A smart criminal who attempted to defraud the governor of Nasarawa State, Alhaji Tanko Al- Makura, has been apprenhended by the Economic and Financial Crimes Commission.

The Economic and Financial Crimes Commission yesterday, December 22, arrested one Mohammed Momoh, a farmer, for attempting to defraud the governor of Nasarawa State, Alhaji Tanko Al- Makura.

The suspect while posing as a “Private investigator from the Villa“ had approached the wife of the governor with a proposition to help stop a purported investigation of two accounts belonging to the governor, by the Economic and Financial Crimes Commission.

He claimed he came across information regarding the two accounts that had been under investigation since 2011 and also intercepted mails and gotten wind of investigation report purportedly sent to First Bank by the EFCC.

The suspect had requested for N8 million but was offered N6 million. Suspicious about the proposal, the governor’s family contacted the Commission and were asked to play along with the suspect. The suspect was arrested in a sting operation after he collected marked N2million.

The suspect is presently in custody and would be charged to court as soon as investigation is concluded.

What we are doing to end petrol scarcity — NNPC

The Nigerian National Petroleum Corporation (NNPC) says it is intensifying efforts to flood the market with petrol and other products to ease scarcity pervading the country.

Motorists and travellers have been groaning in pains in the last two weeks over persistent fuel scarcity across the country.

The NNPC spokesman, Ndu Ughamadu, said on Saturday in a statement that already, six major marketers, namely, Total, Forte Oil, Oando Plc, MRS, 11 Plc and NIPCO Plc, were loading products round the clock from their various depots in Lagos for onward trucking to other parts of the country.

“The supplies are mostly from cargoes of PMS imported by NNPC which are daily berthing, and immediately being made to discharge their products to stem the supply hiccups.

“The imported products are also being supplemented by supplies from the local refineries.

“NNPC assures Nigerians to remain calm and not to engage in panic buying as the end of the challenge is nigh.

“Marketers are strongly advised against hoarding as security agencies, working with industry regulators, will mete out appropriate sanctions to defaulters,” Mr. Ughamadu said.

The NNPC Group Managing Director, Maikanti Baru, had earlier in the week, said the corporation’s one billion litres of PMS cargo imports had started to arrive.

He said supplies to various parts of the country had been doubled to 80 million litres per day since the current hiccup in the supply chain was noticed few days back.

It would be recalled that Chief Innocent Chukwuma had claimed that GTB withdrew from his account the sum of N559,374,072.09 in excess charges. It was on the basis of this  claim that Innoson acquired  judgment to the tune of N4.7bn from the Federal High Court Awka. At first glance, one could assume the bank debited funds in Innosons account but in the real sense, the N559m represent the interest portion of the N2.4bn loan that he took from the Bank.

Below is the actual fact of the matter:

The History of the N559 Million Excessive Charge Claim by Innoson

In December 31, 2011, Innoson’s account with the bank was in debit of N1,654,481,895.04 (one billion, six hundred and fifty-four million, four hundred and eighty-one thousand, eight hundred and ninety-five Naira, four Kobo only). This means that rather than having money in his account, Innoson was owing the bank this amount as debt for loan which he had collected. However, the EFCC tried to broker a settlement between the Innoson and GTB, which would involve the settlement of Innoson’s indebtedness to the Bank, in view of the fact that Innoson had fraudulently acquired Imported Goods bought solely in the bank’s name.

During the criminal investigation, EFCC got an independent party to reconcile the accounts of Innoson with the Bank. Upon conclusion of the reconciliation, the independent third party’s view was that the indebtedness of Innoson was N1.09billion and that the sum of … were default interest accrued on the loan. However, in the spirit of resolving the issues amicably, the Bank agreed to forgive Innoson of the default accrued interest, so long as Innoson paid, within 30 days, the sum of N1,095,107,822.95 as full and final payment of his indebtedness to the Bank. Innoson agreed and requested for a letter to that effect. Here is the letter GTB sent to Mr Innocent Chukwuma, owner of Innoson, in September 2012:

“Dear Sir,

INDEBTEDNESS OF INNOSON NIGERIA LIMITED

We refer to the indebtedness of Innoson Nigeria Limited (“the Customer”) to Guaranty Trust Bank plc (“the Bank”), secured by your Personal Guarantee which by our records was N1,654,481,895.04 (one billion, six hundred and fifty-four million, four hundred and eighty-one thousand, eight hundred and ninety-five Naira, four Kobo only) as at December 31, 2011.  In addition, we refer to the reconciliation that has been conducted between representatives of the Customer and the Bank, further to which the sum of N1,095,107,822.95 (one billion, ninety-five million, one hundred and seven thousand, eight hundred and twenty-two Naira, ninety-five Kobo only) was agreed as the reconciled indebtedness of the Customer to the Bank, having deducted alleged excess charges.

As you are aware, the above sum of N1,095,107,822.95 (one billion, ninety-five million, one hundred and seven thousand, eight hundred and twenty-two Naira, ninety-five Kobo only) is the reconciled indebtedness of the Customer to the Bank as at December 31, 2011, and the Bank is entitled to charge interest in accordance with terms indicated in the underlying facility agreements from January 2012 to date.

However, the Bank has decided, in the spirit of amicable resolution, to accept from the Customer, or from you in pursuance of your Personal Guarantee, the said sum of N1,095,107,822.95 (one billion, ninety-five million, one hundred and seven thousand, eight hundred and twenty-two Naira, ninety-five Kobo only) in full and final payment of the Customer’s indebtedness to the Bank, provided that same shall be fully paid not later than thirty (30) days from the date of this letter.

