary crew and logistics support of such aircraft operations by their owners.”
“It has come to our attention that you are inquiring about the operations of a certain Bombardier Global Vision Aircraft, registration number N565RS, concerning its activities in Nigeria.
“We assisted the Government of Rivers State of Nigeria with taking delivery and possession of their new aircraft. During these preparations, we requested, on behalf of our client, assistance for the Nigerian importation of the aircraft through Caverton Helicopters which was never consummated or received.
“Our entry into service support culminated in the delivery and turnover of possession of the aircraft to the Government of Rivers State on September 28, 2012, in the USA with the exception of crew support and advisory support.

23 Youths Die At Initiation Ceremonies In Johannesburg.

Twenty-three youths have died in the past nine days at initiation ceremonies that include circumcisions and survival tests, South African police said Friday.
Police have opened 22 murder cases in the deaths in the northeastern province of Mpumalanga, according to spokesman Lt. Col. Leonard Hlathi. He said an inquest is being held into the 23rd death, of a youth who complained of stomach pains and vomited.
Initiation ceremonies are common in South Africa, where youths partake in various activities as a rite of passage into adulthood, usually over the course of three weeks. Some 30,000 youths signed up for initiation this year.
In addition to being circumcised, the boys and young men are put through a series of survival tests which sometimes include exposure to South Africa's chilly winter conditions with skimpy clothing. Their faces are painted with red clay and they also are given herbal concoctions to drink.
Nelson Mandela, the first democratically elected president of South Africa, described the experience in his autobiography as "a kind of spiritual preparation for the trials of manhood."
Hlathi said that all the deaths occurred at government-registered initiation sites where medical practitioners usually are present. The government became involved to prevent such unnecessary deaths.
Mathibela Mokoena, chairman of the House of Traditional Leaders in Mpumalanga, says the Department of Health was alerted before the initiation ceremonies began, but only showed up after the first few deaths were reported. He said the department has now agreed to have officials present for the remainder of the ceremony.
Popo Maja, head of communications at the Health Dpartment, said: "We would want to find out why they were done without the supervision of medical personnel.
The deaths are the highest recorded in Mpumalanga, surpassing the previous highest toll of eight some years ago, Mokoena said. He said early investigation by the House of Traditional Leaders showed some schools were negligent, leaving the youths in the care of young men instead of experienced adults.
Mokoena said some of the initiates were not in ideal health when they enrolled. He said new legislation is being introduced outlining procedures to be followed, and including a punishment of a life ban for those found negligent.
The suspected causes of the deaths were not released pending the results of post-mortems. Most deaths in the past have been caused by infection and loss of blood after circumcision.Government spokeswoman Phumla Williams said the government is sending condolences to the families and urged creation of "better and safe initiation schools that will ensure the safe passage of young initiates to manhood and prevent the unfortunate loss of lives."

A Must-Read! Boko Haram & The Emergency Rule: What Many Do Not Know By Ahmadu Jirgi

