The Anti-smuggling operations of the Nigeria Customs Service NCS have impounded 37 assorted vehicles smuggled into the country via unapproved routes. The smuggled assorted vehicles includes: 8 Lexus Jeep LX 570 (2017 model), 12 Land Cruiser Jeep (2017 model), 17 Toyota Hilux (2016, 2013, 2012, 2011, 2010 and 2009 models respectively). The cars were smuggled in through the bush in various parts of the country. See more photos of the impounded cars below

24 hours Port Operations: Customs demands manifest before vessels’ arrival



IN a bid to ensure full compliance with the executive order on 24 hours ports operations, the Nigeria Customs Service (NCS) has insisted that advanced cargo manifest by shipping agencies must be submitted seven days before the arrival of vessels at the nation’s seaports.

Besides, the executive order on 24 hours port operations also directed that import documents be reduced from 14 to eight days while that of export has been reduced from 10 to seven.  Speaking at a town hall meeting with some maritime journalists, Comptroller General of Nigeria Customs Service, Col. Hammed Ali (retd.) said that the advance cargo manifest would enable risk management profiled and separated on time before ship arrival.

He stated: “In order to achieve greater service delivery at the ports, there was the need to streamline the current import and export procedures. To achieve greater service delivery at our ports, the department of home finance of the Federal Ministry of Finance revised Nigeria’s import and export guidelines streamlining the current procedures.” The new guidelines, according to the Customs boss, would focus on some of the issues causing inefficiency and delay at the ports.

Ali who was represented by the Customs Area Controller, Ports and Terminal Multi-services Limited (PTML) Command, Comptroller Aremu Morenike, explained that some of the new guidelines would impact directly on the operations of officers and men at the ports.

Harping on the actualisation of 24 hours ports operation, the customs boss maintained that NCS is positioned to implement the executive order, adding that the impediments to the attainment remain the integrity and compliance of the trading public in ensuring proper documentation and honest declaration.

Also speaking at the event, Executive Secretary, Nigerian Shippers’ Council, Barrister Hassan Bello, noted that 24 hours port operation is achievable, calling on all government agencies to work as a team.

Bello who was represented by Mrs. Juliana Saka from the Compliance and Monitoring Department of the Council, called on agencies operating at the ports to complement each other rather than competing.  He stated that the Standard Operating Procedures (SOP) launched by the Council is a guide to all port users, adding that the portal would also be integrated with  Customs IT platform.

Customs ASC commits suicide in Abuja

A 44 year old Assistant Superintendent of Customs simply identified as Christian, allegedly committed suicide in Lungu Village, Gwarinpa, Abuja. According to reports, Christian was found dead dangling from a rope in his one room apartment. He reportedly locked himself in the home and killed himself. His reason for committing suicide is yet unknown.

Confirming the incident, the Gwarinpa Divisional Police Officer, CSP Nuruddeen Sabo, said the deceased who was unmarried, was staying with his brother and was said to have been recently transferred to Lagos before the incident happened.

According to Sabo, preliminary investigations showed the deceased was suffering from depression. “Exhibits recovered include some drugs and knife"he said

IMPORT DUTY: Custom officers storm Berger-yard auto mart

Men of the Federal Operations Unit, FOU Zone A, the anti-smuggling arm of the Nigeria Customs Service, NCS, have laid siege on the popular Berger-yard auto mart for three days since last Thursday, in search of vehicles suspected to have been shipped into the country without payment or under payment of duty.

The officers, who were accompanied by Army officers of the OP MESA outfit, went to one of the 26 parks to take away three vehicles said to have been cleared without duty payment.

However, the dealer, Kenneth Ezerube and his assistants refused to allow  the cars to be taken away until the President of United Berger Motor Dealers Association, UBMDA, Chief Metche Nnadiekwe stepped in asking that the cars be taken to his office.

However, there was disagreement  over the Customs officers visit. While Nnadiekwe claimed it was a routine  Ezerube, said that the officers were invited by the President to intimidate him over his refusal to make a N35 million contribution.