Please note that in the event of failure by the Customer and you, in pursuance of your Personal Guarantee, to fully pay as herein advised, the Bank will be constrained, to reverse the concession herein granted, and charge interest appropriately on the said conceded indebtedness of N1,095,107,822.95 (one billion, ninety-five million, one hundred and seven thousand, eight hundred and twenty-two Naira, ninety-five Kobo only) from January 2012, until same is fully paid. The Bank shall thereafter be constrained to commence recovery steps against you as Guarantor, to ensure the recovery of the said indebtedness without further recourse to you”.

2019 election: Amaechi, El-Rufai shut out Okorocha, Ambode, 12 other APC governors in pro-Buhari meetings

 
The Minister of Transportation, Rotimi Amaechi and the Governor of Kaduna State, Nasir El-Rufai, have reportedly shut out fourteen governors of the ruling All Progressives Congress, APC, in several meetings ahead of the 2019 election.

The governors are angry that they were deliberately not invited to two meetings organised by El-Rufa’i and Amaechi all geared towards the 2019 elections.

According to Daily Trust, the 14 governors are demanding to know why they were left out of consultations, the source said.

Two of the meetings, according to the newspaper, were held in October and December, this year at the Abuja residence of Amaechi, who hosted the meeting together with Governor El-Rufa’i.

The meetings were meant to extract a pledge of allegiance to President Muhammadu Buhari to emerge as APC’s candidate for the 2019 presidential election.

The newspaper reports that the first meeting which took place in October was attended by Governors El-Rufa’i, Yahaya Bello of Kogi, Abdullahi Ganduje of Kano, Mohammed Abubakar of Bauchi, Tanko Al-Makura of Nasarawa and Ibrahim Gaidam of Yobe State.

El-Rufa’i and Amaechi were said to have prevailed on the governors to pledge allegiance to President Buhari in 2019.

According to the report, Amaechi and El-Rufa’i invited another batch of APC governors to the Transport Minister’s Abuja residence.

Those who attended the second meeting were Governors Simon Bako Lalong of Plateau, Mohammed Jibrilla Bindow of Adamawa, Samuel Ortom of Benue and Abubakar Atiku Bagudu of Kebbi. This meeting took place last Monday, December 18, 2017.

Daily Trust reports there are speculations that Governors Akinwunmi Ambode of Lagos, Rauf Aregbesola of Osun, Abiola Ajimobi of Oyo and Godwin Obaseki of Edo State were probably shut out because they are believed to be loyal to APC National Leader Asiwaju Bola Tinubu, whose loyalty to Buhari in 2019 is not certain.

Also, Governors such as Ibikunle Amosun of Ogun, Abdulaziz Yari of Zamfara, Kashim Shettima of Borno, Aminu Masari of Katsina, Oluwarotimi Akeredolu of Ondo and Owelle Rochas Okorocha of Imo, who are also known to be loyal Buhari supporters, were kept in the dark by El-Rufa’i and Amaechi.

The source noted that these governors are also known to be close to Buhari and that Okorocha has publicly endorsed Buhari for 2019 on several occasions.

The sources said Governors Abdulfatah Ahmed of Kwara and Abubakar Sani Bello of Niger “were probably left out because they are believed to be close to Senate President Abubakar Bukola Saraki,” who is thought to nurse presidential ambitions.

Governors Aminu Waziri Tambuwal of Sokoto and Muhammad Badaru Abubakar were also excluded from the meetings.

2019: Atiku speaks on contesting against Buhari

Former vice president, Atiku Abubakar, has claimed that he is yet to make up his mind about contesting in the 2019 presidential elections.

Atiku stated this while speaking on VOA Hausa on Tuesday.

The former vice president added that Nigerians will know when he eventually takes a decision.

“For now I have not made up my mind.

“When I decide, I will let the world know,” Atiku said.

Atiku recently returned to the Peoples Democratic Party (PDP) from the All Progressives Congress (APC).
Kaduna State Governor, Nasir El-Rufai, has challenged him, to prove that he funded President Muhammadu Buhari’s campaign in 2015.

PDP Reps celebrate colleague’s defection to APC



There was drama on the floor of the House of Representatives on Thursday when the Peoples Democratic Party members celebrated the defection of one of their colleagues to the All Progressives Congress.


The defector, Mr. Johnson Agbonayinma, hails from Edo State.

Unlike in previous cases where the PDP lawmakers protested against the defection of their members, the lawmakers jubilated as they wished Agbonayinma well.

Agbonayinma became the eighth member of the PDP to defect this year and the second this week.

He described the PDP as “darkness”, where he could no longer belong because he had seen the “light” in the APC.

“The PDP has shut the door against me”, he told the House in his letter read by the Speaker, Mr. Yakubu Dogara.

PDP members, including the Minority Whip, Mr. Yakubu Barde; Deputy Minority Leader, Mr. Chukwuka Onyema; Deputy Minority Whip, Mrs. Binta Bello; Chairman, House Committee on Foreign Relations, Nnenna Elendu-Ukeje; and the Chairman, Committee on Public Petitions, Mr. Uzoma Nkem-Abonta, danced as they bade Agbonayinma goodbye.

They chorused, “Agbonayinma, bye-bye; Agbonayinma, bye-bye; we wish you luck.”

Onyema raised a point of order to give the position of the caucus on the defection.

He said, “Even though we oppose defection; in the case of Agbonayinma, we are actually happy that he is leaving.

“He is like a tumour. You know when you have cancer and it is cured, you feel happy because it has left you.

“The PDP house will be better without Agbonayinma being with us. So, Agbonayinma, bye-bye.”

The lawmakers danced and sang again amid laughter.

