LAGOS UNVEILS THE FIRST DNA FORESINC LAB IN W'AFRICA

The Governor of Lagos State, Mr. Akinwunmi Ambode, on Wednesday inaugurated the state’s DNA Forensic Centre, first of its kind in the West African sub-region.

Unveiling the DNA laboratory, located on Odunlami Street, Lagos Island, the governor said it would not only help in the resolution of crimes but would also be useful in clearing controversies relating to paternity.

Ambode described the laboratory as a significant milestone in his administration’s quest to strengthen the justice system in Lagos and to make the state safe both for the residents and investors.

According to him, the initiative had brought Lagos State at par with other advanced societies around the globe where technology was being exploited to make life easier for the people.

Ambode said, “From the domestic front to our places of work, from the way we learn, to doing business, the use of technology has become a way of life. You will, therefore, understand why our administration had no hesitation in approving this project which serves, amongst other things, as an effective method of bringing perpetrators of crime to book and ensuring quick dispensation of justice.”

The governor noted that the DNA Forensic Centre had been adequately equipped to provide services such as “serological screening of blood and semen; DNA analysis of bone, teeth and hair; maternal and paternal relationship DNA analysis; expert witness and case handling services; paternal and maternal ancestry DNA analysis; cold case file review and mass disaster human identification.”

These service, he said, would come in handy to the police, prosecutors, defense counsel and private citizens.

The governor gave the assurance that his administration would not rest on its oars but would immediately move to the second stage of the project, by creating additional capacity in the areas of “toxicology; trace evidence and controlled substance analysis; fingerprint and latent prints; firearms, ballistics and tool marks; digital forensics; and questioned documents examination.”

The Consul General of the United States Embassy in Lagos, Mr. John Bray, congratulated Ambode and the people of Lagos State for the successful completion of “the first DNA Forensic Centre not only in Nigeria but in West Africa,” saying that the development would enhance justice and progress.

In his welcome address, the Lagos State Attorney General and Commissioner for Justice, Mr. Adeniji Kazeem, said the centre would assist the state to have a reliable DNA database that would enable investigators and law enforcement agencies to identify crime patterns and suspects, and also help to exonerate or convict suspects.

On his own part, the Chief of Defence Staff, Maj. Gen. Abayomi Olonishakin, who was represented by Rear Admiral Lawal Modu Adams, said the centre was a significant milestone in the country’s fight against all forms of crime including terrorism.

Also, the Lagos State acting Commissioner of Police, Mr. Imohimi Edgal, described the completion of the centre as a further demonstration of Lagos State’s penchant for blazing the trail in terms of justice and security reforms.

Livelihood of Lagos fishing community cut off by govt’s land reclamation project

For more than two months, the 376 households (about 2050 people) of Ago-Egun, a fishing community outside Bariga, a sprawling town in Lagos have had their means of livelihood cut off. Their fishing canoes sit on the shallow shores as the men of the community wander around unable to sail out to the Lagoon to fish.

The community’s problem started around the end of May 2017 when a company, Nigerian Westminster Dredging and Marine Limited, started a land reclamation project on the edge of the Lagos Lagoon just at the foot of the Third Mainland bridge at Oworonshoki.

The land reclamation project, which is opposite the community is being done on the behest of the Lagos State government. On August 14, the state’s commissioner for waterfront infrastructure development, Ade Akinsanya, in a statement announced the state’s plan to transform the “blighted” area into “one of the biggest transportation, tourism and entertainment hubs in Nigeria.”

He said the project will enhance the aesthetics and improve security in the area. According to Mr. Akinsanya, the proposed project on the reclaimed land will attract investment in water transportation and boost socio-economic activities in the axis.

The proposed project includes shopping malls, an entertainment centre and a mega ferry terminal. The commissioner said the ferry terminal will divert human and vehicular traffic away from Lagos Island.

“Youths(sic) and residents will enjoy quality sports, recreational, entertainment and emergency response facilities at the terminal.

“Commuters transiting through the terminal will not only enjoy state-of the art infrastructure, they will also be able to park and ride and park and cruise from the state-of-the-art jetty, thus reducing the carbon emission level and travel time within the city,” Mr. Akinsanya said.

