Dele Momodu writes open letter to Aisha Buhari over cabal in government

Former presidential candidate and publisher of Ovation Magazine, Dele Momodu, has written an open letter to Aisha Buhari.
This followed her tactic support for Senator Isah Misau’s suggestion that her husband’s government has been taken over by cabal.

​She reposted two videos by Senator Misau and Senator Ben Bruce, on her verified Instagram and Twitter pages.

​T​he lawmakers openly accused President Buhari of appointing incompetent people because they “belong to the cabal”.

​Her posts have attracted hundreds of comments, with majority noting that she did the right thing.

On Saturday, Dele said he has never seen any wife of a Nigerian President who would openly criticise a government in which she is a major beneficiary.

His letter reads in parts, “I’m even more surprised that you would voluntarily endorse and promote videos that criticised your government on social media. You may not know it but you’re setting new standards in our country. You shall be called a quintessential pacesetter, when tomorrow comes.

“I have no doubt that no matter what, when all is said and done, and the present administration is long gone, you would have left behind a positive enduring legacy, an epitome of womanhood and wifely rectitude. My prayer continues to be that we will be able to say the same of your husband, our dear President Muhammadu Buhari, notwithstanding the fact that he now has little time to address and redress so many shortcomings.

“I’m certain that if your husband had listened to your wise counsel much earlier he would have, probably, averted the mess in which he is currently enmeshed.

“Your husband rode to power with so much love and goodwill, the type we’ve not experienced since June 12, 1993, when Chief Moshood Abiola won the Presidential election, fair and square. The expectations were very high, in a similar fashion, in 2015, when majority of the voters, including former critics of your husband chose to support or vote for him.

“His was a miraculous resurrection. No one expected him to waste such humongous goodwill at all and, nevertheless, not so soon after his return to power. But before we blinked our eyes, things had started falling apart. It took forever to assemble his team. And when he finally did, many wondered why they could not have been selected much earlier, given the nature and calibre of people selected.

“Indeed, it was as if Nigerians expected that your choices were going to descend from heaven and some angels were going to be appointed. The government started losing steam and stamina from that moment.

“Not just that. Your husband’s ruling Party, APC, started a war of attrition in the National Assembly. Some of his biggest supporters were suddenly pounced upon and humiliated publicly while your husband kept a straight poker face, as if he knew nothing or it was not any of his business.

“You blew me apart when you found your voice and spoke up openly and candidly and lamented the way your husband’s government was shattering into smithereens. You were in a position to know, and very right to tell the whole world, that your husband was not in charge and that if the situation continued unabated, you were not likely to support his second term bid.

“Though you were told to mind your own business at the time, the point had been made so eloquently and poignantly. Today, and looking back, it seems, you’re indeed a prophet without honour at home. Everything you said has become gospel truth.

“Today, the chickens have come home to roost. It appears the President has suddenly woken up from his slumber or maybe the mask of the evildoers has suddenly been lifted and the President we all voted for has come back from the deep.

“Our President is now under pressure to reach out frantically, and desperately, to the same people who were used and dumped after that landmark election in 2015.

“The same people you pleaded for and urged should be absorbed and assimilated into an all-inclusive government of patriots who worked to enthrone democratic principles and the change philosophy you became known as the apostle of.”

Osinbajo inaugurates committee to trace sources of terrorists’ fund



Vice-President Yemi Osinbajo on Friday inaugurated the National Sanctions Committee at the Presidential Villa, Abuja.


The committee is saddled with the responsibility of tracing and freezing sources of funds for terrorists.

At the brief ceremony, Osinbajo restated the present administration’s commitment to eliminating terrorism in the country.

The Attorney-General of the Federation, Abubakar Malami (SAN), is the chairman of the committee.

Other members of the committee are Minister of Foreign Affairs, Geoffrey Onyema; National Security Adviser, Maj.-Gen. Babagana Mongunu; Director-General, Department of State Services, Lawal Daura; and the Inspector-General of Police, Ibrahim Idris.

Others are the Governor, Central Bank of Nigeria, Godwin Emefiele; Chief of Army Staff, Lt.-Gen. Tukur Buratai; Director-General, National Intelligence Agency, Ahmed Abubakar and Director-General Nigeria Financial Intelligence Unit.

Malami, in his remarks, assured the government that the committee would deliver on its mandate.

Federal Govt Begins Cattle Colonies Next Week

The Federal Government says work will commence next week on cattle colonies in states that have indicated interest to establish them.
Chief Audu Ogbeh, the Minister of Agriculture and Rural Development, disclosed this on Friday during a visit to the Agriculture and Veterinary Complex of the Ahmadu Bello University, Zaria.

Ogbeh said that the National Economic Council on Thursday set up a 10-member committee comprising the Vice President, Prof. Yemi Osinbajo, as Chairman and nine governors to facilitate the commencement of the cattle colonies in interested states.

“We are happy that we are making progress in agriculture now.

“One of the most topical issues we have today is that of farmers and herdsmen clashes.