Agbonayinma was a member of the Ali Modu Sheriff-faction of the party before the Supreme Court recognised the then Senator Ahmed Makarfi faction as the authentic leader of the party.

The Edo State Deputy Governor, Mr. Phillip Shuaibu, witnessed the defection.

Agbonayinma later addressed journalists in company with the Majority Leader of the House, Mr. Femi Gbajabiamila, at the National Assembly.

Agbonayinma said he had observed that in spite of efforts being made to rescue the PDP, it appeared to be set on “dying, dying, and will be dead.”

He cited the recent national convention of the party as another “wasted opportunity to check the reign of impunity in the PDP.”

“PDP is totally factionalised and a house that is divided against itself will not stand. I decided to leave because I couldn’t face the heat in the dark house.

“I left darkness for light. The so-called unity list that produced the current leaders of PDP only brought more disunity to the party.”

On his part, Gbajabiamila said he was elated that Agbonayinma joined the APC, saying he had always known him to be a man with a “progressive mind.”

He added, “If you know Agbonayinma, he is the kind of person that should be in the APC, not in the PDP. I knew that it was only a matter of time he would join the APC.”

Only on Tuesday, a member from Imo State, Mr. Raphael Igbokwe, defected to the APC from the PDP.

His defection cut the numerical strength of the PDP to about 119. Agbonayinma’s exit further brought it down to 118.

Okorocha gives Imo workers 18 days Christmas holiday



The Imo state Governor, Owelle Rochas Okorocha, has directed that the civil servants in the state to vacate for the Christmas holiday on Friday, December 22, 2017.


They will resume on Monday, January 8, 2018.

According to a press statement by the Chief Press Secretary to the Governor, Mr. Sam Onwuemeodo, workers on essential duties were exempted from this development.

The release also said that government gives workers in the state workforce reasonable time every Christmas to enable them celebrate with their loved ones.

He said, “Government has paid salary to workers in the state up to December to enable them also enjoy the Christmas. This is to wish them a blissful yuletide.”

Former Deputy National Publicity Secretary of the All Progressives Congress (APC), Timi Frank, has said Governor Nasir El-Rufai of Kaduna State lied by saying that former Vice President Atiku Abubakar did not make tangible contribution to the 2015 presidential campaign of the ruling party.


El-rufai, who spoke on a Voice of America (VOA) Hausa Service Programme, “Democracy Today”, had challenged Atiku to mention those who collected his financial contribution to the presidential campaign from him.

However, Frank, in a statement issued in Abuja on Thursday, described the governor’s statement as “a height of ingratitude of a jilted lover.”

He implored the Kaduna State governor to refresh his memory by either watching the campaign video or meeting the then Director General of the APC Presidential Campaign Council, Rotimi Ameachi, for the record of what transpired before, during and after the campaign in 2015.

He said, “Amaechi has record of those who contributed to the campaign. So, if El-rufai does not know, he should contact the Minister of Transportation. Moreover, it is on record that the former Vice President had responsibility for seven states during the campaign.

“Again, it is also on record that Atiku’s media asset was transferred to the campaign. If El-rufai has forgotten so soon, the Director of Media, APC Presidential Campaign Council, Malam Garba Shehu, who is now the spokesman to the President, was handed over to the party campaign team from Atiku Media office, the deputy director of Atiku media team Mr Paul Ibe was also part of APC media team during the 2015 campaign and other key members of Atiku’s group. I don’t know how El-rufai will quantify the cost?

“Moreover, President Muhammadu Buhari, as a President-elect himself acknowledged the role these people played as a group when he met with them at the Defence House in Abuja.”


He advised the governor of Kaduna to stop what he called “his political sycophantic act toward President Buhari” and urged the President to study El-rufai’s antecedents in politics.

BREAKING: Inspector-General of Police bans SARS from conducting stop and search operations


The Inspector-General of Police, Ibrahim Idris, has banned the Special Anti Robbery Squad (SARS) of the Nigeria Police Force from conducting stop and search operations on roads except when necessary.

The News Agency of Nigeria (NAN) reports that some group of Nigerians recently in the social media, called for the scrapping of SARS over alleged harassment of innocent Nigerians, using the hashtag #EndSARS.

Following the allegation, the Inspector- General of Police promised to restructure and reposition the unit for effective service delivery.

Mr. Idris also warned members of the group against acting as bodyguards, delving into land matters and debt collection that were considered civil.

He further warned that members of the unit must only embark on operations with the permission of the commissioner of police in charge of SARS in the police commands.

“You must operate in official uniform clearly marked for identification.

“I just want to warn you all here that any officer caught engaging in these activities will be dealt with accordingly.

“The Nigeria Police force under my leadership shall operate strictly guided by the human rights principles as enshrined in the United Nations charter on human rights,” he said.

He mandated the Inspector-General of police’s monitoring units and the X-squad and other over sights unit of the force to monitor the activities of the SARS.

The police boss noted that the establishment of the unit was due to activities of the men of the underworld.

He said as part of measures to check the unit, they would be solely mandated to confront only armed robbery cases and violent crimes in the country,

Mr. Idris also said men deployed to SARS would undergo training, continuous assessment and psychometric test to determine their suitability.


Davido opens up on friends’ death, rift with Wizkid


Nigerian pop star, David Adeleke, simply called Davido, has spoken on his rift with fellow singer, Wizkid.

He also opened up on the death of three of his friends during the year.

2017 was a bittersweet one for the singer, who, apart from releasing monstrous hits and bagging international awards, also lost three of his close pals.

Fingers were also directed towards him of allegedly knowing the cause of his friend’s suddenly death.

Speaking with Punch, the singer said it had been a very challenging year for him but described himself as a warrior.