But as the reclamation of the 29.6 hectares site for the project continues, the misery of inhabitants of Ago-Ego deepens. Two months after the dredging and sand-filling commenced, the community started experiencing difficulty navigating their fishing boats into the lagoon. Silt flowing from the dredging site towards the community completely blocked the fishermen’s route to the Lagoon.

LAGOS MONARCHS LEAD WALK AGAINST RAPE, DOMESTIC VIOLENCE

Worried by incessant cases of sexual assault and violence against women, two traditional rulers in Lagos State on Thursday led a walk by the people against the crime on the Lekki-Epe Expressway and major streets in the area.

The rulers — Olu of Epe, Sefiu Adewale and the Oloja of Epe, Kamorudeen Animashaun — who displayed placards with the inscriptions, “Say No to Rape, Domestic Violence, Child Abuse,” called on the authorities to put an end to the crimes.

The monarchs said they were incensed by all forms of gender-based violence in the community and the state, insisting that the full weight of the law must be slammed on perpetrators of sexual crimes.

The News Agency of Nigeria reports that security personnel including Police, State Traffic Management Agency (LASTMA), the Nigeria Legion and members of the National Youth Service Corps, also participated in the walk.

Mr. Adewale said: “To curb the menace, government should stop child abuse by parents. They should protect the young ones safe against all forms of attack and hawking especially by the girl-child, who should still be in school.

“A committee will be set up to look into such cases and we shall work in partnership with the Lagos State Government.

“Offenders should not be spared and l believe that the way forward is to continuously engage the various communities to prevent and respond to all forms of gender-based violence.”

On his part, Mr. Animashaun urged the people to be “faithful ambassadors and armies” in the fight against domestic and sexual violence.

The Coordinator of the State Domestic and Sexual Violence Response Team, Vivour Adeniyi, said the walk was organised as part of efforts to sensitise the community to rise up against the crimes.

“We want the people of Epe to know that the law on rape, sexual assault and gender-based violence now carry stiff penalties or punishments and that offenders will not go unpunished.

“Our message to the people is to `Say No to Rape, Domestic Violence and Child Abuse’ and my advice to parents is that they should be more vigilant and fellowship with their children and also show love to them.

“They should be encouraged to express themselves without fear,” she told NAN, asking the people to report such crimes promptly.

“Domestic violence is a crime and should be reported by calling the hotline 112, and we will come after them.”

The Iyaloja of Epe, Mulikat Onibon, advised spouses to be mutually respectful and submissive and also learn to understand themselves.

“Couples should learn to understand themselves and be patient with one another to avoid violence in the home.

“Domestic violence starts from the home and family unit and this makes the children to be violent afterwards.

” Parents should desist from abusing their children in any form,” she said.

The head of all chiefs in the area, Wasiu Ajumoko, suggested public disgrace for sex offenders such as rape before they are prosecuted and sentenced by the courts.
“Rape and all forms of violence against women are not good and God is against it.

Oyimba Islar, a teacher and representative of the Christian Association of Nigeria, CAN, at the rally, urged parents to ensure that their daughters dress decently and moderately.

“Child abuse and rape are serious crimes and we will support the government to curb such crimes in our schools and the society.”

A primary five pupil, 11-year-old Okechukwu Chibike, who also participated in the walk, said the courts should impose stiffer punishment on sexual offenders, suggesting life imprisonment across the country.

ANOTHER RITUALIST DEN UNCOVERED IN IKEJA, LAGOS

Three suspected ritualists were yesterday smoked out of an abandoned drainage in the Ile Zik axis of Lagos-Abeokuta highway.
Human parts concealed in some sachets were reportedly found in the drainage.

Many tunnels were also seen in the area adjacent to a perimeter fence of the Murtala Muhammed International Airport (MMIA), Ikeja.

It was gathered that one of the suspects was found with an iPhone.

The suspect, it was learnt, confessed that he was not the only one involved in the criminal act, leading to the arrest of two other suspects.

Eyewitness said a hawker who fell into the hands of the gang raised the alarm after she managed to escape.

People around the area were said to have invaded the place, where shoes belonging to males and females were found.

A sharp knife was found on one of the suspects said to have been posing as a mad man.