“If we do not deal with it quickly, we run the risk of damaging the harmony and the co-existence of Nigeria as a country. The killings are getting too many.

“In our attempt to solve the problem, we have proffered certain solutions but perhaps we were not sensitive enough to Nigeria’s fragile sensitivities and suspicions.

“When we spoke of colonies, we were immediately greeted with reactions that this was an attempt to cease Nigeria’s land and give to the Fulanis to colonise.

“The intention is not for Fulanis or anyone to colonise any territory. It is to provide a haven for cattle to graze in peace under controlled environments to prevent the conflicts between farmers and herdsmen.

“Only yesterday, a committee was set up by the Vice President with members, most of them, state governors discussing this matter and resolving that states that are interested will begin work on this matter as soon as next week.’’

The minister said that the Federal Government would engage the services of the National Animal Production Research Institute (NAPRI) to assist in the production of fodder for cattle.

According to him, open grazing is posing serious challenges and it is not too efficient for the cattle.

Ogbeh described open grazing as a `torture’ to cattle which usually do not enjoy long distance walks.

“It doesn’t allow us to harvest milk; the cows are not well fed. What is going on is almost torture to animals.

“If we can create a new environment for cattle, give them what they need, protect them from rustlers, the herdsmen will quickly discover that they are making far more money than what they are doing now,’’ Ogbe said.

Earlier, the Director of NAPRI, Prof. Clarence Lakpini, said pastoralists in the country had no fewer than 19.7 million cattle and 113.8 million sheep and goats which were currently grazing.

“We have a population of about 19.7 million cattle and total of 113.8 million sheep and goats. These are animals that graze and 90 per cent of these are owned by the pastoralists.

“These animals contribute a lot to the GDP of Nigeria. In fact, in the agricultural sector, it contributes 30 per cent of the National Agricultural GDP and of the National GDP, 3.2 per cent.’’
Lakpini also said that NAPRI had gone into partnership with various animal stakeholders to resolve the conflict between farmers and herdsmen across the country.


Why I stand with Buhari – Adesina



These are very difficult times in our country. Sad, mournful and dolorous times, as the New Year opened with killings in Rivers, Kaduna, Taraba, and Benue states, among others. Of course, there had been gruesome carnage on the Mambilla plateau mid last year, and bloodletting in Numan, Adamawa State, as well as in other places. Hell suddenly seemed to have enlarged itself against Nigeria. Sincere condolences to those who are grieving and mourning the loss of loved ones.


But instead of finding solutions, and joining to chart the way forward, some people are making political capital out of the killings. They are trying to use the orgy of bloodshed to advance their political interests, wanting to make it appear that it is a failure of the Muhammadu Buhari administration.

Faults are thick where love is thin. There is prejudice in Nigeria. Plenty. There is insularity, in prodigious quantity. There is animus, antipathy against anyone that is not of your ethnic or religious stock, or that belongs to a different political orientation or persuasion. If you meet him, kill him, if you can’t catch him, poison his footsteps, seems to be the singsong among some people. And as the build up to general elections next year gathers momentum, matters are made worse. Everything must be politicized, including wanton killings. There must be spurious handshakes across the Niger, and across the Benue, all for political gains.

But I stand with Buhari, and will always do. Why won’t you? Your snout is in the honeypot, licking the nectars of office, some cynics would say. Really? My bank balances do not indicate so. It is not just about money. It is about conviction. It is about believing in a man who can bring enduring change to our country, if we allow God to have His way through him.

Standing with Buhari through thick and thin is not about money, or the spoils of office, which are not even available in these lean times. In or out of my present position, I stand with Buhari. Sir Walter Scott wrote: “Other people’s resolutions may fluctuate on the wild and changeful billows of human opinion. Ours, now and forever, are anchored on the Rock of Ages.” In or out of government, I stand with Buhari. Why? You will get to know shortly.

There is strident attempt to defame, demean and de-market the Buhari government today. Who are those behind it? The crooks, thieves, freeloaders, who want business as usual. They hate probity. Their souls abhor accountability. They prefer the plunder of the past years, and can’t wait to see that epoch return. They engage in all sorts of misinformation and disinformation. Hate speeches. Fake news. Under us, you had leeks, onions and garlic to eat.

You were fed manna till you wanted no more. When you were tired of the fluffy stuff, we gave you meat, you gorged yourself so much, till meat began to come out of your noses. They wouldn’t tell you about what William Shakespeare calls “the goodly apple, but rotten at the cheek.” They won’t tell you about humongous amounts of money made from oil, which stood at over $100 dollars per barrel for about six years, and which they looted to the last cent. Foreign reserves; depleted. Excess Crude Account; looted.

Federation Account; plundered. They turned the country to a wasteland, leaving an economy primed for recession. But deftly and sure-footed, the Buhari administration is building a new foundation for the economy, erecting an edifice that will stand the test of time, not a bubble that collapses with just a pinprick, not a will-o-the-wisp that vanishes in the midday sun.