He said, “Everybody knows what had happened to me this year, especially with the death of my friends . But I just had to overcome it and prevail.

“It is an amazing feeling when you are able to prevail.

“I am happy and I thank God for the great things He has done for me this year. I thank everybody that has been supporting me.

“My tour was great, we went to 60 cities around the world and I am going to round it off in Lagos.

“It would be an amazing show and people should expect madness. It is God I guess.”

On Wizkid, Davido said, “There is nothing between Wizkid and me; I am on my own. There is nothing.”


Two dead as police, robbers exchange bullets in Okpoga, Benue



No fewer than two persons have been killed in Okpoga community in Okpokwu LGA of Benue State as suspected robbers and men of the Nigeria Police engaged in shootout, along the Ugbokolo-Owukpa road.

Fabmimi  gathered that the gallant officers overpowered the bandits, killing one on the spot, while the other one escaped with bullet injury. He later died on his way to the hospital.

It was gathered that the deceased and their gang were robbing travelers along the road when theyy met their waterloo.

Confirming the incident to our reporter on Saturday, the Benue State Police PRO, ASP Moses Yamuh, said two other persons are currently in the police custody, giving useful information.

“It was not an attack. We had a report from the area that some boys were robbing travelers along the road and we quickly drafted our men from the division to combat them.

“On sighting our men, they opened fire on them and our officers also responded. One of them was killed on the spot. He was putting on military camouflage while the other one escaped with bullets injury.

“He was later arrested but died on his way to the hospital,” Yamuh added.

The police image maker said before his demise, he mentioned some names, who were arrested but they denied being members of the notorious squad.

“The young man before he died mentioned some names and we got them arrested but they denied being members of his gang.

“Though, they admitted that their late friend was a robber and they had advised him severally to change but he wouldn’t listen.

“You know criminals will never admit that they a criminals. We are still investigating the mater to ascertain their claim,” Yamuh added.

He assured that the command was doing everything possible to ensure a hitch-free Christmas and New Year celebrations in the state.


Aguero set to leave Man City as relationship with Guardiola deteriorates


Manchester City striker, Sergio Aguero, is set to quit the club next summer, with the striker becoming increasingly disillusioned with his treatment by Pep Guardiola.

Aguero is City’s all-time leading scorer and could be on his way when the season ends, after spending seven years at the Etihad.

The Argentine did not hide his anger at being subbed after 55 minutes of City’s 4-1 win over Tottenham last weekend, throwing his gloves to the ground.

The 29-year-old was also dropped for the Manchester Derby three weeks ago and never came off the bench at Old Trafford.

Guardiola is adamant he has no problem with Aguero and City’s hierarchy insist the forward remains central to their plans and will be at the club next season.


PENGASSAN reveals those hoarding fuel, gives reasons


 Association of Nigeria, PENGASSAN, has said that the scarcity of Premium Motor Spirit, popularly known as petrol, is mainly because of its hoarding and diversion by oil marketers.

According to PENGASSAN, these marketers were pushing for an increase in the price of the commodity.

It accused the dealers under the aegis of the Major Oil Marketers Association of Nigeria, Depot and Petroleum Products Marketers Association, as well as the Independent Petroleum Marketers Association of Nigeria of being involved in the hoarding and diversion of the product.

Scarcity of petrol worsened across the country on Friday due to the development.

The National President of PENGASSAN, Francis Johnson, told Punch that it was wrong to attribute the scarcity being witnessed in the country to the recent threat by the association to embark on a strike.

He stressed that PENGASSAN would not support such a move being made by the marketers.

He said, “And let me say it here that the oil marketers are complaining, they’ve been looking for ways to increase fuel price.

“But the labour unions, Trade Union Congress, Nigeria Labour Congress, Nigeria Union of Petroleum and Natural Gas Workers and PENGASSAN are the ones who still fight and say to the marketers that they can’t do that.

“All of the marketers, IPMAN, DAPPMA, MOMAN, etc, have been agitating for petrol price increase.

“They give you so many reasons, they say dollar is not accessible, they say this, they say that, but we tell them ‘no’, you can’t do that.

“And so subtle hoarding begins to take place, they start looking for ways to force the government to increase price . That is the game.”

Stressing that PENGASSAN had nothing to do with the fuel scarcity, Johnson said, “Like I told you earlier, left to the marketers, PMS will be selling at N500 per litre because they are there to make profits.

“They say they don’t have access to crude oil, they lack access to dollars and that it is only the NNPC that is importing.

“We said go and import, but they said if they must do that, fuel should be increased to N170 per litre.”


EPL: Lukaku unhappy after Ibrahimovic tells him to play wide


Romelu Lukaku is unhappy at Manchester United and feels he’s being undermined by Zlatan Ibrahimovic.

Lukakau did not celebrate his last two goals for the Red Devils and MirrorSport claims that his issues with Ibrahimovic are behind it.

The Belgium international was signed from Everton last summer for £75million, to effectively replace Ibrahimovic as the club’s source of goals upfront.

But Lukaku feels Ibrahimovic has refused to accept his status as the club’s No 9, since returning from a serious knee injury that had kept him out since April.

Lukaku still starts the big games for United, but has complained that Ibrahimovic has tried to take over his central striking role when he has come on as a substitute, telling him to move out wide.

He is also not pleased that manager Jose Mourinho, have not spoken to the Swede about this behaviour.

Lukaku has managed four goals in 10 games since Ibrahimovic returned, compared to scoring 11 in his first 10 matches.

The Belgium international was signed from Everton last summer for £75million, to effectively replace Ibrahimovic as the club’s source of goals upfront.

But Lukaku feels Ibrahimovic has refused to accept his status as the club’s No 9, since returning from a serious knee injury that had kept him out since April.