Responding to the allegation, Nnadiekwe said the Association was actually collecting money to take care of its legal cases and other pressing issues and that Mr. Ezerube had not been contributing to the upkeep of the Association over the years. He was however silent on the N35 million contribution.

The Public Relations Officers of FOU Zone “A”, Jerry Attah, when contacted said the officers were actually there on official duty because there have been petitions of duty evasion or half payments.

Shake-up in Customs, 48 Comptrollers redeployed

In a major shakeup of the Nigeria Customs Service, the Comptroller-General of Customs, Col. Hameed Ibrahim Ali (rtd) has approved the redeployment of 48 Comptrollers of Customs.


The redeployment which is in line with the ongoing reforms of the Service moved Comptroller Madugu, M.J from Sokoto/Kebbi/Zamfara to Ogun Command, Comptroller Udo-aka, E.A from Investigation to Oyo/Osun Command and Compt. Isiyaku, K from Tariff and Trade to Port Harcourt 1 among others.

A statement from Joseph Attah, Customs spokesman said, “Similarly, the Comptroller-General’s Compliance team has been disbanded and a new team reconstituted.

“The new Compliance team is divided into three. Team A for Western Axis, B for Northern axis and C for Eastern axis.

“They are to complement the Federal Operations Units in order to vigorously crackdown on all forms of smuggling activities nationwide with particular focus on the enforcement of non-importation of rice and vehicles through the land borders.

“The new CGC’s Compliance team will be co-ordinated by Comptroller Azarema A.A who before now has been the Comptroller License and Permit at the NCS HQ.

“The Axis will be led by Assistant Comptrollers of Customs.

While effecting these changes, the CGC expressed his determination to strategically reposition the Service as a crucial contributor to the success story of the nation.

He said, “Revenue leakages must be blocked; the nation needs all collectable revenue”.

The CGC called on all stakeholders to support the Service by being compliant as well as provide needed information for the Operatives to nip smuggling activities in the bud.

Customs distributes over 136,000 bags of seized rice to IDPs–Offical


The Nigeria Customs Service (NCS), has distributed 136,476 bags of rice to Internally Displaced Persons (IDPs) camps across the country in the last one year.

Mr Joseph Attah, NCS Public Relations Officer, who stated this in an interview on Tuesday in Abuja, said this was in line with the Presidential directive on seized perishable items.

Attah said that the reinstatement of the ban on rice importation through the land borders few months after lifting it in 2016 was to stem the tide of rice smuggling.

“I can assure you that our anti-smuggling strategy is yielding positive dividends in the last three months, we made a total seizure of 136,506 50kg bags of rice.

“The last one year, we made a seizure of 205,825 bags with a duty paid value of more than N1billion; that is just rice alone.

“To build another layer of policing, we have what we call the compliance team that in the last three months alone, made a total of 921 seizures with a DPV (that is Duty Paid Value) of more than N1 billion.

‘’Most of these seizures are rice and vehicles.

The NCS spokesman said that customs in its relentless war against rice smugglers had record successes and paid great prices through the loss of its officers.

Recall that the distribution of relief materials by the NCS to the IDPs across the country was in compliance with the presidential directive to distribute seized perishable items to IDPs in the Northeast.

Customs Policy: Senate Shouldn’t Have Escalated Ali’s Uniform Issue – Saraki

Senate President, Bukola Saraki has said the Senate was supposed to have submerged the uniform issue surrounding the Comptroller General of the Nigeria Customs Service, Col. Hameed Ali (retd.), as it was pedestrian, compared to the main issue for which he was summoned.