That is why I stand with Buhari, and have stood with him since he was a military leader in the 1980s. I can trust this President. I can go to bed, knowing that my leader is not striking deals to fleece the country in the dead of night. I can trust that every money that comes into the coffers of Nigeria, will be used for the good of Nigerians. Am I saying it is a perfect administration? Such has not been forged from the smithy of the divine powers. Every human enterprise will have its shortcomings, but on Buhari I still stand. I stand with him, and by him, any day.

Some people ask themselves: can we afford to be outside government for another four years from 2019? We would be dead! No access to the public treasury, which we know how well to abuse and plunder? To ravage and savage. They have spat into the sky, and collected the spittle with their faces. Rather than let Buhari be, we would employ all the tricks in the books. Defame, demean, de-market him. Is he not Fulani? He is supporting herdsmen causing murder and mayhem round the country. Trumpet it from the rooftops, even without a scintilla of evidence. He is sectional, and bent on Islamizing the country. He is fighting a one sided anti-corruption war. His war against insurgency is a fluke, not winnable.

They refuse to see massive investments in infrastructure, which would burst into full bloom in another year or two. Roads, rail, power. They refuse to see the rebounding economy, strides in agriculture and mining, all with good auguries for the future. They refuse to acknowledge the stock market, which recently recorded N15.78 trillion, the highest in the history of the country. What of N1.3 trillion spent on capital projects in 2016? And almost the same amount for 2017? No, they rather imagine how much of that amount they would have pocketed if they were in power, living in obscene luxury, while the rest of the country went to hell, if it wanted. They refuse to see the good things happening to the country. And none is as blind as those who deliberately refuse to see. All these and more are the reasons I stand with Buhari, and will always do. So that Nigeria can have a future and a hope. Our own Canaan, flowing with milk and honey.

After primitive fury was unleashed in Benue, and about 73 people were left dead, a sitting President eyeing reelection could also play politics with it, visiting and muttering the right words to impress the people. Nothing wrong. But for President Buhari, action speaks louder than words. Action stations, he told the security agencies.

The Deputy Inspector General of Police in charge of Operations was first despatched, then the Minister of Interior, the Inspector General of Police himself, and then the Nigerian Army. Consultations were held with the governor of the state, with Benue elders, and now, a committee headed by the Vice President, made up of nine governors, has been set up to proffer solutions to farmers/herdsmen clashes. Action truly speaks louder than words.

President Buhari has not thrown his hat officially into the ring for a second term in office. But they are in mortal fear of him running. Therefore, they do all they can to dissuade him. Malign him, paint him black, devalue him before the electorate. But they don’t know that there are many devices in the hearts of men, but only the counsel of God shall stand. If God has ordained President Buhari to be in power beyond 2019, human effort to stop it can only end in futility.

I stand with Buhari, because it is solid ground for Nigeria. All other ground I see, at least for now, is sinking sand. For us, for our children, for generations yet unborn, Buhari is engendering a new country, whose builder and maker is God. Let the wailers wail; endlessly. Let the heathens rage; till they render themselves hoarse. Let them throw even the kitchen sink at him, they did worse in the build up to 2015. I stand with Buhari. I know his heart for Nigeria, and for Nigerians. Let people shed their prejudices. Let them eschew hate, and purge themselves of all malice. The future can only then be written in gold.

Perm Sec reveals why there are rats in Aso Rock

 
The Permanent Secretary in the State House, Jalal Arabi, on Friday claimed that there were rodents and other pests in the Presidential Villa, because of its location and the availability of “eatables”.

Arabi stated this when he appeared before the Senate Committee on Federal Character and Intergovernmental Affairs.

He was responding to a question by a member of the committee, Senator Joshua Lidani (PDP, Gombe).

“On a lighter note, have you made provision for fumigation? Because there were reports that rodents invaded the president’s office last year,” Lidani had said.

In response, Arabi said: “You know Abuja is so blessed with so many eatables, attracting rodents and other animals.

“You know where the Villa is located, it’s on a valley. You can’t restrict their movement because of the international convention on animals.”

President Muhammadu Buhari could not operate from his office, when rodents were said to have damaged furniture and fittings in the office last year.

Seized $44m: Court orders permanent forfeiture of Ikoyi flat to Nigerian govt

The Federal High Court in Ikoyi, Lagos has forfeited Flat 7b, in Osborne Towers, Ikoyi, Lagos, to the Federal Government of Nigeria.

The Economic and Financial Crimes Commission (EFCC) had on April 12, 2017 found (now forfeited) $43,449,947, £27,800 and N23, 218,000 (about N13bn) in the apartment.

Sacked National Intelligence Agency (NIA) boss, Ayodele Oke, had claimed the sums were stashed for a highly coveted NIA operation.

EFCC later traced the ownership of the flat to Mrs. Folashade Oke, his wife.

But Union Bank Plc step into the matter claiming that the property was mortgaged to Union Bank in exchange for a loan.