Nothing has changed for the better since June last year when the first emergency rule in some parts of Borno was lifted. The people had witnessed a kind of restriction they have never seen before as curfew was imposed in most parts of the states from 6pm to 6am. We also witnessed a lot of Joint Task Force (JTF) activities as they exercised their powers to arrest and detain, not leaving out their other abuses rivalled by the Boko haram sect.  But instead, Boko haram has grown in strength and number while Nigerians watched as the sect gradually spread its influence to effectively capture 23 out the 24 local government areas of Borno, a fact clearly attested to by Senator Ahmed Zanna Khalifa representing Borno central.
Boko haram lived, moved among the people and killed with impunity anyone who dared to stand in their way.  First, it began with the killing of their own brothers, friends, family, Islamic clerics and most shockingly any of their parents who got bold enough to condemn their actions or report them to the security agencies. In time, they extended their hostilities to non-Muslims, indigenous or not and then the Igbos.
Contrary to what many people have been made to believe, the ideology that Boko Haram holds does not differentiate between Muslims or Christians, you are a potential target as long as you are not a sect member. Any educated fellow or government worker unfortunate enough to reside among them or close enough to be reached by these boys also became marked to be axed.
We have witnessed Boko Haram metamorphosed into something else.
The foot soldiers are mostly young men from the age of 15 to 25 usually armed with Ak47, their weapon of choice. Then they graduated to a more gruesome mode of killing people – slaughtering with a kitchen knife from their victim's home, a treatment they mete out to any of their members they perceive as a hypocrite, mole or deflector.
Indeed, it is the most gruesome form of killing anyone can think of where the victim is tied down like an animal, and slaughtered until the head is cut off completely. I have seen the body of my neighbour with the head severed from the body. I have also seen the body of another man with the head cut off and placed on its back at Krenoa, a small farming town in Marte local government area of Borno state. The villagers said he was brought to the market by Boko Haram members in 5 Toyota Hilux car, and they were told why he was deserving of such an end – he extorted from the people under the guise of the sect. I learnt a teenager was instructed to do the slaughtering, a task he did smiling.
Believe me, not a single day passes without an incident of killings in Maiduguri or its environs. Gun shots are so normal that you know normalcy will return within 15 minutes, so far the victims are not members of the government security forces.
One does not have to pay a visit to the troubled areas of the state to know that people are dying, a visit to the graveyard tells the story.
Muslims bury their dead wrapped in white cotton material and without a coffin. A bullet-ridden corpse can be spotted immediately as the white can be mistaken for red, obviously soaked in blood that flows enough to even drip from the stretcher.
I recall some months ago, an acquaintance of mine had a younger brother who joined the police and was posted to one of those southern states. His police brother came home on a visit to his family but unknown to us all, Boko Haram members were lurking.  They mistook my friend for his brother who was home to visit and shot him dead. I went for the burial but could not get into Gwange and like most who have come to pay their last respect to the dead, waited at the Gwange central cemetery for the corpse. Suffice to say that eleven (11) other corpses were brought to be buried in the space of time we waited for the remains of our friend to be brought – all covered in blood; the cemetery attendants said sometimes more than 20 corpses are brought in a single day.


In 2011, motorcycles were banned in Maiduguri because it provided a fast means of escape to the killers, especially in areas that are not motorable. Despite the hardship in transportation as a result of the ban, a lot of people welcome the idea even before tricycles were later introduced. In places like Bulabulin Ggarnam in Maiduguri however, motorcycles are still in use as the area is well known to be under the iron grip of the Boko Haram sect. Those who have fled the area said the sect members can be seen with their guns riding their motorcycle even when the JTF unit is but a little distance away. The soldiers confess to lack of adequate resources to launch the needed attack there.
With the insurgency came also car snatching and kidnapping. Kidnapping is very common in Maiduguri although the ones involving notable figures like Dr Ali Monguno, a nationalist and a former minister get more publicity.
In places like Bama, one can say there is no single Toyota Camry left. If at all there is, it must be an old one that cannot possibly go beyond 120 kilometres per hour. In fact, Boko Haram boys need not break into anyone's house to claim a vehicle; they call the owner with instructions to fuel the car ahead of their arrival. Then they walk in, ask that he disengages any anti-theft security and hand them the car and its key. The owner is killed should the car stop on the way.  A senior colleague, Late Ahmed Wali  suffered this fate. It is believed that all the cars snatched in Maiduguri are either in northern Borno or in the Sambisa game reserve, about 45 kilometres from Maiduguri.
People die daily in my state, hence any solution towards ending this carnage must not have a colouration of politics but should be pursued with the intent to truly bring about peace to our land. I welcome the declaration of State Of Emergency in Borno and from the pulse of the people among whom I work, it is safe to say that many are happy with this declaration ''if'' it will bring an end to this crisis. The state of emergency is long overdue.
Not to mince words, I have my reservations with the conduct of the JTF; I never pray that the Baga episode repeat itself in any form, and hence nurse fears of the fallouts of this military intervention  but would we wait for the remaining 3 local government areas still functioning under Borno state government to fall into hands of Boko Haram? Or allow the entire state to be run down before we act?
Borno is our home; our lives should not be used as bet for political reasons. It is amiss for anyone to stay in Abuja or anywhere outside of Borno state and speak authoritatively as though they feel our pain, while our brothers and sisters die in droves.  I will agree with anyone who speaks of caution or defined rules of engagement for the JTF but an utter condemnation of the declaration of emergency is not acceptable.
I personally have never been in support of the amnesty program for Boko Haram. As a matter of fact, the good people of Borno know what these marauding killers stand for and their great contempt and disregard for constituted authority. An amnesty will then be a win for them; an indication that they are above the sovereignty of Nigeria. This will spell doom for the locals.
All efforts made to talk to the sect when Bama was attacked proved abortive; they see no reason to dialogue when they are winning the war. When the heat is turned on them, one won't be surprised to see them being the ones seeking peace instead. That they be hunted down from Lake Alau in the Sambisa to the Lake Chad in northern Borno are few of my prayers and more.