The senate president, who made the statement during an interview with Daily Trust, said that it was unfortunate that the uniform narrative overshadowed the policy issues for which Ali was summoned.
According to him, the main reason why the Senate summoned the Customs boss was because of the unfavourable policies being proposed by the service.
Recall that the Customs Service policy entailed impounding any vehicle imported into the country over the last seven years for which no import duty has been paid.
The service said the policy would generate more revenue and improve security across the country.
The policy, which sparked off swift reactions from Nigerians, prompted the Senate to direct the NCS to suspend it.
Saraki said: “I think that was an issue in which we allowed an unimportant issue to overshadow the more important issue. That was unfortunate.
“Our job in parliament is to look at the interest of Nigerians. That policy introduced by customs is very bad and is coming in very difficult times and it needed a review. That was the main issue. Unfortunately, the narrative of the uniform was given more prominence.
“As at today, I’m not even sure whether that Customs policy is still in force or has been suspended. All anyone remembers is the issue of the uniform. I think we all have a role to play here in not allowing some of these pedestrian issues to submerge the more substantive issues. The advice we gave him was to suspend this action and carry out more consultation, and let’s talk about other ways in which customs revenue can be increased.
“The issue of whether he can wear uniform or cannot wear uniform, that can go on until whenever but whether he is in uniform or not, let him do the right policy. This policy is not good since it affects everybody. There should be wide consultation. We are in a democratic setting and since parliament represents the people, come and explain what you want to do, why and how you want to do it.”

Association of Auctioneers drag Customs boss before a Fed High Court over plan to conduct online auction sales of seized vehicles and other condemned items.


The Nigeria customs comptroller-general, Hameed Ali has gotten himself entangled in another controversy with the Nigerian Association of Auctioneers.

The association has dragged Ali before a Federal High Court sitting in Abuja over the plan by NCS to conduct online auction sales of seized vehicles and other condemned items.

In a suit brought by way of originating summons, the Auctioneers are praying the court to hold that by virtue of its incorporation, registration and accreditation pursuant to the relevant laws of the federation, an auction sale cannot be conducted by a committee appointed by Customs.
Joined as plaintiff in the suit is the Millennium Auctioneers Association of Nigeria.
They are also seeking an order of the court declaring as null and void any committee set up or sale by online for the conduct of sale by auction.

Breaking: CMS promotes 3,487 Customs Officers


Following Presidential approval, the Comptroller-General of Customs, Col. Hameed Ibrahim Ali (Rtd) has released the promotion of 3,487 Senior Officers to various ranks.

The promotion according to Joseph Attah, Public Relations Officer Comptroller-General of Customs, Monday, was strictly based on merit, considering the cumulative scores from examination, oral interview and seniority

A breakdown of the promotion shows:
DC-CC=17, AC-DC=27, CSC -AC=156, SC-CSC=62, DSC-SC=86, ASC1-DSC=144, ASC II-ASC I=2,522, DCIC-CIC=23, ACIC-DCIC=30, PIC-ACIC=57, SIC-PIC=56, Support Staff DC-CC=3, AC-DC=4, CSC-AC=2, SC-CSC=8, DSC-SC=8, ASCI-DSC=8, ASCII-ASCI=44, DCIC-CIC=2, ACIC-DCIC=5, PIC-ACIC=2, SIC-PIC=21, Lateral Conversion=119, Upgrading=81: Total = 3,487.

Some of the newly promoted officers to the exalted rank of Comptroller include Musa MBA, Wale Adeniyi, Angbalaga J.J, Seriki-Kebbi, MM, while the Public Relations Officers, Joseph Attah and his deputy Abubakar Dalhatu were promoted to Deputy Comptroller and Chief Superintendent respectively.

During a symbolic decoration at the Customs HQ, Abuja, the CGC charged the officers to see their promotion as a call to higher duty.

As part of the ongoing reforms in line with circular Ref: HCSF/EPO/EIR/CND/100/ST/98 of 8th September 2016 from the Head of Service of the Federation and the approval of Government since April 1992 for Nigeria Customs Service to align with the Nigeria Police Force rank structure, the CGC approved the removal of dichotomy against holders of Higher National Diploma from Bachelors Degree in the Service.

He directed immediate alignment of rank structure of the service with that of NPF.