Lukaku still starts the big games for United, but has complained that Ibrahimovic has tried to take over his central striking role when he has come on as a substitute, telling him to move out wide.

He is also not pleased that manager Jose Mourinho, have not spoken to the Swede about this behaviour.

Lukaku has managed four goals in 10 games since Ibrahimovic returned, compared to scoring 11 in his first 10 matches.


Nigeria’s economy still vulnerable despite exiting recession – IMF


The IMF on Friday said that in spite of Nigeria exiting the recession, the economy of the country was still vulnerable.

The IMF in a statement by Raphael Ranspach, its Media and Press Officer, welcomed the federal government’s actions to improve the power sector and business environment under the Economic Recovery and Growth Plan. EGRP.

The fund explained that macroeconomic and structural reforms remained urgent to contain vulnerability and support sustainable private sector-led growth.

The IMF said its staff team led by Amine Mati, Senior Resident Representative and Mission Chief for Nigeria, visited Nigeria from December 6 to December 20, 2017 to conduct the 2018 Article IV consultation, which led to this report.

“Overall growth is slowly picking up but recovery remains challenging. Economic activity expanded by 1.4 per cent year-on-year in the third quarter of 2017 – the second consecutive quarter of positive growth after five quarters of recession — driven by recovering oil production and agriculture.

“However, growth in the non-oil-non-agricultural sector (representing about 65 per cent of the economy) contracted in the first three quarters of 2017 relative to the same period last year.

“Difficulties in accessing financing and high inflation continued to weigh on companies’ performance and consumer demand.

“Headline inflation declined to 15.9 per cent by end-November, from 18.5 per cent at end of 2016, but remains sticky despite tight liquidity conditions.

“High fiscal deficits – driven by weak revenue mobilisation – generated large financing needs, which, when combined with tight monetary policy necessary to reduce inflationary pressures, increased pressure on bond yields and crowded out private sector credit.”

The IMF said the factors enumerated above contributed to raising the ratio of interest payments to the federal government revenue to unsustainable levels.

Reflecting the low growth environment and exposure to the oil and gas sector, it said the banking industry’s solvency ratio has declined from almost 15 to 10.5 per cent between December 2016 and October 2017.

“In addition, non-performing loans have increased from 5 per cent in June 2015 to 15 per cent as of October 2017, although with provisioning coverage of about 82 per cent,” it said.

IMF, however, said the authorities had begun addressing macroeconomic imbalances and structural impediments through the implementation of policies underpinning the ERGP.

It said recovering oil prices, the new Investor and Exporter foreign exchange window has increased investor confidence and provided impetus to portfolio inflows.

The fund added that these have helped to increase external buffers to a four-year high and contributed to reducing the parallel market premium.

It said important actions under the Power Sector Recovery Programme increased power supply generation and ensured government agencies paid their electricity bills.

It added that welcome steps were also taken to improve the business environment and to address longstanding corruption issues, including through the adoption of the National Anti-Corruption Strategy in August 2017.

The IMF said that with these positive actions, growth is expected to continue to pick up in 2018 to 2.1 per cent, helped by the full year impact of greater availability of foreign exchange and higher oil production, but to stay relatively flat in the medium term.

“However, in the absence of new policies, the near-term outlook remains challenging. Risks to the outlook include lower oil prices, tighter external market conditions, heightened security issues and delayed policy responses,” it said.

It called for measures to contain vulnerabilities and achieve growth rates that could make a significant impact in reducing poverty and unemployment, which required a comprehensive set of policy measures.

On the fiscal front, the Fund welcomed the recent tax reforms aimed at improving tax administration, planned increases in excises, and latest steps taken to lower debt servicing costs and lengthen maturities.

“However, with oil prices expected to remain lower than in the past, upfront actions to mobilise non-oil revenues, including through reforming the VAT and removing exemptions, are needed while safeguarding priority expenditures, including scaling up social safety nets and infrastructure investment.

“Fiscal consolidation should be accompanied by a monetary policy stance that remains tight to further reduce inflation and anchor inflation expectations.

“Moving toward a unified and market-based exchange rate as soon as possible while continuing to strengthen external buffers would be necessary to increase confidence and reduce potential risks from capital flow reversals.

“Such a policy package – along with structural reform implementation, including by building on recent successes to improve the business environment, closing infrastructure gaps, and implementing the power sector reform plan – would lay the foundation for a diversified private-sector led economy.

“Strengthening governance and transparency initiatives, and lowering gender inequality and fostering financial inclusion would also be important,” the IMF said.


Yuletide: Military bans use of ‘knockout’


The Nigerian military and the police have banned the use of fireworks during the Yuletide.

A statement by the task force’s spokesperson, Major Umar Adams, urged residents and travellers to go about their normal business during the Yuletide.

Meanwhile, they have described as untrue reports in the social media that that some villages and routes in Southern Kaduna were not safe for travellers.

“We wish to categorically state that there is no threat, crisis or breach of security anywhere around Southern Kaduna.

“The roads and all the communities are, therefore, safe and free for passage,” the statement read partly.

In a similar manner, the Plateau State Police Command has banned the use of fireworks during the festive period and assured the residents of adequate security.

A statement by the command’s spokesperson, Matthias Tyopev, said the police had deployed patrol vehicles in strategic areas with a view to responding promptly to distress calls from members of the public.

Tyopev said, “We wish to state that there is a ban on the use of fireworks and bangers. This is to avoid all forms of distraction in the execution of the security strategy in place.