Jewels for Cannes Movie Stars Stolen from Hotel.

More than $1 million worth of jewels due to be lent to movie stars at the Cannes film festival were stolen from a hotel room in the French Riviera town, a police source said.
The jewels were in the safe of the room rented by an employee of Chopard, a luxury jeweler, the source said on condition of anonymity.
The incident at the hotel in central Cannes took place on the night of Thursday to Friday as the festival got under way, drawing thousands of movie stars, film industry executives and journalists to the fabled resort.

Military Forces Launch Air Strike Attacks On Islamic Militant Camps In Northern Nigeria.

Military forces have launched air strikes against suspected Islamist militant camps in northeast.
A military spokesman said all known militant camps in three northeastern states are being attacked and that several camps in Borno state have been destroyed or taken over.
The spokesman, Brigadier General Chris Olukolade, said earlier Friday that the attacks killed an undetermined number of insurgents.
President Goodluck Jonathan declared a state of emergency in Borno and the neighboring states of Yobe and Adamawa on Tuesday, following a sharp rise in attacks by the militant group Boko Haram.
Mr. Jonathan deployed extra troops to the region and authorized security forces to take "all necessary actions" against the militants.
Boko Haram has battled the government since 2009 in an effort to impose Islamic law on majority-Muslim northern Nigeria.
In a video this week, the group's purported leader claimed responsibility for recent attacks in the towns of Baga and Bama and said militants would begin kidnapping women and children as part of their strategy.
More than 3,000 people have been killed in Boko Haram-related violence, including hundreds killed in government counter-insurgency operations.

Suswam's Government Did NOT Give Us Flood Money – BSEMA


Benue State Emergency Managemnet Agency BSEMA today filed its reply in the suit brought against it by Rommy Mom Esq, President of Lawyers Alert.
In the suit Mom is requesting for detailed information on the expenditure of the assistance (money) to flood victims by the federal government of Nigeria and several bodies totaling about N700m. It will be recalled the the North Central State of Nigeria was flooded about 9 months ago.
When the matter came up in Court on last week, Lawyer to BSEMA asked for time to meet with BSEMA towards obtaining information to enable him take an informed position on the issue.
In a Counter affidavit filed today however, BSEMA outrightly stated that the Benue State Government did not give it any of the money and they are only operating as an advisory body regarding flood victims.

In their defense, they asserted they have no knowledge whatsoever of how the Benue State Government is spending the money. They urged the Court to direct Lawyers Alert to look elsewhere for the information since they cannot give what they do not have.

Part of their defense reads thus:
“(a) That the State Emergency Management Agency has not collected any monies from the Federal Government, State Government, Local Government, Private Organisation and Donor Agencies as and to flood victims as result of last year’s flooding in the State.
(b) That the Relief Committee has not operated account for the purpose and is yet to incur direct expenditure.
(c) That the 1st Respondent only makes recommendations to the State Government concerning approval and release of relief to victims of flood and other natural disasters.
(d) That the Respondent is not in custody or control of the information/sought by the Applicant via his letter dated 27th March, 2013, hence their lack of response thereto”

The Freedom of Information Law however in such circumstances takes a different view.

It states that where an application is made for information, even where the body it is directed to has no such information, it should send the application to the necessary government office and inform the Applicant of this within 7 days. This BSEMA obviously did not do, but choose to simply say the Suswam administration did not pass the money to them.

By the Freedom of Information Act, BSEMA ought to and should have done more than that.

5.(1)Where a public institution receives an application for access to information, and the institution is of the view that another public institution has greater interest in the information, the institution to which the application is made may within 3 days but not later than 7 days after the application is received, transfer the application, and if necessary, the information, to the other public institution, in which case, the institution transferring the application shall give written notice of the transfer to the applicant, which notice shall contain a statement informing the applicant that such decision to transfer the application can be reviewed by the Court.

(2)Where an application is transferred under subsection (1), the application shall be deemed to have been made to the public institution to which it was transferred on the day the public institution received it.