Chief Ajibola Aribisala (SAN), who represented the bank, said the bank sold the flat to Chobe Ventures, a company owned by Mr. Oke’s wife, with an agreement that the flat owner would observe several “covenants”, including payment of service charges, land use charge and levies.

Adding that granting the permanently forfeiting the apartment to the government would prevent it from enforcing the terms of the agreement on which the flat sale was based.

Justice Mojisola Olatoregun, today, however ruled in favor of EFCC and ordered the final forfeiture of the money to the Federal Government.

In her ruling, Justice Olatoregun dismissed the objection by Union Bank, which claimed to have interest in the property.

The judge said she found from the papers filed before the court, that the bank had already sold the property to Chobe Ventures Ltd., a company owned by Mrs. Oke.
Justice Olatoregun held, “It appears to me that the interested party (Union Bank) is a busybody, who is crying more than the bereaved, having transferred all its rights on the property, the subject matter of this suit.

“The interested party has no legal reason to lodge any complaint on the steps being taken by the EFCC on the property, having divested its interest by the outright sale of the property to Chobe Ventures.

“I find the interested party’s motion, seeking to vacate the interim order of forfeiture granted by this court on November 9, 2017, as unmeritorious and same is struck out.

“From the affidavit evidence before the court, the applicant (EFCC) has shown clearly that the property sought to be forfeited was reasonably suspected to have been acquired with the proceeds of unlawful activities of Mr. and Mrs. Ayodele Oke in the name of Chobe Ventures.

“The fund belongs to the Federal Government of Nigeria, which, at the material time, is under the control of Ambassador Ayodele Oke.

“The respondent, Chobe Ventures Ltd., refused and neglected to either file any process or appear in court.
“Based on the provisions of Section 44 (3) (b) of the Constitution and Section 17 of the Advance Fee Fraud and Other Fraud Related Offences Act No. 14 of 2006, I hereby order the final forfeiture of a property described as Flat 7B, situated at No. 16, Osborne Road, Ikoyi, Lagos and its appurtenances to the Federal Government”.

BREAKING: Four expatriates kidnapped in Kaduna regain freedom



Four Americans and Canadians kidnapped at gunpoint in Kaduna State have regained their freedom.


A senior police officer said the victims were rescued around 7.30am on Saturday in fairly good conditions and had been handed over to American Embassy in Abuja for medical attention.

Two suspected kidnappers were also reportedly arrested by a combined team of Inspector-General of Police Intelligence Response Team, Counter Terrorism Unit and Kaduna State Police Command.

The rescued expatriates were identified as Nate Vangeest, Canadian; John Kirlin, American; a woman, Rachael Kelley, Canadian and Dean Slocum, American.

“Two suspects have been arrested and efforts are being made to arrest other members of the gang,” he added.

The victims were said to have been kidnapped on Kwoi-Jere Road in the Kagarko Local Government Area of Kaduna State on Tuesday.

They had visited Kafanchan, in the Jema’a LGA area of the state to inspect some projects, and were returning to their base in Abuja when they were ambushed by the assailants who opened fire on a police escort.

The gunmen killed two policemen and whisked away the expatriates.

Alexis Sanchez has said goodbye to his Arsenal team-mates, after a dramatic late development in his transfer saga.
Sanchez was included in the Gunners’ squad to play Crystal Palace on Saturday, although the players believed Arsene Wenegr might start him from the bench.

Wenger’s decision may have prompted Manchester United to blink first and get the deal done, with Henrikh Mkhitaryan set to move to Arsenal after saying his goodbyes too.

Mirror Sport reports that Sanchez got a call just before 11pm on Friday and left the team hotel.

It indicates the deal will finally go through this weekend, after the clubs have been locked in negotiations for over a week.

Arsenal will then turn their focus to landing Pierre-Emerick Aubameyang from Borussia Dortmund, with the Bundesliga club wanting Olivier Giroud as part of the deal.

Stop The Intimidation On Jonathan’s Family, MASSOB Warns President Buhari




The Movement for the Actualisation of the Sovereign State of Biafra (MASSOB) has told the federal government to stop intimidating family members of former President Gooldluck Jonathan. This was contained in a statement by the group on Friday signed by its leader Uchenna Madu. “Mrs. Patience Jonathan is experiencing attacks by the Buhari-led Federal Government because it sees her as a primary supporter of her husband,” the statement said.

“The Federal Government sees her as the superwoman that became the barrier in breaking the soul of her husband. The Federal Government believes that if eventually they cage Mrs. Patience Jonathan, her husband will collapse politically. “Because of religious and political hatred against Ndigbo by the Buhari-led Federal Government, it is not happy with the administration of former President Jonathan, who conceded a fair treatment to Ndigbo and that is why the government is punishing her because she is an Igbo daughter.”

It further said that “some public office holders in the Buhari-led Federal Government have committed overwhelming and outrageous financial misappropriation, money laundering and anti-government offences without prosecution or retrieving government assets and money from them. “MASSOB therefore advises the people of the eastern region to build and grow the spirit of defending their own because Nigeria, which is a mere geographical expression, is a no-man’s-land and inheritance.”

