N13bn Ikoyi cash: Whistle-blower may get N325m reward



There were indications on Thursday that the man who informed the Economic and Financial Crimes Commission of the $43m, N23.2m and £27,800 (N13bn) recovered from an Ikoyi apartment in April, may be given about N325m in the light of the Federal Government’s whistle-blower policy.

The whistle-blower policy states that any whistle-blower whose information leads to the recovery of over N5bn will attract a 2.5 per cent reward.

The acting Chairman of the EFCC, Ibrahim Magu, who did not disclose how much would be given to the whistle-blower, said the commission was already counselling him on how to spend the money.

Magu, while speaking at the ongoing 7th Session of the Conference of States Parties to the United Nations Convention Against Corruption holding in Vienna, Austria, said the whistle-blower was a man who had “never seen N1m in his life.”

He, therefore, called on Nigerians who want a positive change in the country to take advantage of the whistle-blower policy.

The EFCC boss said aside from contributing to the eradication of corruption, potential whistle-blowers would also benefit from the illicit acquisition by the looters.

Magu said, “We are currently working on the young man because this is just a man who had not seen N1m of his own before. So, he is under counselling on how to make good use of the money and also the security implication. We don’t want anything bad to happen to him after taking delivery of his entitlement. He is a national pride.

“So we encourage more whistle-blowers to come forward with genuine information that will lead to recoveries from looters of public treasuries. That is part of the ways we can put an end to the looting madness in the public sector.

“When they know that they have no place to keep the loot, as all eyes are on them, they will find looting of public treasuries unattractive.”

A Federal High Court sitting in Lagos and presided by Justice Muslim Hassan had on June 7, 2017 ordered the final forfeiture of the total sum of $43,449,947, £27,800 and N23,218, 000 to the Federal Government which means all legal hurdles have been crossed.

The money, which belongs to the National Intelligence Agency, has since been deposited in the Central Bank of Nigeria.

Whistle Blower Exposes Hijacked Foodstuffs Meant For Refugees In Bauchi. Photos

The accompanying pictures were food items meant for an IDP Center but allegedly hijacked and kept in a warehouse in Bauchi for over a year. Already some of the items have expired and no longer fit for human consumption. This is a direct hit against FG's efforts to support and reintegrate victims of the IDP Centers back into the mainstream society - a clear case of sabotage and inhumanity.
The burden of IDPs is not for the states and Federal Government to shoulder alone. It's a societal burden that must be carried by each and every Nigerian. We can contribute to the betterment of the victims if not financially at least, by keeping our eyes open to prevent unpatriotic elements from subverting government efforts to support the IDPs.
Expectedly, the culprits were reported to be running from pillar to post trying to wriggle out of the embarrassing situation. This is a special appeal to those within Bauchi to dig further and ensure FG's efforts are not compromised.
It's our duty to keep our eyes open to ensure necessary action is taken to determine the guilt or innocence of the culprits and to also ensure IDPs around us always gets a fair deal.

Group launches ‘Corruption Anonymous’ to aid whistle blower policy



The African Centre for Media & Information Literacy (AFRICMIL) has launched a civil society whistle blower project named Corruption Anonymous. Corruption Anonymous aims to create public confidence and acceptance of the new Whistle Blower Initiative of the Nigerian government. The project seeks to use citizens to win the war against corruption and enhance accountability in public office by providing a mechanism for anonymous reporting that is acceptable, credible and effective.

“Considering the endemic nature of corruption in Nigeria and the cost and challenge of prosecuting corruption, it is important to support any initiative that has the potential to prevent and, therefore, reduce corruption,” said Chido Onumah, coordinator of AFRICMIL. “Winning the war on corruption requires urgent holistic attention and a creative response that is both civil society oriented and sustainable.”

Mr. Onumah noted that because of Nigeria’s weak institutions and how systemic corruption is in virtually all areas of public and corporate Nigeria, it will take more than government intervention to sustain the war on corruption.

“Given the opportunity, citizens can do something about corruption,” he said.

According to him, the overall goal of Corruption Anonymous is to strengthen the capacity of citizens and civil society to contribute to the success of the anti-corruption war by keying into the new whistle blower initiative, increasing patronage and support for the initiative as well as creating confidence in the system that the information citizens volunteer is not only used but that whistle blowers are protected.

Corruption Anonymous will bring together three interrelated stakeholders in the fight against corruption, namely: anticorruption agencies, the media and civil society to produce a synergy that would make the whistle blower policy sustainable. The recent successes of the war against corruption in the country, including recovery of large sums of money linked to the efforts of whistle blowers show that people are willing to report corruption if the conditions are right.

Mr. Onumah, who emphasised the need for a whistle blower legislation so that whistle blowers are not left at the mercy of offenders, said the project will support advocacy for the passage of the Whistle Blower (Protection) bill.