With the posture adopted by BSEMA, given its mandate, one is tempted to wonder, is the Government hiding something?

Urhobos Vow To Match Naked If President Jonathan Fails To Run Again In 2015.

The Campaign for President Goodluck Jonathan's Re election received a boost Thursday with the people of Urhobo ethnic nationality in Delta State threatening to march naked on the streets of Nigeria, if Jonathan fails to seek re-election in 2015.
Describing Jonathan as the best President that Nigeria has ever had, the people listed the rare qualities and credentials of the President to justify their insistence that he must be returned in 2015 to consolidate the gains already recorded by him.
The Urhobo natives, who made their position, clear when they met with the Special Adviser to the President on Niger Delta, Mr. Kingsley Kuku, in Abuja on Thursday, stated that Jonathan had impressed them and that they would still vote for him in the next election.
The leader of the Movement for the Survival of Urhobo Ethnic Nationalities, Chief Rex Anigoro, pointed out that contrary to the castigation of Jonathan for weakness and non-performance, the President had actually surpassed the mark attained by his predecessors.

"We make bold to say that in 2015 we will still vote for President Jonathan because of his outstanding performance so far. But let us warn that if he refuses to run, we will march naked through the streets of Nigeria to compel him to do so.
"Tell Mr. President that the Urhobo people stand solidly behind him because for the first time in the history of Nigeria a President has declared state of emergency with democratic institutions still intact, the railway system that had since been abandoned is back while the power sector is receiving a boost just as strikes in our universities have ended.
"And we are very proud of President Jonathan because of all Nigeria's presidents, he is the most educated, most responsible and responsive, most experienced and most qualified to run this country and did not emerge out of accident as some people will want to say.
"We want Nigerians to know that Jonathan is not an accidental President but a well trained leader, who has proved that it is possible for any Nigerian to lead the country through the dint of hard work, dedication and commitment to the cause of their fatherland.
The Urhobo group however castigated the recent attempt by some of their natives to forge an alliance with the Arewa youths with a view to achieving some political ambitions in 2015, saying that those persons did not have the mandate of the generality of the people to do so.
The Presidential Adviser on Niger Delta, Kingsley Kuku, used the forum to brief the Urhobo group on steps so far taken by the Jonathan's administration to restore peace in the Niger Delta through the Amnesty programme and called on them to continue to work for peace progress of the nation.

Two men who wanted to prove that their wives were 'exaggerating' the pain of childbirth underwent a labor simulation meant to mimic contractions experienced by women - with hilarious results.

Ijaw Youths Warn Against Removal Of NIMASA DG Mr Ziakede Akpobulokemi.

Ijaw youths across the Niger Delta have warned against any attempt to use the National Assembly to seek replacement of the Director-General of the Nigerian Maritime Administration and Safety Agency, NIMASA, Mr. Ziakede Akpobulokemi.
They said that the National Assembly should not allow selfish individuals and groups to use it to blackmail the NIMASA boss.
The warning was given by the President of Ijaw Youth Development Association, IYDA, Mr. Prince Oniyemofe, when he led hundreds of Ijaw youths across the Niger Delta to pay a courtesy call on the Coordinator of Ijaw Monitoring Group, Mr. Joseph Evah, in Lagos.
The youths said that their visit to Lagos was to find out from the Niger Delta activist whether Akpobulokemi’s life was under threat by detractors.
, the former Publicity Secretary of Ijaw National Congress, INC, assured the youths on the safety of the NIMASA Director-General.
Evah said those plotting against the DG were enemies of progress in the maritime sector, noting that the sector was in shambles before the emergence of Akpobulokemil as DG.
He said: ‘’Some of the childish argument was that Akpobulokemi has no background in maritime studies, but I asked the detractors why they were not demanding that citizens from the Northern part of the country should not be employed in NIMASA and the agency be reserved for only riverine people in the country?”

Anti- Corruption Network Writes President Obama To Sanction Corrupt Public Office Holders And President Jonathan's Ministers.