Femi Adesina, media aide to President Muhammadu Buhari, says his principal did not visit Benue state because he does not want to politicise the killings in the North-Central state. Recall that 73 persons died after an attack by men suspected to be herders on January 1st in the State.

Buhari had come under severe scrutiny for not visiting the Food Basket of the nation after the incident. But in an article, entitled “Why I stand with Buhari”, Adesina noted that Buhari would have cashed in on the situation to score some cheap political points by visiting.

He wrote that “After primitive fury was unleashed in Benue, and about 73 people were left dead, a sitting President eyeing reelection could also play politics with it, visiting and muttering the right words to impress the people. Nothing wrong.

“But for President Buhari, action speaks louder than words. Action stations, he told the security agencies. The Deputy Inspector General of Police in charge of Operations was first despatched, then the Minister of Interior, the Inspector General of Police himself, and then the Nigerian Army.

“Consultations were held with the governor of the state, with Benue elders, and now, a committee headed by the Vice President, made up of nine governors, has been set up to proffer solutions to farmers/herdsmen clashes. Action truly speaks louder than words.”

EFCC Launches Probe As Recovered $250m Abacha Loot Allegedly Vanishes.



The $500 million Abacha loot that was recovered from the family of the late Head of State during ex-President Goodluck Jonathan’s administration has reportedly gone missing. EFCC officials, who are currently tracking the $500million, have discovered that it was diverted. Of the $500million, about $250million was released to the Office of National Security Adviser (ONSA ) during the tenure of Col. Sambo Dasuki without appropriation. The balance of $250million cannot be traced yet. Detectives of the antigraft agency discovered that the $250million was illegally withdrawn barely two months to the end of Jonathan’s administration. Investigators are said to be working on clues that part of the cash was spent on extraneous matters, including media services, opinion polls and personal matters.

According to a fact sheet on the investigation, the $250million was withdrawn between March 2, 2015 and April 21, 2015. About $36,155,000 (N13,015,800billion) of the $250million was also withdrawn in cash “without any purpose” on March 2nd, 9th, 16th and 18th of 2015. Detectives have retrieved documents relating to the alleged re-looting of the Abacha loot. In the fact-sheet, the Office of the National Security Adviser ONSA in a memo of January 12, 2015, asked the former Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala, to transfer $300million. The memo said

"Please refer to our meeting on recovered funds. You are pleased requested to remit the sum of $300m and £5.5m to the following account being ONSA share as agreed. Account name: CBN (NSA Foreign Operation; Account number: -100367-USD-CABANK30 Bank; Address: 28, Finsbury Circus, London. Please accept the assurances of my highest esteem.”Mrs. Okonjo Iweala, in a memo to Dr. Goodluck Jonathan, requested for $300m from the Abacha loot. Only $250million was released to the ex-NSA. The January 20, 2015 memo said:

"Attached, please find a request by the NSA for the transfer of $300m and British pounds (£5.5m) of the recovered Abacha funds to ONSA operations account. The NSA has explained that this is to enable purchase of ammunition, security and other intelligence equipment for the security agencies in order to enable them confront the ongoing Boko Haram threat. His request is sequel to the meeting you chaired with the committee on use of recovered funds where decision was made that recovered Abacha funds would be split 50-50 between urgent security needs to confront Boko Haram and development needs (including a portion for the Future Generations window of Sovereign Wealth Fund). This letter is to seek your approval to borrow these funds, for now, to disburse to the NSA.

These funds form part of projected FG Independent Revenue to be appropriated. In light of this and for accountability, given the peculiar nature of security and intelligence transactions, we would expect the NSA to account to your Excellency for the utilisation of the funds.” The ex-President granted approval for the release of the money on January 29th 2015. To back his approval, Jonathan through his Senior Special Assistant (Admin) Matt Aikhionbare, in a memo of January 30, 2015 said: "RE: Request by NSA for transfer of funds" I am directed to forward Ref A to you and convey to you Mr. President’s approval. Humbly submitted for your further action, Ma’am.”

Detectives have discovered that only $250million out of the $300million requested was paid to ONSA. In a letter of February 16th 2015, the then Director of Funds of the Office of the Accountant-General of the Federation, Mr. M.K. Dikwa, in a memo to the CBN Governor, conveyed the mandate to transfer the $250million. The memo read "You are hereby requested to immediately effect fund transfer as below($250m) being amount disbursed to enable for the purchase of ammunition, security and other intelligence equipment for the security agencies in order to enable them fully confront the ongoing Boko Haram threat. As per Mr. President’s approval on CME-HMF/FMF/2015/18 dated 20th January 2015 conveyed via State Houses letter No PRES/87/MF /-2/520 dated 30th January 2015. NSA’s letter Ref. No. NSA/362/5 dated 5th March 2015 also refers.”