Men of the Rapid Response Squad (RSS) rescued the suspects from being lynched by a mob at the scene.

The suspects were whisked away from the scene in a police van.
FM learnt that the suspects are being interrogated at Isokoko Police Station in the Agege.

There are at least eight patrol vans of the police at the location, while a huge crowd converged on the place, making it difficult for free vehicular movement.

Law enforcement agents including police, army and operatives of the Lagos State Neighbourhood Corps had hectic time controlling onlookers.

Police also foiled an attempt by a mob to burn down a warehouse suspected to be the hideout of the ritualists.
As of press time, the warehouse was being guarded by RRS operatives.

An eyewitness said that the suspects ‘’were picked up after RRS operatives removed a manhole from an underground canal where the ritualists were hiding.’’

A police source, however said those arrested are destitute who converted the disused drainage channels into shelter.

An eyewitness said: “I was coming home today (yesterday) when I encountered traffic like never before on Agege motor road. I trudged along thinking it was an accident only to get to Ile Zik and find out that den was uncovered right along the road. I pass that place every day without realising demons are lurking around there.”

Isaac Osare said: “There was a man who pretended to be a mad man but we found out that he is not mad but a kidnapper and rapist. The police were afraid to go into the tunnel because there are other culprits in it.”

Police Commissioner Fatai Owoseni said there were no shrine and no human parts in the den.

He said: “Our men personally entered the place and saw some people with tools dressed in mechanic clothes. People living under bridges, tunnels, uncompleted building and trenches should be careful because you stand a chance of being tagged as ritualist and being mobbed.”

THREE LUTH WORKERS TEST POSITIVE FOR LASSA FEVER

Three health workers, out of the 100 that had contact with a pregnant woman who died of Lassa fever at the Lagos University Teaching Hospital, Idi-Araba, have tested positive for the infection.

LUTH’s Chief Medical Director, Prof. Chris Bode, confirmed this at a joint briefing by the hospital’s management and officials of the Lagos State Ministry of Health on Wednesday.

Bode said the health workers had been admitted to the Isolation Ward at the teaching hospital alongside a female resident doctor who contracted the infection while conducting an autopsy on one of the index cases.

The CMD also identified the second patient who died of the disease at the hospital as a sickle cell patient that was admitted on August 5.
He added that the victim had just come in from a neighbouring state. According to him, all the other 97 contacts are still under surveillance.

Bode said, “Three of the persons who have symptoms are receiving treatment at the Isolation Ward. They are being cared for by a group of professionals, volunteer doctors, epidemiologists, microbiologists, emotional caregivers and cleaners round-the-clock.

“And I want to assure the concerned public that they are responding well to treatment. This current outbreak is effectively being monitored. Those that are being monitored have been given thermometers to check their temperature. So, let us douse the panic.”

Also at the briefing, the Director, Diseases Control, Lagos State Ministry of Health, Dr. Eniola Erinosho, said the state government had taken charge of the body of the first victim from the family and had taken necessary guidelines in the disposal of the body.

Erinosho said the private hospitals where the victims had visited before they were referred to LUTH had been placed under a 21-day surveillance.

He noted that the Lagos State Ministry of Health had directed its Epidemiology Unit to move into LUTH.

“We are on top of the situation and there should be no panic. The index case was referred from Divine Grace Hospital, Imota, in the Ikorodu area of Lagos. We have been there and have taken charge of the situation, but none of the people there has actually come down with the fever.

“We have about 22 people there. Today is the 14th day of monitoring and we hope that in the next seven days they will be discharged from the monitoring list. At present, we have two suspected cases at the Mainland Hospital but they are under control.”

Erinosho also said that the state government would take over the second corpse in possession of LUTH, while the first victim had been moved to Ilesa, Osun State, in order for the officials there to dispose of the body according to international standards.

He said, “We have been to the house of the late patients and hospitals where they were first admitted. All arrangements have been made to bury the corpse based on international standards.

“In a case like this, we use body bags and we seal the coffin and the relatives will not see the body. From there, we have a special unit in the ministry called the State Environmental Monitoring Unit, which carries out the procedure.”