Protesters in their hundreds on Thursday stormed the United States Embassy in Abuja to seek foreign sanctions against perceived corrupt public officeholders including some serving cabinet ministers in the government of President Goodluck Jonathan.
The protesters who were led by the former member of the House of Representatives and executive secretary of Anti-Corruption Network, Honourable Dino Melaye carried placards with various inscriptions which include Obama help us oo; We say no to corruption and insecurity; Where is the fresh air we were promised; Kill corruption not Nigerians and Kill corruption.
Although security agencies including the military were drafted in to forestall any crisis, leaders of the protest succeeded in peacefully gaining entrance into the embassy where they were received by embassy hierarchy.
The leaders also succeeded in delivering a letter to be transmitted to the US President, Barrack Obama.
Nigerian Tribune got a copy of the letter titled, Corruption with impunity and insecurity in Nigeria.
In the letter with reference number ACN/NEC/CORRP/VOL 1/004, the executive secretary of the group, Honourable Melaye told President Obama that it was with absolute sense of responsibility, duty and patriotism that the group deemed it necessary to draw his attention to the practices of corruption with impunity that is going on in the country and under the present administration.
He said the group was deeply concerned that if the gravity of corrupt practices goes on unchecked, unpunished and unabated, it will definitely worsen the unpalatable security situation and challenges that the country is facing currently.
Honourable Melaye said the anti-graft group seriously appealled to the government of the United States of America and Obama to use his good office and diplomatic influence to impress it upon the Nigerian Government and President Jonathan to stand firm against corruption and recommended that all indicted corrupt government officers’ visas and those of members of their immediate families be withdrawn.

Lagosians Spend Over N1Billion On Parties Every Month.


Lagos State Government says residents of the state spend over N1bn on parties and entertainment every month.
Commissioner for Local Government and Chieftaincy Affairs, Mr. Ademorin Kuye, said this on Thursday at the briefing of the ministry in Alausa, Ikeja.
while responding to a question on the validity of Merriment Tax being collected by local governments in the state, said the figure was a product of a recent research conducted by the state’s Ministry of Economic Planning and Budgeting.
He said the benefits of entertainment industry had not been fully utilised in Lagos and the country, adding that taxes that should accrue to the government were spent on social gatherings.
He said, “There is merriment tax in the constitution; it’s part of the rate local governments can collect. We have not utilised the benefit of the entertainment industry in this state.

“Over N1bn is spent monthly in Lagos State on entertainment. We have the records to confirm this and these people, how many of them pay taxes? The money goes into drinks, wine, food and aso-ebi and nobody wants to pay anything to the government.”

Kuye said those clamoring for autonomy for local governments were not sincere but were only pushing for it to score political points.

He said, “The position of the government is that the clamour for LGs’ autonomy is not with sincere intention because it will not benefit the local government. I have challenged people to find out if that is what the people want. Those clamouring for it are doing so for political reasons.”

He said the state government was in full support of tenure elongation for local governments to give them more time to carry out their constitutional responsibilities.

He flayed a suggestion that the state electoral bodies should relinquish the right to conduct local government elections to the Independent National Electoral Commission.

He said such an idea negated the tenets of federalism which the country was practising.

The commissioner said the government recognised 319 obas and chiefs and had been doing a lot to improve the welfare packages of the traditional rulers to restore the traditional and cultural values to the state.

Explosion Rocks Daura Home town Of Gen.Muhammadu Buhari.

Explosion and sporadic gunshots rocked the quiet town of Daura, Katsina state, home town of opposition leader, Muhammadu Buhari, Thursday night.
The attack started at about 10 p.m. and was still ongoing one hour later. Witnesses said the attackers brought down a police station and robbed banks and homes.
Some residents said the attack started around Daura Motel in the city centre before the attackers moved against banks and a police station.
Another witness said the attackers freed detainees at the police station in the town and then threw explosions at the station and prison.
It is unclear if the attackers are members of the extremist Boko Haram sect that has been terrorizing northern Nigeria since 2009.
The attack comes barely 48 hours after President Goodluck Jonathan declared a state of emergency in three northern states — Borno, Yobe and Adamawa.
Katsina, also home to late Umaru Musa Yar’Adua, under whose watch the Boko Haram sect transformed to a terror organization, has managed to remain insulated from the security crises in northern Nigeria.
The police in Katsina were unreadable for comments Thursday night.

Kelly Roland Reveals Her Abusive Boyfriend In New Song.

Yesterday, Kelly Rowland released her song titled “Dirty Laundry”, revealing her abusive relationship with an ex-boyfriend. One of the first people to react to the song was her ex-fiance Roy Williams.
Williams, a former NFL player, took to his Twitter page to deny the allegations that he beat Kelly before calling off their engagement in 2006.
“#Imnotheonlypersonshedated #wasntme” he tweeted in hash tags on his Twitter page. Sports blogger Stiletto Jill then tweeted “See I thought Cuda not you.” To which Williams responded, “#bingo but thats not my place to speak on it..”