“The support of the public is highly solicited to ensure hitch-free Christmas and New Year celebrations. Parents and guardians are encouraged to advise their children to desist from the use of any form of fireworks before, during and after the Yuletide as any person found flouting the ban would be arrested and prosecuted.”


Fani-Kayode reveals how much Buhari paid to Boko Haram for Chibok girls




Former Minister of Aviation, Femi Fani-Kayode, has said that the President Muhammadu Buhari government paid the sum of €3million to the dreaded terrorist group, Boko Haram, for the latest release of a batch of Chibok girls.

Fani-Kayode writing on Twitter, stated that he got the figure from the Wall Street Journal and wondered how much “went back into buying arms for Boko Haram and Fulani herdsmen”.

He tweeted: “The Wall Street Journal claims that the Buhari govt paid €3million as ransome to Boko Haram for the latest release of a batch of Chibok girls.

“I wonder how much of that money went back into buying arms for BH and the Fulani herdsmen? The picture is getting clearer by the day.”

The Bring Back Our Girls group recently faulted the Buhari’s administration over its silence on the remaining girls in captivity.


A conspiracy was hatched to remove me as COSON chairman –Okoroji


There was slight drama at the Copyright Society of Nigeria, Lagos recently over the leadership of the society.

It came as a surprise to many when it was reported that the board of COSON had taken the mantle of leadership from Tony Okoroji and handed it to Efe Omoroegbe as the new chairman.

But just a few days ago, it was in the news again that Okoroji had been brought back as the COSON chairman by members of COSON, who insisted they didn’t want any other leader apart from Okoroji.

In a chat with Saturday Beats over this latest drama, Okoroji said the process of his initial removal was bizarre.

“I attended an emergency board meeting that called for a specific matter. Suddenly, I was told to step down, with no prior notice, no charges, no hearing, nothing. I understood immediately that a conspiracy had been hatched. It was a coup. I saw some of the people I used to eat and drink with, with bloodshot eyes, desperately trying to find something to hang on my neck! I knew instantly that the coup was sponsored by elements outside of COSON.

“I am sensitive to anything that would destroy COSON or damage the great brand that we have painstakingly built through unbelievable toil. I did not want any controversy around COSON. I did not want COSON to become another PMAN. I do not have an office, cubicle or desk at COSON House which I laboured to build. I had nothing to pack. So, I picked up my laptop and left COSON House without complaining to anyone. My private office at TOPS is not far from COSON House so I went there to work. I did not think it made any sense to show any anger because of what had just happened. I would have given the enemies of COSON underserved pleasure.”

Talking about how he was reinstalled, Okoroji said, “Members of COSON from every corner of the nation met at COSON House. It was a scheduled general meeting which usually holds every year in the last seven years. In the interest of peace, I had decided to stay away from the meeting. I was at work when I received a phone call from one of our most esteemed members, Prof Victor Uwaifo, who told me that he was chairing the meeting and that the members of COSON insisted on seeing me. I tried to argue with him but he was insistent. In our industry, you do not say no to a legend like Sir Victor Uwaifo. So, I went to the COSON House, the first time in 12 days, and found the place overflowing with COSON members. The reception I received will remain in my heart for the rest of my life. I cried.

“I saw people’s power the way I had never seen it in Nigeria. The members were emphatic that they do not recognise or accept any change in the leadership of COSON and resolved that the Board be immediately reconstituted without the persons behind the sad events of December 7. The entire proceeding was captured on video,” he said.

Almost immediately, COSON had to reconstitute its board members with the names of Omoregbe and some others, visibly absent.

“We have reconstituted our board to inject fresh blood into the decision-making process at COSON and to drive the society towards greater achievements in 2018. We now have on the board such well-known names in our industry as Sir Shina Peters, Ras Kimono, Azeezat, KSB, Richard Cole, John Udegbunam and others. These are people who have shown unwavering commitment to the success of the COSON vision. I am very happy that instead of one female, we now have three on our board.”

  

Lady burnt to death in Delta fire


TRAGEDY struck in Agoloma community in Patani Local Government Area of Delta State penultimate Thursday when a midnight fire  burnt a young lady identified simply as Bridget Sampou Oyindoubra to death.

The incident, according to sources happened shortly after Bridget returned from an end of the year prayer meeting in her church.

It was gathered that Bridget, who was a chorister in the  church attended the pre-Passover prayer meeting with her friends and returned home late in the night.

It was also learnt that on her return, Bridget immediately went to bed and locked the door to her apartment.

The fire, according to a source ,may have been triggered by fuel the deceased stored in her apartment.

It could however not be ascertained at press time whether the fire was caused by candlelight or electric spark.

It was also learnt that neighbours battled in vain to stop the ravenous fire.

”The neighbours poured sand and water into the fire to stop it from engulfing the apartment, but their intervention could not stop the inferno,” said a source.

Bridget was said to have attempted to crawl out of her room to no avail.

The charred body of the deceased youth was recovered from the room after the fire subsided.

Friends of the deceased took to the social media to mourn her tragic death.

One of them, Agoinzov Nkemluv, who mourned the deceased on his Facebook page said: ” RIP Bridget, we miss you. Just burnt to death in her house an hour ago.”

Agency accuses marketers of diverting 129,000 litres of fuel





The Head Public Affairs Unit of the Department of Petroleum Resources (DPR), Mr. Mohammed Saidu, yesterday accused petroleum marketers of diverting 129,000 litres of petrol from Abuja.

Saidu, who revealed this to the News Agency of Nigeria (NAN) after monitoring the stations, added that some of the erring filling stations had been given a total fine of more than N30.5 million.

According to him, more intelligence units are liaising with the public to get information for on-the-spot checks since the scarcity began.

Saidu said the products were being diverted without the knowledge of security agents who have no mechanism to check the quantity of fuel offloaded at filling stations.