Erinosho, who advised Nigerians to keep their foodstuffs away from rats, however, urged them not to panic as Lassa fever, according to him, is a curable disease whose treatment is readily available in the country.

Meanwhile, the Special Adviser to the Governor on Primary Health Care, Dr. Olufemi Onanuga, in a statement issued by the LSMOH, confirmed that laboratory results of the two suspected cases at the Mainland Hospital, Yaba, were negative.

Onanuga said the two patients were referred from the General Hospital, Lagos, and a private hospital in Imota in Ikorodu.

Lassa fever is an acute febrile illness, causing bleeding and death in severe cases. It is spread by rats.

NOBODY CAN STOP ME FROM VISITING LAGOS - NNAMDI KANU

The leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu, has declared that nobody could stop him from visiting Lagos State if he wanted. Kanu who spoke from Umuahia, was reacting to threats by some individuals and groups that his safety is not guaranteed in Lagos even as rumours are rife that Kanu is planning to storm the commercial city.

The Biafra activist said his inalienable right of freedom of movement could not be limited by anyone or scarified on the altar of mere threat, adding that threats only embolden him.

“I go to anywhere I want to go. I don’t listen to threats. They motivate me rather than dampen my spirit. That thing people say I cannot do is what I love to do. When the time comes I will go to Lagos if I have to go to Lagos.”

Asked if his much- talked- about visit to Lagos was by any invitation or only meant to prove his temerity, he simply said “I am not under obligation to tell you”, but quickly added that “I have friends with connections in Lagos”.
“Kani Fayode is my friend and he is in Lagos. If I try to visit him in Yoruba land, then I must see him in Lagos”, Kanu said.

On the possibility of his being re- arrested for alleged flouting of his bail conditions, Kanu said he was not afraid of being rearrested, adding that such development would only facilitate the actualisation of Biafra.

“If you arrest me, Biafra will come even quicker than we anticipate. I am not afraid of being arrested. I have been there before and if need be I will also be there again.
“I will be very happy if they re-arrest me. If we are hoping for 90% compliance with the boycott of Anambra State Governorship election, my arrest will make the compliance 100 %.

He however warned that any attempt to re- arrest him could have grave consequences. “But why will I be re- arrested and nobody is going to arrest Tanko Yakassai or Ango Abdulahi because of what they have been saying? Is it because they are Fulani? They own Nigeria? They are immune to arrest? Is arrest only meant for Biafrans and not for Fulani?

“Who will arrest Lawal Daura of DSS for flouting court order to release Bright Chimezie Isinwa of IPOB? The Fulanis say whatever they like and go free and nobody holds them accountable because they own Nigeria.”

Kanu also denied promoting hate speech contrary to accusations by his critics, arguing that condemnation of the injustices in Nigeria or the agitation for self-rule does not in any way amount to hate speech.

“I completely disagree with them. They are the pioneers of hate speech. Go through the text of speeches made by Ango Abdulahim, Tanko Yakassia or the ones made by one Abubakar. Are those ones not hate speeches? Unfortunately I blame the deplorable state of education in Nigeria because they don’t know what hate speech is all about.

“Does asking for self-determination amount to hate speech? Or asking for referendum hate speech? Where did they go to school? I think they need to invest more in education because self-determination is no way equal to war or hate speech.”

On the anti- Igbo song allegedly circulating in some Northern states ahead of the October 1 quit notice by Arewa youths, Kanu said it was a confirmation of the plots to unleash another genocide on the Igbo living in the North.

He, therefore, urged Ndigbo still residing in the North to quickly relocate to “ Biafra land” before the expiration of the deadline to avoid being caught up in the web.

“I am aware of anti- Igbo song circulating now in the North. My reaction has been to warn our people in the North that the pogrom being hatched by our enemies will come. There is an impending doom for our people living in the North.
“So, their best bet is to leave north and come home so that we can have our Biafra and build an economy capable of assimilating and absorbing all their potentials and creative abilities.

“That they will kill us is not news but the funniest thing is that the DSS manned by Fulani people will not investigate or summon those responsible. What they specialise in doing is going about and creating diversion and seeking ways to intimidate the likes of Chukwuma Soludo, Pat Utomi, etc because of Biafra.”