Most of us have no clue who “Cuda” is. But, according to Madamenoire blog, Cudda or Cudda Love is (or was) rapper Nelly’s manager/body guard back in the day.
Apparently, Kelly preferred roughnecks (until they put their hands on her).
Kelly mentioned that this relationship took place a decade ago. Which would have been around 2003, when she and Nelly recorded “Dilemma” and was subsequently spending a lot of time around Nelly and his crew. There are very few pictures of him. But a while ago, Cam’ron posted a picture of Cudda Love on Instagram.

Beckham Retires.Will He Join His Wife Victoria In The Fashion Design World?

The 38-year-old soccer star made the big announcement via a totally sweet and emotional statement:

“If you had told me as a young boy I would have played for and won trophies with my boyhood club Manchester United, proudly captained and played for my country over one hundred times and lined up for some of the biggest clubs in the world, I would have told you it was a fantasy. I’m fortunate to have realized those dreams. I’m honored to represent England both on and off the pitch.

I want to thank all my teammates, the great managers that I had the pleasure of learning from. I also want to thank the fans who have all supported me and given me the strength to succeed.”

Sure, David Beckham has announced his retirement from soccer, but we assume his career as an international style icon will continue including, we hope, his role as an underwear model for H&M.

We appreciate Beckham’s long-time embrace of metrosexual style (Salon magazine declared him the ultimate "metrosexual") and recall, fondly, his braided hair, sarongs and mohawk. And we’re guessing that his face will continue to grace the covers of magazines such as Esquire and “W.”

Will he follow his wife, Victoria, into the fashion design world? It’s unclear, of course, but we already know he is likely to smile on 99.9% more occasions than Posh, who, although she nicknamed her husband “Golden Balls,” seems to lack a prominent sense of humor.

What seems very likely is that the Beckhams will continue in their lucrative careers as spokespeople who are sought after by scores of fashion, beauty (he allegedly received $13 million plus to launch his fragrance line in the U.S.) and fitness companies.

For those who keep track of such things, Beckham has two games remaining with Paris St-Germain.

And then he can focus all his time on what’s really important new hair styles, perhaps a few more tattoos and taking his shirt off.

ICPC Storms Benue, Arrests Proprietor, Registrar Of Fake University .

The Proprietor and Registrar of Lobi Institute of Management and Technology, Markurdi, Benue state were on Tuesday arrested by men of the Independent Corrupt Practices and other related Offences Commission,ICPC, for allegedly awarding fake degree certificates to people.
The anti-graft team gathered that the school was affiliated to a foreign university called Irish University Business School in London.
A statement from the Commission’s resident consultant (media), Folu Olamiti, said the proprietor of the institution, Dr Peter Ahemba, and the registrar, Chihi Joseph, were later quizzed by operatives with relevant materials retrieved from them that would help in their investigation.
Ahemba however denied ever been affiliated to any foreign university but said that the school only awards certificate to its students.
Speaking with newsmen in Makurdi, ICPC Deputy Director, education department, Mr Muhammed Ashiru Baba, said that the Commission was working in line with section 6 of the ICPC Act.
He lamented the increasing rate of fake universities in the country, stating that four of such illegal universities were in Benue State axis and assured of the Commission’s effort to rid the country of illegal universities so as to save education from total collapse.

The team which also visited the North-Central University in Otukpo discovered that the proprietors of the university had closed the institution about five years ago. Before closure, the institution operated in a private secondary school called Ujor Memorial College in Otukpo with dilapidated buildings, while reports indicated that no fewer than 5,000 students were attending the school, most of them from the eastern part of the country.

Yvonne Nelson now Dating Dammy Krane.

The latest gist in town now is the affair between Dammy Krane & Yvonne Nelson. The Ghanaian actress is no stranger in love circles as her "relationship" with Iyanya was pretty well publicized and the way it ended was displayed for all to see. In the past year she's also been linked to Ice Prince, but that was never confirmed.
Dammy is said to be so madly in love with Yvonne that he wrote a song for her called "Really Love You" which leaked last week. See Their picture together and Yvonne's tweet.