Consequently, officers in the Inspectorate cadre on Salary Grade level 08 and above are to align with the appropriate rank in the Superintendent Cadre.

Responding on behalf of the newly decorated officers, Comptroller Olusemire Kayode thanked the Management and gave the assurance of recommitment to effective service delivery.

He said, the newly promoted will uphold the confidence reposed in them by contributing their best to the course of Nation building.

Nigeria loses N10bn monthly at Tin Can Area 11 – ANLCA

The Association of Nigerian Licensed Customs Agents (ANLCA), says the Federal Government loses more than N10 billion monthly because of inactivity at Tin Can Port Area two, Lily Pond, Ijora, Lagos.

Mr Olufemi Olabanji, Chairman of the Association, Tin Can two Area Command, revealed in Lagos on Monday that the terminal had capacity to handle 25,000 containers.

“The Tin Can Area two command at Lily pond has capacity to take 15,000 containers and an export bay that can take 10,000 containers.

“Lilypond has facility for export and it is underutilised and we appeal to the Federal Government to do something urgent to reverse this trend,” he said.

According to Olabanji, efforts should be made divert ships (containers) from some ports to the terminal for easy access and clearance of goods.

“We are aware that it takes some days to clear goods in some Lagos Ports. We want a situation where some of the containers should be sent to the Lilypond terminal.

“This process will make the area to be active, generate revenue from imports and exports.

“At the moment, the terminal is not being put to use. The facilities there are wasted because of inactivity,” he said.

Olabanji urged the Federal Ministry of Transportation, Nigerian Ports Authority, Nigerian Shippers` Council to ensure that ships are stemmed to Lilypond terminal.

Customs Restricts Exit Of Rice From Free Trade Zones — Official

The Nigeria Customs Service (NCS) said it has restricted the exit of rice from Free Trade Zones (FTZs ) in the country to ensure total compliance to the ban on the importation of rice.
Mr Joseph Attah, the Public Relations Officer of NSC told the News Agency of Nigeria (NAN) in Abuja, that the Service has taken its war against rice smuggling to the FTZs.
Attah said that due to the high level of security along the border lines, some Nigerians were taking advantage of the status of the FTZ to smuggle rice into the country.

“Just last week the Comptroller-General of Customs (CGC), Col. Hameed Ali, issued a directive that no rice should exit from FTZ into the country. We know that the FTZ enjoys special status under the law.
“It is known as a country within a country. That is why some items that are not allowed in the country are allowed by law to be imported into the country by the operators in the FTZ .

“However, the NSC has discovered that some operators are taking advantage of the status of the FTZ. They now circumvent the law restricting rice importation through the land borders. 

“So if we block the land borders and allow operators of FTZ to
 bring in rice through the seaport into the FTZ and then exit into Nigeria, our efforts at the land borders will be in vain,’’ Attah said
He explained that the FTZ was a land of its own, as such the law that apply to the land border should also be apply to the FTZ because it is a land, and “between the two borders, there is no seaport.” (NAN)

Reps urges Nigerian govt. to constitute Customs board




The House of Representatives on Tuesday urged the Federal Government to constitute the Nigerian Customs Service board.

This was sequel to a motion raised by Kingsley Chinda (Rivers-PDP).

He said since the powers exercised by the Customs, Immigration and Prison services Board to appoint, promote and exercise disciplinary control over staff of the Nigerian Customs Service, are vested in the Board, there is need to urgently constitute the board.

“Absence of the Nigerian Customs Service Board is a contravention of the provisions of the Act and thereby affecting the effective functioning of the Customs Service,” Mr. Chinda said.

He maintained that unless the anomaly in the non-composition of the board was urgently addressed, the essence of the Act would be defeated.

He expressed his displeasure over the continued failure by the Finance Minister to constitute the Board.

The house unanimously adopted the motion and resolved to forward the resolution to the Senate for concurrence and urge the finance minister to urgently constitute the Board of Customs.