A source who spoke on the matter said,“The $250million was duly approved by ex-President Goodluck Jonathan; the ex-NSA did not commit any infractions. He acted in the interest of the country. It is incorrect for EFCC to assume that the $250million was diverted because it was used to purchase vital equipment.”An EFCC source, who spoke in confidence, said: "We will need to interact with the former Minister of Finance, Okonjo-Iweala, to guide us on the contents of her letter, especially on the legality of the withdrawal of the $250million. We will find out what she meant by to borrow these funds and these funds form part of projected FG Independent Revenue to be appropriated. She should assist investigators on whether or not the ex-NSA accounted to Jonathan for the utilization of the funds. A former Chairman of the EFCC, Mallam Nuhu Ribadu, had claimed that Abacha took over $6 billion from Nigeria. He also said $2 billion was recovered when he was in charge of the anti-graft agency.

Keyamo Petitions President Buhari Over Arrest Of Online Journalist




Festus Keyamo (SAN) has petitioned President Muhammadu Buhari over the arrest and incarceration of online journalists by the Inspector General of Police, Ibrahim Idris. Keyamo said in the petition on Friday that, on or about the first day of January, 2018, Idris caused the men and officers of the Federal Special Anti-Robbery Squad to invade the family compound of his clients, Daniel and Tim Elombah, the Publisher and Editor respectively of the UK-based online news website called Elombah.com, in Edoji, Uruagu Nnewi, Anambra State.

"Six persons (including our clients) were arrested, handcuffed like common criminals and driven to the SARS office in Nnewi. They were subsequently taken to the SARS headquarters in Awkuzu, near Awka. Up till this point, our clients were not informed of the reason(s) for their arrests.“It was at SARS headquarters in Awkuzu that our clients were handed over to other armed officers who identified themselves as being from Special Tactical Squad, S.T.S, a team that works directly in the office of the Inspector-General of Police, Mr. Ibrahim Idris. Our clients and one Izuchukwu Elombah were then taken all the way by road (and in handcuffs) to Abuja.

"It was in Abuja that the officers then subjected our clients to hours of grueling interrogation regarding an article published in another blog called opinionnigeria.co titled IGP Ibrahim Idris’s Unending Baggage of Controversies. The article in question was not published by our clients’ blog, Elombah.com, and our clients denied any link to the author, one Ebiowei Dickson. Daniel and Izuchukwu Elombah were eventually released on bail, but have been made to report constantly since then.

"However, the Police got a Remand Order to detain Tim for seven days which expired more than a week ago and the Police are still holding Tim illegally. We now understand that the Police have prepared a Charge against our clients and they would soon be arraigned,” he said. Keyamo said it was shocking and alarming, to say the least, that the Inspector-General of Police deployed the officers and men of special police squads like SARS and STS, which were established to fight serious and violent crimes, to settle a purely private grievance with on-line journalists.

According to him, if at all an offence was committed by the said published article (which is not conceded), a simple civil invitation to his clients would have sufficed, regretting that to use such strong-arm tactics to reign in his clients was a gross abuse of his office and an employment of stone-age tactics in pursuing his personal grievance.“He has further displayed his personal vendetta by refusing to release Tim Elombah long after the detention order has expired. This is one of the worst forms of abuse of human rights. Your Excellency, such practices should be clearly unacceptable under your watch. A situation where your appointees ride rough shod over innocent citizens or use the positions to which you appointed them to settle personal scores should, ordinarily, rankle you and cause you to intervene.

“It should be more so as the substance of the matter has to do with the criticism of the personal life of a public officer by the Fourth Estate of the Realm, a practice that has come to be recognized as one of the components of a thriving democracy. If a public officer cannot tolerate or stomach harsh criticisms, he has no business occupying public office.“It is in the light of the above we urge you to use your good offices to order an investigation into this crass display of power and indiscretion by the Inspector-General of Police and mete out appropriate sanctions against him, which may include the extreme step of relieving him of his position,” he said.

Looters blackmailing Buhari on Benue killings, others – Shehu, presidential spokesperson


The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, in this interview with OLALEKAN ADETAYO, of PUNCH NEWSPAPER talks about the recent killings in Benue and Taraba states, among others

The governor of Benue State, Samuel Ortom, said he alerted President Muhammadu Buhari to the imminent attack in Benue State before it later happened on January 1. Can you confirm the receipt of that intelligence?

This is not true. In any case, the Office of the Vice-President has already shown that there is no truth to the claims made by the governor.

This notwithstanding, it is noteworthy that the police had before now put Benue State on red alert. The Army had mobilised to Benue and for some time, a lot of attacks had been averted. When this attack you mentioned happened, there was a prompt response from the security services and arrests were made. The promptness of the response has been acknowledged by the Tor Tiv, Prof. James Ayatse, and the state governor did not dispute what the Tor Tiv said when the President met with Benue leaders on Monday.

Before now, the President had issued prompt directives to security agencies on the security situation in the country.  He made this clear in his August 21, 2017 broadcast to the nation. In that broadcast, the President asked security agencies not to let the successes achieved in the last months be a reason for them to relax. He said terrorists and criminals must be fought and destroyed relentlessly so that the majority of Nigerians could live in peace and safety. He went further to say that apart from the fight against Boko Haram, this administration will tackle kidnappings, farmers versus herdsmen clashes, in addition to ethnic violence fuelled by political mischief makers. So the President’s stand on the matter is clear.