He said: “We now have an intelligence measure that ensures that even if one litre of petrol is diverted, the station is penalised. We have a way of tracing it.

“Through this means, we were able to get to Bulasawa, that remote area behind the National Assembly, and they diverted 13,000 litres.

“They have been issued a letter to pay N3.575 million to the TSA within one week before they will continue their business.

“Whatever products that were there, we allowed them to sell them off on the spot so we don’t compound the issue of scarcity.

“We also got to Oando on Olusegun Obasanjo Way, they also diverted 11,000 litres, which means out of the three compartments of the 33,000 that was consigned to them, they took away one compartment.

“They have been issued a letter to pay about N12 million into the TSA.

“We got another station that diverted 15,000 litres and they have been written to pay N15 million into the TSA.

“We got to one station – Toniset, along the Zuba Junction. They applied for formal renovation, they are doing renovation and we were surprised they were given two full trucks without any place to dispense the product.

“We had to trace the two trucks to PPMC to ask how they allocated products to a station that was under construction.”

He further explained that the truck diverted from Bulasawa, was traced to one of its stations on Kaduna Road.

“The remaining 33,000 litres, as far as we are concerned, was not allocated to that station, so it has to pay the N3.5 million fine.

“The essence of making it N275 per litre is because they lifted the products at the depot at about N133 per litre, and so we double it, meaning, in addition to losing the product indirectly to the government, you are also charged additionally. This is to serve as a deterrent, and many marketers are getting jittery.

“If the PPMC consign products to only stations that have physical presence, we are sure the scarcity will end,” he said.

He said the department had visited about 360 stations in Abuja, out of which 157 were found to be selling.

“Those few that we found that had products that were not selling, we stationed our staff there to make sure they sell, and they are about 20 stations,” Saidu said.

The Nigerian National Petroleum Corporation (NNPC) had earlier blamed the current petroleum scarcity in the country on marketers of the product.

The Group Managing Director of the company, Dr Maikanti Baru, had repeatedly assured Nigerians that the queues would disappear by Saturday as it had a 25-day sufficiency.

Don’t sabotage Christmas, Uzodimma warns fuel dealers





The Chairman of Senate Committee on Customs, Excise & Tariff, Senator Hope Uzodimma, yesterday warned fuel dealers and tank farm owners against sabotaging the Christmas celebration.

He asked them to shun the temptation of playing politics with the distribution of petroleum products, which he said is at the roots of the current scarcity of fuel across the country.

Uzodimma, who is also the Chairman of the Southern Senators Forum (SSF), said in a statement in Abuja that from statistics available to his committee, “there is enough quantity of petroleum products imported into the country which can last till the first quarter of next year.”

He blamed the scarcity on hoarding.

He said the timing of the development smacks of sabotage and appealed to dealers and tank farm owners to resist being used to politicise the fate of Nigerians.

He said: “Christians all over the world and indeed Nigeria hold the Christmas period dear to their heart consistent with their faith, and nobody or group of persons should be seen to be sabotaging this all important feast.”

Uzodimma urged the Nigerian National Petroleum Corporation (NNPC) to carry out thorough investigation into the scarcity with a view to sanctioning erring dealers.

According to him, since the increase in pump price of fuel in the last two years, there has been steady supply of petrol in the filling stations.

He wondered why scarcity is coming now that Christmas is around the corner “if not for political reasons and deliberate efforts to sabotage the Federal Government.”

Fuel scarcity: Civil societies group accuses tanker drivers of holding Nigeria to ransom





The Coalition of Civil Societies for Transparent and Good Governance yesterday accused the Tanker Divers Union (TDU) of being responsible for the unending fuel scarcity that is troubling the country.

Leading 24 other CSOs to address newsmen in Abuja yesterday, the National Coordinator of the group, Alhaji Ali Abacha, described the development as an act of sabotage, Abacha alleged that further findings by “our team of eagle-eyed agents revealed that this group of men who claim the name TDU had forcibly taken over various depots and tank farms of oil dealers.”

He added: “We discovered that workers of some companies were shut out of their depots by members of the cabal. The situation has built so much tension around some depots with the TDU shutting down the depots and workers in the depots spoiling for war.

“The same scenario is playing out at other depots we visited in the wake of the ongoing fuel crises, prompting out decision to bring this ugly situation to the attention of security agencies and Nigerians.

“We are therefore calling on the Federal Government to put an end to this other Tanker Drivers Union that has been causing mayhem around our nation’s depots while they are not real tanker drivers, and allow companies to manage their staff drivers.

“Our finding showed that every company has its own drivers. These drivers operate unionism within their companies. Government should ensure that unionism operates as such rather than allowing external agents to be reaping where they do not belong.

“As fuel scarcity bites harder and trucks fully loaded with petrol are currently being withheld by this cabal (thanks to recent interventions by government), Nigeria security operatives are by this conference urged to storm and free other remaining trucks and their contents for the use of Nigerians.

“Nigeria government should also ensure that same thing is done in all other depots across the country where the cabal “drivers” who are detaining truck drivers are chased out of all depots and depot/business owners allowed and protected to run their businesses.

“Drivers should not be forced to join or belong to unions they are not interested in. Depot owners must be protected by government if they wish to operate as independent operators, and not be forced to join or establish unions of their dislike. This should not be by force”.

El-Rufai lied about Atiku’s contribution to Buhari’s victory in 2015 – Timi Frank

 
Former Deputy National Publicity Secretary of the All Progressives Congress (APC), Timi Frank, has said Governor Nasir El-Rufai of Kaduna State lied by saying that former Vice President Atiku Abubakar did not make tangible contribution to the 2015 presidential campaign of the ruling party.