The committee on Customs and Excise was mandated to ensure implementation and report back in four weeks for further legislative action.OK

President Buhari had at the inception of his administration, dissolved all Boards of Federal Government Parastatals leaving only those of tertiary institutions.

The president had in the past week constituted boards for some parastatals under the ministry of Information and Culture.

We’re going ahead with imported vehicles’ duties - Customs boss Ali



The Customs will proceed with its planned verification of payment of duties on imported vehicles at the appropriate time, according to the Comptroller General of Customs,Colonel Hameed Ali (rtd).

The policy, which is currently on hold following the widespread outcry on account of its retroactive nature, allows Customs personnel to stop and impound any vehicle imported into the country over the last seven years for which no import duty has been paid.

The Senate, which is locked in a showdown with Ali over his refusal to appear before it in Customs uniform, passed a resolution asking the organization to stop the vehicle duty verification policy.

Ali said in an interview in Abuja that the policy is not all about the revenue it will generate for government,but also for security reasons

”We want to ensure that we capture virtually all vehicles and tie vehicles to ownership because of the criminal nature of things happening in this country.

“Somebody can pick your car and go and commit armed robbery or another offence because we do not have the data, we cannot trace the car to the owner. But if every car is tied to the owner, it would make crime detection easier.

“I can tell you today that there are cars on our streets that have not been registered and there are people with different number plates in their houses. They just attach the number plate on any car they decide to drive and zoom off. This is simply not right.

“For those of us who have lived in the United States of America, your plate number is your identity. Once they compute your plate number, everything about you will be reflected there. That is the position we want to be in this country.

“We are consulting and we want to get to that level. We just create the level that capturing the data will be easier for us. The issue of verification is necessary because of the security situation in the country.

“Also, there is the revenue aspect. You will not deny that we need all the legal money that we need in this country today. It is going to be tasking on us all, but the payment of dues in some country is necessary. We need to understand that some countries survive on tax. It is only in Nigeria that we shy away from paying our dues and people question why they should pay,”Ali said.

Ali explained that in enforcing the policy, “the Customs will not be as hard as people think.

“We are human beings. In fact, when the policy came up, I had to go back and look at my own cars to make sure that I am not driving a car that has the wrong papers, while I am expected to enforce the same law on violators.

“This is what we want people in Nigeria to begin to understand. Yes, we regret he hardship, but honestly, for us to be able to move forward in terms of our security, we must grow a level higher in this country. We cannot attain any level without hardship.

“It may tamper with our ways of doing things, but in the long run, we shall all be better for it. So for now, you know we have suspended the policy. We are asking for feedback, we will look at the policy and refine it and then we see how best we can apply it without causing hardship to Nigerians. So we have not put a date to it yet. We are still consulting. When we do, we will let Nigerians know,” he said.

Port-Harcourt based lady calls out Custom Officer she slept with for a phone



It seems everyone is getting called out, as another aggrieved lady has called out her ex-lover who dumped her after getting the cookie.
The Port-Harcourt based lady. Kate James, took to Facebook, to call out a Custom Officer who she slept with for a phone.


According to her, the Custom Officer disappeared after getting what he want. She also disclosed that he has HIV, which he is ready to spread.

‘Wearing Customs Uniform Will Belittle Hameed Ali’s Military Achievements’ -Retired Army General, David Jemibewon

A retired major general and former governor of the Old Western region, David Jemibewon reacted to the ongoing faceoff between the Comptroller-General of Nigeria Customs Service, Col. Hameed Ali (rtd) and the Senate.
Since his appointment, the customs boss has not been seen in Customs uniform sparking confrontation between him and senators who threatened serious consequences if he failed to do so by next week.
The senate before then had passed a resolution demanding that the customs boss appears before it on the service uniform to explain issues bordering on duty payment for imported vehicles.
Mr. Jemibewon said the demand from the senators was unnecessary.
“We tend to create controversy where there ought not to be controversy. In a situation we are today, we should not be focusing on wearing a uniform,” Mr. Jemibewon said.