Gov Ortom specifically said he wrote to inform the then Acting President Yemi Osinbajo that he had information that some herdsmen were planning to attack Benue and that he also told President Buhari after his return from his medical vacation in the United Kingdom, but nothing was done. Why did the President Buhari-led government ignore the warnings?

I have just told you that the Office of the Vice-President issued a statement debunking this claim. You may which to refer to that press release on the issue.

The governor also said he informed the National Security Adviser and the Department of State Services about the imminent attack but that there was no response. How do you relate that with President Buhari’s claims that he is committed to protecting all Nigerians?

We cannot speak for the NSA or the DSS.  Nonetheless, President Buhari’s avowed commitment to protecting Nigerians remains unshaken and is not in doubt.

Some Nigerians are wondering why the President has not visited Benue and Taraba states since the killings. Does he think it is not important?

No. The most important thing is to act and not play politics with the unfortunate and despicable incidents. If he wanted to play politics, the President would have caught a plane and gone there. We are dealing with security issues that require tact, strategy and decisiveness.  That is how to deal with them and that is what the President is doing. The problems cannot be solved with newspaper headlines and Facebook posts.

Many people are also of the view that deploying the Inspector-General of Police in Benue State may not be all that is needed because the attack has spread to other states like Taraba. What happened to intelligence gathering and being proactive in this country?

The escalation of the herdsmen and farmers’ clashes can be traced back to the last decade. The conflict has been there since the existence of the country. The difference here is that this is the first time someone has openly put coffins on display in articulated vehicles, accompanied by weeping women and children and conducted the funeral at the IBB Square, Makurdi.  The President is opposed to the drama around the loss of precious human lives.

Why was it easy for the government to have Operation Python Dance in the South-East but failed to have a major exercise like that in the Middle Belt to fish out killer herdsmen?

The python dance was a military training exercise. It was not to suppress the Indigenous People of Biafra. The operation was one of six military exercises – one for each of the geo-political zones budgeted for by the military and appropriated by the National Assembly for the fiscal year. It was a mere coincidence that there was an escalation of IPOB activities about the same time.

Some Nigerians have described the recent attacks as a conspiracy by the Fulani to take over the country and have their way. How would you react to Nigerians who say the attitude of this government to killer-herdsmen confirms such a conspiracy?

It is a mistaken belief. We issued a statement on January 9 to address this. In that press release, we mentioned that while there are many Nigerians who see the conflict between the nomadic herdsmen and peasant farmers as an ethnic problem, others point to religious differences and agenda.  We then made it clear that the President does not subscribe to such simplistic reductionism. We said that President Buhari holds the view, as do many experts, that these conflicts are more often than not, as a result of major demographic changes in Nigeria.  We cited an example that when Nigeria attained independence, the population of the country was estimated at about 63,000,000.  Today, the population is estimated at close to 200,000,000; while the land size has not changed and will not change.  Urban sprawl and development have simply reduced land area, both for peasant farming and cattle grazing.

We then said it was both unfair and unkind, for anyone to keep insinuating that the President was condoning the spate of killings in Benue and other neighbouring states. We stand by that our statement.

If you say there is no conspiracy, how then do you explain that the heads of the Army, Police, DSS, Immigration, Customs, NIA, the National Security Adviser, Minister of Defence, Minister of Interior, head of prisons, Air Force chief are all northerners?

Every northerner is not Fulani, herdsman, Muslim or Christian. Don’t mix apples with oranges. The appointment of Service Chiefs is like something revolving, swinging in favour of one region and another. In all situations, the most important consideration is the ability to retain the confidence of the Commander-in-Chief and carry out missions assigned successfully.

Now that the government is proposing cattle colonies, what would happen in states like Benue and Ekiti where the governors have kicked against the move?

The policy is still a proposal. Nothing is settled. The President’s avowed position is that Nigerians should be accommodating of one another. He will not permit ethnic cleansing. Nobody will be expelled from Nigeria on the basis of ethnicity, religion or region. Nigeria has always had crop and animal agriculture and it will continue to do so. The President is determined to find a permanent solution to the problem.

Is there a way the Federal Government would pacify such states or would it push the National Assembly to tinker with the Land Use Act that vests the ownership of all lands in the state?

The Federal Ministry of Agriculture has promised that it will table before the Federal Executive Council a new policy on agriculture and Agric-infrastructure. Let us wait for it.

The argument of some people who have opposed the creation of cattle colonies is that herdsmen are businessmen and so they should sort themselves out the way other business persons do. Is the government giving concession to herdsmen because the President is their leader?

Change will come. How soon or quickly can we bring these changes without disrupting peace in the country?  As a long-term goal, cattle ranches are the ideal and more profitable. But we need a roadmap that does not alienate (anyone) but carries everyone along.