El-rufai, who spoke on a Voice of America (VOA) Hausa Service Programme, “Democracy Today”, had challenged Atiku to mention those who collected his financial contribution to the presidential campaign from him.

However, Frank, in a statement issued in Abuja on Thursday, described the governor’s statement as “a height of ingratitude of a jilted lover.”

He implored the Kaduna State governor to refresh his memory by either watching the campaign video or meeting the then Director General of the APC Presidential Campaign Council, Rotimi Ameachi, for the record of what transpired before, during and after the campaign in 2015.

He said, “Amaechi has record of those who contributed to the campaign. So, if El-rufai does not know, he should contact the Minister of Transportation. Moreover, it is on record that the former Vice President had responsibility for seven states during the campaign.

“Again, it is also on record that Atiku’s media asset was transferred to the campaign. If El-rufai has forgotten so soon, the Director of Media, APC Presidential Campaign Council, Malam Garba Shehu, who is now the spokesman to the President, was handed over to the party campaign team from Atiku Media office, the deputy director of Atiku media team Mr Paul Ibe was also part of APC media team during the 2015 campaign and other key members of Atiku’s group. I don’t know how El-rufai will quantify the cost?

“Moreover, President Muhammadu Buhari, as a President-elect himself acknowledged the role these people played as a group when he met with them at the Defence House in Abuja.”


He advised the governor of Kaduna to stop what he called “his political sycophantic act toward President Buhari” and urged the President to study El-rufai’s antecedents in politics.

It also condemned the emergence of the new faction of the party which was formed on Wednesday.

In a statement on Thursday, the lawmakers vowed not to have anything to do with the faction.

They called for the investigation of individuals behind the new group “as we would not want enraged supporters of the PDP to take the laws into their hands in the process of dealing with such miscreants.”

The statement issued by Chukwuka Onyema, deputy minority leader, read: “This band of impostors – pawns being strung along by devious elements in the ruling party – has the audacity to arrogate the name of our party, the PDP, to its misadventure, using a rented space somewhere in Asokoro, Abuja.

“Feigning complete ignorance that the Wadata Plaza national headquarters of the PDP that is recognised by the Independent National Electoral Commission is located at Wuse Zone 5 in Abuja, they pasted two copies of our flag on the wall and went to town like a band of jesters.

“The PDP House caucus hereby declares that the five leprous fingers said to constitute the mischievous adventure do not constitute any faction, splinter group or whatever fanciful description they claim within PDP as they are only serving the errands of the ruling party elements planning to use them for even more mischief early next year.

“There is need to investigate how far these five leprous fingers are connected to the APC and its past record of widespread deceit and unscrupulous propaganda.

Gunmen kill Makurdi businessman

Unknown gunmen last week Thursday night killed a businessman, Samiaila Auwalu, at the North Bank suburb of Makurdi Local Government Area in Benue State.

Witnesses said the gunmen numbering about three were allegedly dressed in police uniform and had gained access into the deceased's home at about 7:30pm, identified the victim and opened fire on him.

A resident in the area, Emeka Onye, testified that the deceased was a good and generous man who was loved by his neighbours for his kind disposition towards everyone around him.

The Police Public Relation Officer (PPRO), for the Benue Command, Moses Joel Yamu, confirmed the incident, saying that the late Alhaji Auwalu, 45, was shot on his chest at his resident behind Maitala Motors by New Bridge Mine at North bank in Makurdi.

Yamu added that the victim was rushed to the Musab Hospital in Wadata area of Makurdi by his family members but died while receiving treatment.

The police spokesman further said that an empty shell was recovered from the scene while investigation into the matter has commenced.

15-year-old housewife poisons husband, half brother to death to Katsina

A 15-year-old housewife in Katsina State, Dausiya Abdulmumini, has murdered her 27-year-old husband, Saminu Usman, and her half brother, Muhammad Dasa.
She committed the crime by allegedly adding poisoned substance in the meal she served her husband.

Her sister-in-law, Shafa'atu Usman, 23, who ate three spoons of the poisoned food, survived as she was said to have been rushed to the hospital where she was treated and later discharged.

The Katsina State Police Public Relations Officer, PPRO, DSP Gambo Isah, confirmed the incident to Vanguard on Friday.

Isah said the incident happened in Ungwar Dan Mayaki village in Bakori Local government area of the state.

The police boss further disclosed that the husband and her half brother, Dasa, who unknowingly ate the left over of the poisoned food from the husband, could not survive it as they were said to be brought into the hospital dead.

The police spokesperson said a good Samaritan reported the case at the Bakori Divisional police station.

He explained further that it was a forceful marriage case where the housewife, Dausiya was initially in love with her husband and suddenly felt she doesn't love him again after he had had an accident (two weeks after their wedding) leading to his deformity – limping while walking and had also lost almost all of his teeth.

Again, DSP Isah noted that she (Dausiya) was said to be carrying a pregnancy belonging to another man.

The PPRO said Dausiya is in the police costudy in Bakori and would be charged for culpable homicide and other charges.

DSP Isah however, said the incident happened on December, 18, 2017.

“The PDP House caucus hereby declares that the five leprous fingers said to constitute the mischievous adventure do not constitute any faction, splinter group or whatever fanciful description they claim within PDP as they are only serving the errands of the ruling party elements planning to use them for even more mischief early next year.

“There is need to investigate how far these five leprous fingers are connected to the APC and its past record of widespread deceit and unscrupulous propaganda.


“Our convention has come and gone in the face of a ruling party that seems so petrified at the thought of facing a reawakened PDP, even as it remains unable to hold a national convention like we did.