Nonetheless, he threw his support behind Mr. Ali, describing him as a fine military man who should not belittle himself with Customs uniform.
Mr. Jemibewon, a former Minister of Police Affairs, said he would have resigned if anyone had compelled him to wear police uniform as a minister.

“There was no way anybody could have compelled me to wear uniform. I would have resigned,” Mr. Jemibewon said. “Even if the law said so I would have resigned.”
Mr. Jemibewon also admitted that he doesn’t know what Customs rules and regulations stipulate, but repeated that an Army officer should be above a Customs’ uniform.
“The highest patriotic body in any country in the world is the Army,” Mr. Jemibewon said. “You don’t expect someone who has risen to that position in the Army to wear customs uniform.”
“Here is a man who has excelled in his military career and you’re asking that one to wear Customs uniform? I don’t see how that will ensure competence and efficiency.”

DEVELOPING: No law says I must wear uniform, Ali tells senate



Hameed Ali, comptroller general of the Nigerian Customs Service (NCS), says there is no law stating that he must wear uniform to honour the invitation of the senate.

On Thursday, Ike Ekweremadu, deputy senate president, who is presiding over the senate, asked Ali why he was not in his uniform, and the latter replied that no law compels him to do so.

Bala Ibn Na’Allah, senator representing Kebbi south, said the letter sent to the senate by Ali on not wearing his uniform is derogatory.

Na’Allah cites sections seven, eight and 10 of the Customs Act which states that the Customs shares same privileges with police and other institutions, which includes wearing uniforms.

Nigeria Customs hands over 661 pump action rifles,suspects to DSS. PHOTOS.

     

The Nigeria Customs Service has handed over the 661 pump action rifles seized on Sunday 22rd January 2017 by the Roving Team of the Federal Operations Unit Zone A Ikeja to the Department of State Security for further investigation.
It will be recalled that the rifles were laden in a Mack truck with registration number BDG 265 XG conveying a 1x40ft Container with Number: PONU/825914/3 before it was intercepted along Mile 2 Apapa road, Lagos.
The truck was immediately taken to the premises of FOU Zone A, Ikeja where Physical examination revealed 49 boxes containing a total number of 661 pieces of pump action rifles concealed with steal doors and other merchandize goods

The interception of these arms is a clear indication of how committed and dedicated the Service is to the economy, security and wellbeing of the Country. The three suspects who were arrested in connection with this illegal importation are:
Mr. Oscan Okafor (Importer) age 51Mr. Mahmud Hassan (Clearing Agent) age 56Mr. Sadique Mustapha (accompanying the consignment to its destination) age 28.

Hameed Ibrahim Ali (Rtd), calls on all well meaning Nigerians to support the service with necessary information that could assist the Service perform their statutory responsibilities better.

BREAKING: One dead as Customs, rice traders clash again in Ogun





The Punch has reported  that at least one person has been allegedly killed by the operatives of the Nigeria Customs Service (NCS) along Siun-Sagamu-Abeokuta road on Wednesday, March 8.

Customs and rice sellers have clashed again in Ogun state
It quoted unconfirmed reports as saying that NCS operatives had pursued alleged rice smugglers to a certain point along the road around Kobape when the tragic event occurred.
Police spokesperson Abimbola Oyeyemi confirmed the clash but he said details were still sketchy and could not determine the number of casualties.

He said: “The area commanders of Sagamu and Abeokuta, the Divisional Police Officer, Owode-Egba and other police officers are now on ground to maintain peace and order.”
Meanwhile, there is another clash going on between Hausas and Yorubas at Sabo market of Ile-Ife, Osun state.

The clash reportedly started when a bus used his side mirror to hit an Hausa woman at sabo last night.
The Hausa men at Sabo market got angry and injured the driver with cutlass. By this morning, the National Union of Road Transport Workers (NURTW) boys retaliated and right now about five people are said to have been killed and others injured in the ongoing fight.