Some notable Nigerians have said that the happenings in the country, especially the wanton killings by herdsmen, could lead to another civil war if not handled properly. Do you honestly think the President has handled the matter in a way that is satisfactory to the victims and the states affected by the attacks?

The President has handled security issues in the country as best as anyone can handle them. He is being blackmailed on security issues by the beneficiaries of a rotten old order, who are the real losers in an environment in which corruption, impunity and theft are being fought. Those who stole N2tn from oil subsidies every year; those who stole crude oil, sold it abroad and pocketed the proceedings, powerful men and women who stole N200bn from the federal pensions and salaries; these are the enemies of the people. They are just blackmailing the President. Their pain is that they have been deprived of what they are used to. The message they are sending is ‘we are already starving, how can we survive four more years of Buhari’s government?’ Nigeria is not in danger of a civil war. It is in the throes of the larceny and the insatiable greed of political elite that has fed on a previous economy that rewarded laziness and theft.

Seven governors met with the President behind closed doors last Friday and after the meeting, the governors were talking about supporting Buhari for 2019. Some Nigerians saw that as highly insensitive at a time when the country was mourning. How would you react to that?

Nobody is happy that we lost lives and the President is still in grief. But when you put this question to those who are arguing to replace him, what do they say to you? Is anyone thinking of banning the freedom of expression? Not this government.

Despite his age and alleged ineptitude, is it fair for people to ask him to recontest?

The President is back and in good health. He is fit and strong enough to continue his good work as the President of the Federal Republic of Nigeria. The President cannot be adjudged to be incompetent by any measure. This government has recovered billions of naira and millions of US dollars in the fight against corruption. The assets recovery at home and abroad is unprecedented. This government has stopped Boko Haram from bombing major cities and expelled them from the so-called Islamic caliphate. (There is) the diversification of the economy from its over-reliance on oil to other sources of revenue leading to food security in just two years. President Buhari’s vision has unleashed infrastructure revolution aimed at redressing cumulative years of neglect. The President is very competent.

There was a newspaper report that showed when the President said he only needed one term. Did the President ever say that?

Not to my knowledge. The Constitution of the country, which allows two terms for an elected President, rises above any such permutations or concessions, even if anyone made them. In any case, we heard from the All Progressives Congress in Kano and the South-East and some state chapters will go to the extent of suing the President, should he decline to take a second-term ticket.

Now that the SIndependent National Electoral Commission has released the guidelines for next year’s election, when will the President make known his decision whether to contest or not?

Whatever will come will be in accordance with INEC timetable.

This government recently appointed some dead persons into boards of some agencies, whose fault was it?

We had a problem, we are solving it. A few days from now, ministers will start inaugurating the new boards.

The Director-General of the Voice of Nigeria, Osita Okechukwu, said the President would carry out restructuring in his second term. Is that the plan?

The APC manifesto makes it clear that the government in power will undertake devolution of power. If that is what restructuring means, the President will abide by it.

A northerner in the person of Mr. Boss Mustapha was appointed to replace the sacked SGF, Babachir Lawal, who is also a northerner. Nigerians felt it was okay. But many people are unhappy that a northerner, Ahmed Abubakar, was appointed to replace the sacked National Intelligence Agency Director-General, Ayo Oke, who is from the South-West. They say the President makes it so obvious that he is a sectional leader. How would you respond to that?

The NIA Director-General is not a ‘political position’ per se. It is a highly professional and technical office. The day this country starts appointing heads of security agencies on the basis of ethnicity, religion or region, will be the end of those organisations. NIA is not a tribal organisation. It is an intelligence agency. Only those who are prepared for the job are appointed. Ahmed Rufai Abubakar is a perfect fit, who is most qualified for the job. He has occupied various top public offices in the agency in the course of which he received several awards. He left voluntarily to go to the United Nations as a Director. When he retired, he was appointed as a senior adviser in the Multinational Joint Task Force regional coalition of countries for the fight against Boko Haram and other trans-border security threats in the region. There is no doubt at all as to Mr. Abubakar’s qualifications for the job and that is what is most important. Until Mr. Abubakar’s appointment at the NIA, he worked directly with President Buhari as a Senior Special Assistant to the President on Foreign Affairs/International Relations. He travelled with the President and sat at his meetings with foreign leaders for more than two years. In my layman’s view, advising the President on the important subject of international relations is a far more challenging responsibility than being a DG. But I believe that the President, having worked closely with him, may have used his own assessment of the officer’s competence and personal integrity to choose him above several others to go and undertake this new assignment. Allegations of his dual nationality are false and malicious. It is not true that he is married to a foreigner. His wife is a Nigerian, and this can be verified by simply going to his house. Considering the sensitive nature of the NIA DG’s appointment, President Buhari could not but appoint someone with whom he felt comfortable. Every President should be comfortable with his security chiefs. I think that Nigerians should not read any untoward meaning into President Buhari’s appointment of Mr. Abubakar and disregard the agitations in the media emanating from sources with ulterior motives and vested interests.
